FROM LOS ANGELES COUNTY, ASSESSOR'S PARCEL NOs. 2836-
002-907, 2836-002-922 AND 2864-003-919 (PORTION)

RECOMMENDED ACTION
City Council:
1. Approve the acquisition of 26 +/- acres and the purchase price of $651,000 from Los Angeles
County, Assessor Parcel Nos. 2836-002-907, 2836-002-922 and a portion of 2864-003-919.
2. Appropriate $651,000 from Open Space Preservation District Fund Balance (Fund 358) to
Open Space Preservation District Expenditure Account 12592-5201.004 for the purchase of
the property.
3. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval, contingent upon the appropriation of funds by the City Council in the annual
budget for such fiscal year.
BACKGROUND
Subject parcels were originally part of the old Highway 126 alignment and State Route 14
improvements. This property is adjacent to the current Via Princessa Metrolink Station. Los
Angeles County (County) obtained these three parcels from Newhall Land & Farming Co. and
has offered to sell them to the City of Santa Clarita (City) at an appraised value of $651,000.
Acquisition of these parcels will create approximately 26 acres of new potential open
space/active parkland in Canyon Country. The acquisition of parkland is within the principles of
the Open Space Preservation District, in that no more than 10 percent of the total acres purchased
can be used for improved active parkland. Upon City Council approval of the County's offer to
purchase, the County will then proceed with the County Board of Supervisors approval.

This acquisition is in compliance with the mission of the Open Space Preservation District. It
has been reviewed pursuant to the California Environmental Quality Act (CEQA) and is exempt
under CEQA guidelines Section 15313, Class 13, as an acquisition for conservation purposes,
and Section 15325, Class 25, as a transfer of an ownership interest in land to preserve open space
and existing natural conditions. Any subsequent or proposed changes in the use or condition of
the property will be subject to CEQA guidelines.

FISCAL IMPACT
Upon approval of the recommended action, the budget will be adjusted accordingly.

The County of Los Angeles made a review of its operating needs to determine if the
subject parcels are available for sale. Our review indicates that an area containing
approximately 26 acres may be available for sale for open space and public recreation
purposes only at the price of $651,000, subject to approval by the County of
Los Angeles Board of Supervisors. Should the County property be used for other
purposes, the ownership would revert back to the County. Enclosed are maps showing
the available areas hachured. If for any reason the square footage is changed, the
selling price may be adjusted. If the City of Santa Clarita wishes to purchase the
property, sign and return the enclosed Offer to Purchase Property letter.
Please be advised that this solicitation will expire on November 21, 2016. In the event
we do not receive an offer from the City on or before this date, we will assume the City
is not interested in purchasing the property and will close our file accordingly.
As a matter of information, you are hereby advised that each County Lobbyist, as
defined in Los Angeles County Code Section 2.160.010, retained by purchaser shall
fully comply with the County Lobbyist Ordinance, Los Angeles County Code
Chapter 2.160. Failure on the part of any County Lobbyist retained by purchaser to fully
comply with the County Lobbyist Ordinance shall constitute a material breach of this
sale transaction, upon which the County may terminate or suspend this sale.
