RECOMMENDED ACTION
City Council:
1. Award the architectural and landscape design contract to Gonzalez Goodale Architects for
the Canyon Country Community Center, Project F3020, in the amount of $1,239,431, and
authorize a contingency in the amount of $117,000, for a total contract amount not to exceed
$1,356,431.
2. Appropriate $800,000 from Facilities fund (723) to the Canyon Country Community Center
expenditure account F3020723-5161.001.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita (City) owns approximately 6.5 acres of undeveloped property on the
northeast corner of the intersection of Soledad Canyon Road and Sierra Highway, which is the
future home of the Canyon Country Community Center. A Conceptual Master Plan was
presented to, and adopted by, the City Council at the June 28, 2016, meeting. The Canyon
Country Community Center is identified in the Building and Creating Community theme of the
City's strategic plan, Santa Clarita 2020.
This effort includes the architectural and landscape design and all supportive disciplines required
to provide a complete set of construction plans, specifications, and cost estimates for the
construction of this Leadership in Energy and Environmental Design (LEED) certified project.

A Request for Proposal was sent to qualified consultants for the Canyon Country Community
Center building and site landscape design services. A total of seven proposals were received by
the City and are listed below based on the score of their proposal:

The proposals were evaluated by staff from the Building & Safety, Capital Improvement
Projects, and Planning divisions. Staff evaluated the proposals on a scale of 1 to 100 based on the
following criteria: completeness of the proposal; extent of experience on similar projects; quality
and experience of the project management team members; demonstrated understanding of the
project scope; and the ability to meet the required schedules. HED Design's proposal was
deemed non -responsive due to the failure to return required documentation with the proposal.
The top three ranked consultants were invited to interview with staff from the Building & Safety,
Capital Improvement Projects, and Planning divisions. The results of the interview process are as
follows:

Staff recommends awarding the contract to Gonzalez Goodale Architects. Gonzalez Goodale
Architects demonstrated an in-depth understanding of the project's needs, provided a detailed
scope of work, and has extensive experience with these types of projects. Gonzalez Goodale
Architects also presented ideas that clearly represented the vision of the City for the architectural
design of the Canyon Country Community Center and complete integration with the project site
amenities. The requested contingency will cover any additional design needs and modifications
during the design process.
At the conclusion of construction, the community center building will require commissioning for
the LEED certification. The cost for these services is an additional $67,000 above the Gonzalez
Goodale Architects base bid shown above.
California Government Code 4526 prescribes selection of architectural and engineering services
to be based on demonstrated competence and professional qualifications necessary for the
satisfactory performance of the services required and does not authorize the selection of
professional architect and engineering services based on cost. City staff was able to reach an
agreement with Gonzalez Goodale Architects at a fair and reasonable price.

FISCAL IMPACT
Facilities funds (723) in the amount of $1,542,305 are currently appropriated in expenditure
account F3020723-5161.001. The requested appropriation of $800,000 creates a current budget
of $2,342,305. This amount includes $541,832 in costs incurred for the development of the
Community Center Master Plan, CEQA document and site civil design, appraisals, land survey,
and temporary construction easements. The requested budget will also provide for award of the
architectural and landscape design and LEED commissioning contract, including contingency
totaling $1,356,431, and relocation services of $134,705. The balance of $309,337 will provide
for agency fees, review fees, and project administration costs.

Country Community Center and Park in continuing your mission of enriching the
ARMANDO L. GONZALFZ, FAIA community by connecting with residents and providing quality, structured programs and
activities.
We are a full -service design firm known for creating civic -minded facilities with a focus

the planning and design of exceptional community buildings.
COMMUNITY ACTIVATION & ENGAGEMENT
HARRY R, DRAKE, AIA CASp As a firm dedicated to the guiding principle of architecture for the improvement of
public life, the design of parks, community athletic and activity centers is an integral part
of the work we do. In the past five years we have completed the new
ALI BARAR, AIA Rowland Heights Community Center and Park for the Los Angeles County Community
Development Commission (CDC), a new Community & Senior Center for the City of
Calabasas. We have designed and planned a comprehensive revitilization of the Los
Angeles City College South Gym, and will soon complete construction of the joint -use
Westside Family YMCA athletic and aquatics center.
The success of all these projects hinged on public concensus through extensive
community outreach and engagement workshops. We bring very recent success with
this process through the entitlement and approval of the new mixed -use development
in Boyle Heights surrounding the 1 st & Soto Metro Goldline Station. Initially a highly
contested urban development condition, the project recieved overwhelming support
after a series of workshops where members of the public were able to express the need
for an open plaza - much like your proposed'mercado'- which more appropriately served
their specific community culture of social and business exchange.
As your City continues with its efforts in initiating and maintaining "Smart Growth"
practices like those outlined in the Soledad Corridor Plan, we too will to work to develop
a strong architectural statement that also preserves your community's important cultural
history and brilliant natural setting.
We bring this sensitivity and inclusive approach to your project planning and design.
STATE-OF-THE-ART COMMUNITY SPACES
In all of our work - though particularly in the Civic realm - we find the need to meet the most up-to-date design
and aesthetics needs while also delivering physical resources which are lasting and prove justifiable in their
initial investments. Our approach to meeting these challenging standards includes highly adaptable spaces and
infrastructure which can serve future generations of programmatic and technological demands.
We envision a number of opportunities in your project to maximize flexibility for day-to-day usage and special event
assembly through the use of multi -purpose rooms with a complement of permanent and movable fixtures in place.
This includes the use of platforms rather than stages, movable partition walls, open concept administration spaces,
effective placement of storage, and the sense of arrival created through celebratory entrances and prefunctory spaces.
This adaptability extends beyond the walls of the building through connections to the outdoors and activities such as
dance, yoga, and hiking. We have effectively integrated all of these elements into much of our public work and most
recently and successfully for Los Angeles County in the Rowland Heights Community Center - further details of this
project and others can be found in Section 2.
SUSTAINABLE PLANNING & DESIGN
In addition to a building's experiential usage, our team is highly focused on lasting performance, maintainance, and
life -cycle costs through sustainable design and responsible building practices. Through constant study and continued
application of energy and environmental measures, our team is prepared to meet the goals of the City for LEED
Certification. We recently completed a large supportive housing campus in La Verne which surpassed these very goals
by achieving Net -Zero Energy (NZE), Living Building Challenge (LBC), and additionally LEED Platinum Certification
through the extensive use of photo -voltaic panels and grey -water treatment for irrigation re -use.
We bring this experience and sensitivity to your project in the careful blending your urban fabric while mitigating its
inherent damaging effects on your natural resources and environment.
HIGHLY PROFESSIONAL TEAM
Our Design Principal, David Goodale, AIA, LEED AP has devoted his 30 year career solely to design and planning
for public and institutional clients. David will lead our team's planning & design and provide his outstanding
understanding of functional space programming and conceptual design, combined with equal listening skills in client
engagement and design translation. As Quality Assurance and Community Engagement Principal, Armando L.
Gonzalez, FAIA will ensure that project and neighborhood stakeholders are provided the opportunity to collaborate in
the design process and that the City's expectations are satisfied. As Principal and Senior Project Manager, I will serve
alongside Project Manager/Architect, Mary Wu, AIA. Together, Mary and I have wide—ranging experience in a myriad of
construction types; including gymnasiums, recreational parks, and current project experience with leading, influential

This Addendum includes one (1) page as a part of the Request for Proposal (RFP) for the above
identified project and modifies the original RFP, as noted below. Portions of the RFP, not specifically
mentioned in this Addendum, remain in force. All trades affected shall be fully advised of these changes,
deletions, and additions.
1. We would prefer to develop and submit our design using AutoCAD 15 software. Is this an allowable
alternate to Revit software as noted in the RFP (Task 3 DESIGN)?
Answer: No. Project is to be developed in Revit software.
2. Where do we find information on the Mint Canyon Channel Improvements, Infiltration System and site
civil design (Task 2 Preliminary Investigation)?
Answer: The Mint Canyon channel improvements, infiltration system and site civil design is not a part
of this scope. When the site civil plan is developed, it will be available to Landscape Architect for
reference.
3. Who is the City Civil Design Consultant on grading and drainage plans for this project?
Answer: Michael Baker International.
4. Are we to design the Mercado Area and if so what are the requirements?
Answer: Mercado design is part of the scope. There are no requirements for design at this time. The
Landscape Architect is to develop concepts and provide to the City for comment.
5. What does PS & E's stand for?
Answer: Plans, Specifications and Estimates.

This Addendum includes two (2) pages as a part of the Request for Proposal (RFP) for the above
identified project and modifies the original RFP, as noted below. Portions of the RFP, not specifically
mentioned in this Addendum, remain in force. All trades affected shall be fully advised of these changes,
deletions, and additions.
1. Is there -a budget for this project, and does the City have full funding, or at least partial funding, at this
time?
Answer: The scope of this work included in this RFP is funded.
2. Elements of the concept design appear to overlap into property not owned by the County (the special
events court, some of the parking, and pathways) which I am guessing is the Mint Canyon land.
Should the full design be restrained within the land the City owns, or will these elements be
coordinated with the separate engineering contract?
Answer: The design proposal should include all elements stated in the RFP under sections;
Introduction/Background, Work Statement and as depicted on Exhibit D, Conceptual Master Plan,
other than what has already been previously defined as not part of the scope in Addendum 1.
3. Is RJM excluded from proposing on this project, 'as they developed the program elements and
concept master plan? Or are they allowed to propose on the project?
Answer: RJM is not excluded from proposing on this project as they are not an architectural firm and
would not be a prime bidder.
4. Did RJM provide any concept design for the building itself — the look and feel? Is that information
available? Are there any design guidelines that must be adhered to for the center?
Answer: The building has not been designed conceptually. The style is Rustic Californian and the
design guideline are stated in the RFP.
5. Will RJM be excluded from this opportunity due to the fact they did some of the up -front work?
Answer: RJM is not excluded from this RFP.
6. Will the consultants that were under RJM also be excluded? If so, can you share the firm names?
Answer: There are no firms excluded from this RFP.
7. The RFQ listed Michael Baker International as the City consultant. Assuming they are excluded, are
there other City consultants that will be excluded from this opportunity?
Answer: Michael Baker International is not excluded from proposing on this project as they are not an
architectural firm and would not be a prime bidder.
8. Will the City hire a Construction Manager to execute this contract?
Answer: Unknown at this time.
9. Based on my reading of the RFP, it appears that you would like A\E firm to include their fee proposals
within the body of the proposal booklet and not in a separate, sealed attachment. I believe this is not
consistent with the requirements of the Qualifications Based Selection (QSB). Can you please
confirm that the fee should be contained within the proposal and not as a separate sealed
attachment?
Answer: The cost proposals for this RFP shall be submitted as separate, sealed attachments.
10. The environmental review is expected to be complete in May, 2017. Do we need a Traffic Consultant
on our team to address issues of improvements in the public right of way that might result from the
environmental review?
Answer: The street improvements are not a part of this scope and impacts will not be known until the
traffic study is complete.
11. Will the City's Civil Engineer and Drainage Consultant be part of the design team throughout the
entire period of design and construction of the project? Or does the City envision a transition point
where the City's Civil Engineer and Drainage Consultant provide preliminary work (e.g. rough grading
the project) and the successful Design firm continue with their own consultants?
Answer: The City's Civil Consultant will provide design through rough grading and successful
consultant shall expect to coordinate with the City's Civil Consultant.

The site is on the low terrace of Pathfinder Park, a zone of the
park that is highly constrained by a variety of utility and drainage
easements.
The principal challenge of the extremely linear site is footprint -
constraining boundaries of the utility easements. Founded in a
deeply engaged community process, the expectations of varying
community and park interests present a parallel challenge to be
met.
The project is currently in design phase. The initial response to
community has been the development of consensus through
establishment of shared Guiding Principles, and a collaborative
prioritizing of program needs. The response to the easements is to
work towards a landscape -formed building mass that reinforces the
linear nature of the site.

Nestled in 100 year old 'Library Park,' (with 100 year old
surrounding trees), in the heart of Monrovia's classical brick
Old Town, this library is the 3rd in a succession that began with
a Carnegie Library. The architecture and interiors were both
charged with holding the regard for these traditions, while also
achieving a number of wholly contemporary goals: employment
of highly sustainable materials, comprehensive interior day -
lighting, and presentation of the library as an enlivening public
place.
The synthesis of traditions and contemporary goals was
achieved through the building's low -slung and a -stylistic
intimacy with the park, its central clerestory lighting, its
generosity of spatial character, and its use of renewable
materials (wood, cork) in composing a simple but rich tonal
palette.

Community Senior Center
Calabasas, CA
In anticipation of and to follow the needs of a large, rapidly
aging demographic (35%) within their city, Calabasas has
initiated efforts to support their vibrant, engaged, and healthy
lifestyle through a community services program known as
the Savvy Seniors. With the goal of providing a main service
facility and meeting place for social interaction, the City Council
initiated the development of a free standing Senior Center
within the existing Civic Center.
The chosen site, of roughly 9000sf, for the new senior center is
situated directly to the rear of the library and city hall campus
for which Gonzalez Goodale Architects provided the original
master plan. Surrounding the site on three sides is a steep
hillside which is slated for future restoration as an oak woodland
in conjunction with the development of a future passive park
on nearly 20 acres. The new senior center will be accessed by
a terraced garden and walkway connected to the surrounding
civic plaza and facilities — thus transforming what was once
an underutilized backside of the campus pass -through into a
meaningful social collection point.

This groundbreaking joint -use project, a collaboration between
the YMCA and LAUSD is sited at the southwest corner of University
High School. Its 'sister' facility will be a gym and locker rooms to
the east, allowing students, during weekdays, to share access to the
gym and teen center, along with Y members. The site is a relatively
tough area, facing the backside of Santa Monica Boulevard
commercial/industrial uses.
The project goals:
To maximize synergy with the school gym; to celebrate the
presence of the YMCA and its pool to the community without
sacrificing a sense of security; and to build with a maximum of
economy.
Taking advantage of the corner's visual exposure to Santa Monica
Boulevard, a vaulted roof shelters both entry and pool The
principal street side -wall of the pool is a green 'living wall' that
creates a fresh garden setting for the building. The remainder of
the building, modest in form, but generous in interior openness
and sociability, shapes itself around additional garden courtyards
and roof courts that allow extension of recreation and exercise
programs from inside to outside.

The site for Westlake Village's civic center is located atop a terrace

In pursuit of a meaningful civic place, surface parking is located
to a pair of stepped terraces behind the main civic center, with

of the civic center are arrayed in an "H"-shape, an extroverted
hacienda form, with a glassy community living room/meeting room
occupying the crossbar of the "H", commanding breathtaking views
over the landscape. The major finish materials —smooth finish
cement plaster, copper, natural wood, and stone —provide both
informal warmth and civic durability.

The project site is located along the western edge of the Los
Angeles City College campus. With brick -clad neighbors to the
north and south, the challenge of the external renovation was
to bring this originally utilitarian building more in context with
the campus aesthetic, within a highly limited budget. Internally,
the migration of existing locker rooms to a new gymnasium
building, created an opportunity to provide additional dance and
exercise space within the South Gym, requiring, at the same time,
seismic upgrades, new air conditioning, ADA accessibility, and
comprehensive improvement of the building's systems and finishes.
Internally, the building was re -configured to both maximize
dance/studio/exercise space and to improve circulation clarity
and way -finding. In terms of building finishes, the design took
the sustainable strategy of stripping -off, rather than laying on
new finishes - with an emphasis on exposed concrete floors and
exposed concrete structure, with a minimal overlay of servicing
ducts and acoustically absorptive clouds. Enlivening the interior
passageways are side -lit, full -height wall panel line -drawings of
student dance, aerobic, and yoga movements.

We begin the process with open, effective
communication of design solutions based on our
clients' needs, building programs, and budget. In this
section we outline our Client Team strategy, guiding
principles method, and overall project management
system that, when combined with strong process and
design leadership, leads to quality built work, delivered
on time and on budget. Moreover, we feel that our
clients make budgeting and scheduling decisions
based on these guiding principles and design solutions.
CLIENT TEAM
We recommend that you establish a Client Team to
provide decision -making leadership through the
programming and design review process. We have
successfully worked with Client Teams on hundreds
of past projects over 30 years and have found this
participatory team approach to be a tremendous asset
in facilitating client, regulatory, and community input
review processes.
We further recommend an initial workshop with your
Client Team to formulate project guiding principles and
establish program goals and parameters. These guiding
principles and program parameters will be used to
evaluate the success of the design in subsequent
design review meetings.
By understanding your goals before design begins,
we propose to eliminate the "moving" target that

understood, and agreed upon among Client Team

Program and Design Phases
During the program and design phases, our project approach will
include regularly scheduled progress meetings with the Client Team and
regulatory agency representatives. Progress design prints and CADD-
generated alternative design options will be reviewed to ensure that
functional and operational requirements are met and that overall massing
and character evolves with mutual understanding and agreement.
Client Team meetings will also be scheduled with our engineering
sub -consultants so that Client Team members can discuss specific
requirements directly with the consultant design team.
The proceedings of the Client Team meetings will be recorded in our
Project Memorandums to confirm items discussed. Specific functions
that will be performed during each phase of design and construction are
defined below.

phase and take them one step further. This phase lays out mechanical,
electrical, plumbing, structural, civil, landscape and architectural details.

material types and type and location of equipment. Coordination between
design elements and engineering systems will be detailed. The deliverables
for this phase typically include plans, sections, elevations with full dimensions,
door details, and outline schedules and specifications.
Client team meetings will center around pallette and finishes, keeping in mind
long-term durability and sustainability.

CONSTRUCTION ADMINISTRATION PHASE
As the project moves into the construction phase, one of our main goals
will be to ensure that the quality designed into the project is realized
in its construction. During field visits, we will appraise the progress and
craftsmanship of the work with a critical eye. Our goal will be to identify
deficient work immediately and not wait until the punch list, when it is
typically too late to correct deficient work.
The Field Report and Bulletin are the main communication tools during
construction. We document field/site visits in Field Reports that address
pending items, current items, and status of the work. Bulletins are issued
in response to the Contractor's Request for Information (RFI) and to
request quotations for proposed changes to the work. Change Orders are
prepared from Bulletins agreed upon by all parties.
Accurate review of shop drawings and submittals is critical to project
schedule and construction quality. Our submittal review form ensures
thorough shop drawing review. Submittals are logged in our computerized
Submittal Log that facilitates efficient, timely reviews.
