SUBJECT: DONATION OF CONSERVATION EASEMENTS IN ELSMERE
CANYON OPEN SPACE

RECOMMENDED ACTION
City Council accept the donation of conservation easements on City of Santa Clarita (City)
owned open space land in Elsmere Canyon, and authorize the City Manager, or designee, to
execute all documents, subject to City Attorney approval.
BACKGROUND
In October 2010, the City purchased over 800 acres in fee in Elsmere Canyon, whereby as part of
the purchase agreement, approximately 33 acres of conservation easements were reserved by
Elsmere Canyon, LLC, for mitigation and conservation purposes. In 2016, Elsmere Canyon,
LLC, expressed interest in donating the reserved conservation easements to the City. The
donation of the conservation easements will reconvey the City's property rights and will enhance
the City's continuous efforts to preserve open space.
There are no costs associated with acquiring this donation of property rights, as the reconveyance
of the subject easements are already located on City owned property. An appraisal of the
conservation easements has valued them at $1,100,000.
