SUBJECT: APPROVAL OF PARCEL MAP FOR PARCEL MAP NO. 73503
(VALENCIA BIOMEDICAL)

RECOMMENDED ACTION
City Council:
1. Approve Parcel Map for Parcel Map No. 73503.
2. Accept on behalf of the public the right to restrict building construction within the no build
areas.
3. Make findings as follows: This project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved.
4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of Parcel Map for Parcel Map No. 73503, which indicates all special assessments
levied by the City of Santa Clarita are paid.
5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Parcel Map for
Parcel Map No. 73503, which embodies the approval of said map.
6. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Parcel
Map for Parcel Map No. 73503, which provides for verification of substantial conformance
with the Tentative Parcel Map and all provisions of local ordinances and state laws
applicable at the time of approval.
BACKGROUND
The Parcel Map for Parcel Map No. 73503, an exhibit of which is attached hereto, has been
reviewed by staff and found to be in substantial conformance with the principles and standards

required by the Unified Development Code and State Subdivision Map Act. It was approved as a
tentative parcel map by the Planning Commission on September 15, 2015. The Parcel Map
consists of approximately 159.54 acres and is located on Kelly Johnson Parkway. The map
consists of five parcels and allows for 664 industrial condominium units, including 323
condominium units within the existing 16 buildings. The remaining 341 would be reserved for
future structures. The development agreement, approved on July 30, 1996, allows for a
maximum of 1,500,000 square feet of buildings within this subdivision. The development
currently contains approximately 612,000 square feet with a focus on biomedical tenants.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final or parcel map if it was previously approved as a tentative map for the
proposed subdivision and if it finds the final or parcel map is in substantial compliance with the
previously approved tentative map.
The Parcel Map was reviewed to the satisfaction of the City Engineer and found to be in
substantial conformance with the previously approved tentative parcel map. The conditions of
approval established by the City of Santa Clarita were also met, and no fees are required as
indicated on the attached fact sheet.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City of Santa Clarita by this map. When future
development occurs, the developer shall pay Bridge and Thoroughfare, Transit, and Quimby fees
in place or the fees specified in Development Agreement 96-001, as applicable, prior to the
issuance of building permits.
