SUBJECT: RESOLUTION TO ESTABLISH A PASSENGER LOADING ZONE IN
FRONT OF THE CANTERBURY VILLAGE SENIOR APARTMENTS
AT 23420 AVENIDA ROTELLA

RECOMMENDED ACTION
City Council adopt a resolution to establish a 25-foot passenger loading zone in front of 23420
Avenida Rotella.
BACKGROUND
The property manager at the Canterbury Village Senior Apartments made a request to the City of
Santa Clarita (City) to establish an on -street passenger loading zone in front of the senior
apartments located at 23420 Avenida Rotella. This request was made out of the need for frequent
drop-offs for seniors in front of their apartment complex and a difficulty to find adequate parking
near the facility. The placement of an on -street passenger loading zone will make it more
convenient and safe for residents of the facility. There is an existing path of travel for the
residents to walk from a public sidewalk to the senior apartment complex. A map of the
requested loading zone is attached.
The establishment of a 25-foot passenger loading zone (yellow curb) is consistent with Section
21458 (a) (2) of the California Vehicle Code and Section 12.64.120 "Passenger Loading" of the
City's Municipal Code.

FISCAL IMPACT
Adequate funds are available in Street Maintenance expenditure account 14504-5141.008 to
proceed with the recommended action.

RESOLUTION NO. 16-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, TO ESTABLISH A PASSENGER LOADING ZONE (A TOTAL OF 25
LINEAR FEET) IN FRONT OF THE CANTERBURY VILLAGE SENIOR APARTMENTS
AT 23420 AVENIDA ROTELLA
WHEREAS, Section 21458 (a) (2) of the California Vehicle Code of the State of
California provides for local authorities to enact local parking regulations and indicate them by
the use of paint (yellow) upon curbs for stopping only for the purpose of loading or unloading
passengers for the time as may be specified by local ordinance;
WHEREAS, Section 12.64.120 of the Santa Clarita Municipal Code states that an
operator shall not park or stop for any purpose other than a stop not to exceed three (3) minutes
to load or unload passengers at any time; and
WHEREAS, the City received a request from the property manager at Canterbury
Village Senior Apartments to establish a passenger loading zone for a total of 25 linear feet at
23420 Avenida Rotella; and
WHEREAS, it is consistent with normal traffic engineering practices to establish a
passenger loading zone in front of the Canterbury Village Senior Apartments at 23420 Avenida
Rotella to provide for a safe path of travel for seniors.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That a passenger loading zone for a total of 25 linear feet at 23420
Avenida Rotella is established.
SECTION 2. That the establishing of a passenger loading zone shall apply when
appropriate yellow painted curb is placed as described in Section 1.
SECTION 3. City Clerk shall certify to the adoption of this Resolution.
