HomeMy WebLinkAbout2016-11-22 - AGENDA REPORTS - NO-STOPPING ZONE SIERRA HWY/DOCKWEILER DR (2)Agenda Item: 8 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: fill DATE: November 22, 2016 SUBJECT: RESOLUTION TO ESTABLISH A NO -STOPPING ANYTIME ZONE ON THE EAST SIDE OF SIERRA HIGHWAY, BETWEEN NEWHALL AVENUE AND DOCKWEILER DRIVE DEPARTMENT: Public Works PRESENTER: Gus Pivetti RECOMMENDED ACTION City Council adopt a resolution establishing a no -stopping anytime zone along the east side of Sierra Highway, extending from 500 feet north of Newhall Avenue to Dockweiler Drive (2,000 feet in total). BACKGROUND Staff received a request from the adjacent property owner, citing safety and aesthetic concerns, to establish a no -stopping anytime zone, along the east side of Sierra Highway, between Newhall Avenue and Dockweiler Drive. Since this section of Sierra Highway falls under the jurisdiction of the California Department of Transportation (Caltrans), staff consulted with Caltrans to conduct a review of the request. The review found a number of commercial trucks and recreational vehicles, which appeared to be stored along the east curb line of the roadway. A significant amount of trash, which seemed to be left by the owners of these stored vehicles, was also noted in the area. Due to the lack of sidewalks or other pedestrian facilities, staff also found this area is not well suited for the few passenger vehicles parked there on daily basis. Adequate parking to accommodate these vehicles is available at the park -and -ride lot on Newhall Avenue east of State Route 14. Other safety concerns have arisen with an increase in collisions involving the parked commercial vehicles in this area. The establishment of this no -stopping anytime zone is consistent with Section 22506 of the California Vehicle Code, which provides for local authorities to restrict parking, standing, and stopping on a state highway, if the ordinance or resolution is first submitted to and approved in writing by Caltrans. A copy of the written agreement with Caltrans is attached. ATTACHMENTS Resolution Location Map No -Stopping Zone Diagram Caltrans Agreement Page 2 Packet Pg. 34 8.a RESOLUTION NO. 16- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH NO -STOPPING ANYTIME ZONE ALONG THE EASTSIDE OF SIERRA HIGHWAY EXTENDING FROM 500 FEET NORTH OF NEWHALL AVENUE TO DOCKWEILER DRIVE WHEREAS, Section 22506 of the California Vehicle Code of the State of California provides for local authorities to restrict stopping, standing, or parking of vehicles on a state highway, if the ordinance or resolution is first submitted to and approved in writing by the Department of Transportation; and WHEREAS, a request was made to establish a no -stopping anytime zone along the east side of Sierra Highway, extending from 500 feet north of Newhall Avenue to Dockweiler Drive (2,000 feet total); and WHEREAS, this resolution was submitted to and approved in writing by the Department of Transportation; and WHEREAS, it is consistent with normal traffic engineering practices to establish a no -stopping anytime zone along the east side of Sierra Highway extending from 500 feet north of Newhall Avenue to Dockweiler Drive. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That a no -stopping anytime zone along the east side of Sierra Highway extending from 500 feet north of Newhall Avenue to Dockweiler Drive be established. SECTION 2. That the establishing of the no -stopping anytime zone shall apply when appropriate signs and/or curb markings giving adequate notice thereof have been placed as described in Section 1. SECTION 3.
