RESOLUTION AUTHORIZING THE INSTALLATION OF
MULTIWAY STOP CONTROL FOR THE INTERSECTIONS OF
PARAGON DRIVE AND HONNOLD DRIVE, PARAGON DRIVE
AND CARNEGIE AVENUE, AND ALDBURY STREET AND
HARDESTY AVENUE

RECOMMENDED ACTION
City Council adopt a resolution authorizing the installation of multiway stop control for the
intersections of Paragon Drive and Honnold Drive, Paragon Drive and Carnegie Avenue, and
Aldbury Street and Hardesty Avenue.
BACKGROUND
PARAGON DRIVE AT HONNOLD DRIVE AND PARAGON DRIVE AT CARNEGIE AVENUE
Paragon Drive is a local residential street with a speed limit of 25 miles per hour. It has a curving
alignment, connecting Copper Hill Drive with Seco Canyon Road (Exhibit A).
Paragon Drive provides parallel access for vehicles to avoid the signalized intersection at Copper
Hill Drive and Seco Canyon Road. Both Copper Hill Drive and Seco Canyon Road are arterial
roadways.
Residents along Paragon Drive expressed concern with vehicle speeds, traffic volumes, limited
sight distance, and collisions in their neighborhood. They also expressed concern that drivers
tend to use Paragon Drive as a cut -through street to connect between Copper Hill Drive and Seco
Canyon Road.
Staff collected traffic volume and speed data at multiple locations along Paragon Drive between
Copper Hill Drive and Seca Canyon Road. The data analysis showed the traffic volume on
Paragon Drive did meet the City of Santa Clarita's (City) multiway stop warrants for excessive
traffic on a residential street. Staff recommends the placement of multiway stop control at two
intersections along Paragon Drive. The two intersections along Paragon Drive to be selected for

multiway stop control are Paragon Drive at Honnold Drive and Paragon Drive at Carnegie
Avenue. These two multiway stop locations are evenly spaced to discourage speeding and cut -
through traffic on Paragon Drive. Staff notified the adjacent residents at the two intersections,
and they are in support of the multiway stop control.
ALDB UR Y STREET AND HARDESTY A VENUE
Staff received a request from a local resident to install multiway stop control at the intersection
of Aldbury Street and Hardesty Avenue (Exhibit B). The resident indicated the intersection
experiences heavy traffic congestion and vehicle/pedestrian conflicts, particularly during the
morning and afternoon school hours.
The intersection of Aldbury Street and Hardesty Avenue is a four -legged intersection in a
residential neighborhood and is contiguous to Skyblue Mesa Elementary School. The
intersection currently has two-way stop control on Hardesty Avenue. Staff conducted an analysis
of the intersection, which included the evaluation of vehicular and pedestrian volumes, collision
history, and field inspection. The intersection meets the City's volume warrants for the
installation of multiway stop control.
The multiway stop control will improve traffic circulation and safety for both motorists and
pedestrians. In addition, the multiway stop control will help the circulation by providing a gap
for the minor street traffic to enter the intersection during busy school hours.
Skyblue Mesa Elementary School and one affected property owner were informed of the
proposed multiway stop control at this location, and both are in support of the proposed
improvement.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The installation of multiway stop control is estimated at $3,000. Adequate Gas Tax funds (Fund
230) are available in the Traffic Signs and Markings account 14504-5141.008.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROL
FOR THE INTERSECTIONS OF PARAGON DRIVE AND HONNOLD DRIVE,
PARAGON DRIVE AND CARNEGIE AVENUE, AND ALDBURY STREET AND
HARDESTY AVENUE
WHEREAS, Section 21345 of the California Vehicle Code allows local authorities to
design any intersection under their exclusive jurisdiction as a stop control intersection; and
WHEREAS, traffic operations along Paragon Drive will benefit from the installation
of multiway stop control at the intersections of Paragon Drive and Honnold Drive, Paragon
Drive and Carnegie Avenue, and traffic operations along Aldbury Street will benefit from the
installation of multiway stop control at the intersection of Aldbury Street and Hardesty Avenue.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the intersections of Paragon Drive and Honnold Drive, Paragon
Drive and Carnegie Avenue, and Aldbury Street and Hardesty Avenue be designated as
multiway stop control intersections. Traffic on Paragon Drive and Honnold Drive, Paragon Drive
and Carnegie Avenue, and Aldbury Street and Hardesty Avenue shall be required to stop before
entering the intersection.
SECTION 2. That the stop designations, as provided herein, shall apply when
appropriate signs and pavement markings, giving adequate notice hereof, have been placed as
described in Section 1.
SECTION 3. That staff shall install all the necessary signs and pavement markings to
affect this resolution.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
