Accept Fiscal Year 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) funds from the U.S. Department of Justice, Bureau of Justice Assistance. 2. Increase estimated revenues in account 206-4461.017 (Justice Assistance Grant 2016) by $24,677. 3. Increase estimated expenditures in account 16118-5111.001 (Special Supplies) by $24,677. 4. Authorize the City Manager, or designee, to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) has been awarded a grant of $24,677 by the U.S. Department of Justice, Bureau of Justice Assistance, through the Fiscal Year 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) program. JAG funds are allocated by using a formula, based on each city's share of the total violent crime reported within the state. This program allows state and local governments to support a broad range of activities to prevent and control crime, based on local needs and conditions. It provides agencies with the flexibility to prioritize and place justice funds where they are needed most. With this allocation formula, the 2016 awarded amount reflects an increase from JAG 2015 funds, which totaled $21,681. JAG 2016 grant funds will be used for the purchase of technologically -advanced equipment to enhance existing law enforcement, community policing efforts to help reduce crime, address Page 1 Packet Pg. 20 quality -of -life issues, and safeguard public safety in the City Santa Clarita. Equipment proposed for JAG 2016 grant funding includes the purchase of a 3D laser scanner. This type of technology upgrade will capture crime scenes and areas where traffic accidents occur in 3D, providing a record of the entire scene within minutes and allowing the scene and personnel to be released a short time later. In turn, this purchase will make the Sheriffs Station and individual deputies more efficient, effective, and productive. Additionally, this will produce significant cost savings as this new technology requires fewer personnel to operate than equipment currently being utilized for this function and provides deputies with the ability to spend more time on patrol interfacing with the community. The total cost of the 3D laser scanner is $73,340. A 15 percent discount totaling $8,076 is available if other agencies are allowed to use this technology during a declared emergency. An additional discount of $19,500 will be received for the trade-in of outdated scanning equipment. The net cost of $45,764 will be partially funded with the 2016 JAG funds of $24,677. The Los Angeles County Sheriffs Foundation and the City will each contribute $10,543.50 for the balance of the cost. ALTERNATIVE ACTION 1. Decline the Fiscal Year 2016 Edward Byrne Memorial Justice Assistance Grant funding. 2. Other actions as determined by the City Council.
