Award a contract to Urban Graffiti Enterprises, Inc. for the trash maintenance and general cleaning services of bus stops in the amount of $113,290, and authorize a contingency of 10% of the award, or $11,329, for a total of $124,619. 2. Appropriate Transit funds in the amount of $31,285 to expenditure account 12400-5161.001 in Fiscal Year 2016-17; increase the bus stop maintenance base budget in account 12400- 5161.001 by $47,619 beginning in Fiscal Year 2017-18. 3. Authorize the City Manager or designee to execute all contract documents, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) has approximately 452 bus stops located within the City limits, of which 262 are equipped with city -owned shelters, benches, and/or trash receptacles. In order to ensure these City amenities are properly maintained to our high standard, the City contracts with a private sector firm to visit and clean each City -owned bus stop amenity on a regular basis. The current contract with Golden Touch Cleaning, Inc. ended on October 31, 2016. The Purchasing Division, in partnership with the Transit Division, issued an Invitation to Bid on Friday, September 16, 2016, for Trash Maintenance and General Cleaning Services of Bus Stops (Bid No. TMF-16-17-09). The notice was published on Planet Bids, September 16, 2016, and notifications were sent to 479 vendors, as well as the Chamber of Commerce and the Valley Page 1 Packet Pg. 27 O Industry Association (VIA). Additionally, 27 vendors downloaded the bid package from the City's website. As a result, four suppliers submitted a bid opened by Purchasing on October 17, 2016. The results of the bids are as follows: Company Location Bid Amount Golden Touch Cleaning, Inc. Tustin, CA $79,097.20* Suretek Industrial Ontario, CA $90,328.68* Urban Graffiti Enterprises, Inc. Covina, CA $113,289.80 Clean Street Gardena, CA $199,030.00 *Incomplete bid Of the four bids received, Golden Touch Cleaning, Inc.'s bid did not include the required additional service pricing for electrical work and was incomplete. In addition, Suretek Industrial's bid did not submit the required bid bond and was also incomplete. Staff recommends that Urban Graffiti Enterprises, Inc. be awarded the contract to perform trash maintenance and general cleaning services of bus stops within the City of Santa Clarita. This contract is for one year with four successive one-year renewal options to be instituted at the City's discretion. ALTERNATIVE ACTION 1. Re -issue request for bids for maintenance of the City's bus stops. 2. Other action as determined by the City Council. FISCAL IMPACT If approved, this request would increase the FY 2016-17 budget for Bus Stop Maintenance by $31,285 and increase the base budget by $47,619 beginning in FY 2017-18. Funding in the Transit Fund 700 has been identified for this request and no General Fund monies will be used. Page 2 Packet Pg. 28
