Accept the Fiscal Year 2016-17 Citizens' Option for Public Safety Grant from the Los Angeles County Auditor -Controller; approve the request from the Los Angeles County Sheriff's Department, Santa Clarita Valley Station, to use the funds to continue funding the Career Offenders Burglary, Robbery, and Assault (COBRA) Team. 2. Increase estimated revenue in account 234-4461.003, Supplemental Law Enforcement Grant, by $435,949. This amount includes the Fiscal Year 2016-17 grant of $338,213 and additional grant funds for Fiscal Year 2015-16 of $97,736. 3. Appropriate $466,717 to account 16100-5161.001 (Contractual Services). This amount includes $338,213 for the Fiscal Year 2016-17 grant, additional grant funds for Fiscal Year 2015-16 of $97,736, and the existing fund balance of $30,768. 4. Authorize the City Manager, or designee, to execute any contracts, agreements, or change orders arising out of this program, subject to City Attorney approval. BACKGROUND Assembly Bill 1913 (Schiff -Cardenas Crime Prevention Act), signed into law in 2000, provides funding to cities and counties for frontline law enforcement officers and juvenile justice initiatives. This provided financing for the Citizens' Option for Public Safety (COPS) program. The City of Santa Clarita has been eligible to receive grant funding from this program every year. The funds awarded are based on population, with each entity receiving a minimum grant of Page 1 Packet Pg. 24 O $100,000. The City's allocation for Fiscal Year 2016-17 is $338,213. According to grant requirements, the City Council shall appropriate the funds in accordance with a written request submitted by the Chief Administrator of the local law enforcement agency. The Los Angeles County Sheriff's Department, Santa Clarita Valley Station, has proposed continued partial funding of Career Offenders Burglary, Robbery, and Assault Team staff to enhance the Sheriff's efforts to curb youth crime in Santa Clarita. Current funding will also assist the COBRA Team in its efforts to apprehend graffiti vandals and operate the City of Santa Clarita Community Court Diversion program. ALTERNATIVE ACTION Decline the Fiscal Year 2016-17 COPS Grant funding. 2. Determine alternate use for the Fiscal Year 2016-17 COPS Grant funding. 3. Other action as determined by City Council. FISCAL IMPACT The anticipated cost of this program is estimated to be $466,717 to be offset completely by grant funds. This year's grant provides $338,213 from the State of California for the Citizen's Option for Public Safety (COPS) Program. The COPS grant has been used to enhance our efforts to curb youth crime in Santa Clarita. Specifically, the funding has enabled us to partially pay for the salaries for the COBRA Team. In the past years, in addition to COBRA Team's mission of working to decrease gang activity, graffiti, and other juvenile crimes, they have also provided gang and drug education awareness for all seventh -grade students in Santa Clarita, and are an integral part of the Teen Court intervention and the City of Santa Clarita Community Court Diversion Programs.
