SUBJECT: APPROVE AN AMENDMENT TO THE "AS NEEDED" GENERAL
CONTRACTOR SERVICES AGREEMENT WITH SPARTA
BUILDERS

RECOMMENDED ACTION
City Council:
1. Approve a $100,000 increase to the existing contract with Sparta Builders for "As Needed"
General Contractor Services.
2. Authorize the City Manager or designee to execute the contract and associated documents
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) maintains many buildings and facilities that require repairs and
maintenance, at times unexpectedly. Due to the ongoing need for repairs and emergency service
calls such as concrete grinding and repair on City property, various repairs at City facilities, and
ensuring ADA compliance regulations are met, the City Council authorized the award of "As
Needed" General Contractor Services on February 11, 2014. "As Needed" General Contractor
Services have allowed staff to arrange for repairs quickly and at a fair market rate. A contract
totaling $450,000 was approved by Council to be utilized for as needed general contractor
services, and the term of the last renewal will expire in February 2017.
After igniting on July 22, 2016, the Sand Fire consumed over 41,432 acres of land. This affected
several City -owned properties, including the destruction of 5,300 linear feet of lodge pole
fencing on the Robinson Ranch trail. Other crucial repairs identified include trail grading,
drainage duct installation, tree removals, and hazardous material disposal. In an effort to rebuild
quickly and mitigate any potential hazards, staff utilized the "As Needed" General Contractor
Services contract to address these repairs at a cost of $239,891. Contract expenditure authority

to date, not involving the Sand Fire repairs, has totaled $205,195. Due to this unforeseen
expense, the remaining contract expenditure authority for "As Needed" General Contractor
Services contract is $4,914.
Costs for repairs are budgeted annually for each department based on historical expenditures.
Staff has determined that an amendment to increase the contract expenditure authority of the "As
Needed" General Contractor Services contract by $100,000 will allow for continued use of the
service for immediate repairs and maintenance through the remainder of the contract.

FISCAL IMPACT
Adequate funds to support this amendment are appropriated within various departmental
budgets.
