Approve grant easements for utility purposes to Southern California Edison and AT&T to support necessary infrastructure associated with the Canyon Country Community Center proj ect. 2. Adopt a resolution to establish a 40-foot passenger loading zone in front of the Piccola Trattoria restaurant on Dolan Way. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On June 28, 2016, the City Council approved the Conceptual Master Plan (Plan) for the Canyon Country Community Center (C4) project. The Plan includes the construction of a 25,000-square- foot community center, plaza and courtyards, parking, walkways, landscaping, and street improvements. The Plan also includes improvements to the Mint Canyon Channel and storm drains which were coordinated with the Los Angeles County Flood Control District. The total improved area of the project, including channel improvements, is approximately nine acres. This project supports the Building and Creating Community theme of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020. Page 1 Packet Pg. 60 The C4 project is divided into three phases: Phase I - Construction is complete for this phase which included rough grading of the site, improvements to the Mint Canyon Channel and storm drains, and a stormwater infiltration system. Phase II - Construction is ongoing and includes the community center building, parking lots, walkways, courtyards and plazas, play area, outdoor basketball court, landscaping, and the Gateway Plaza at the corner of Sierra Highway and Soledad Canyon Road. Phase III - Construction is ongoing and includes off -site street improvements such as a right -turn lane on westbound Soledad Canyon Road, widening Sierra Highway northbound along the project frontage, widening Solamint Road near Dolan Way, and constructing bulb -outs at Solamint Road and Dolan Way. Also included in the Phase III construction is the addition of landscaped medians on Sierra Highway between Soledad Canyon Road and Dolan Way. Easements In order to support the construction and operation of the community center project, easements for Southern California Edison (SCE) and AT&T are required. The majority of the SCE and AT&T utility infrastructure has been located within the current or future road right-of-way (ROW). The utility companies require easements for transformers, utility boxes, and maintenance and operational access that is located outside of the City's ROW adjacent to Sierra Highway. At the July 14, 2020, meeting, City Council approved the plans and specifications for Phase III off -site street improvements which identified a new ROW on the east side of Sierra Highway from Soledad Canyon Road to Dolan Way consistent with the City's General Plan. This new ROW will be recorded at a future date when the various lots that make up the project site are combined and a separate roadway lot is established. In the interim, the City will provide SCE and AT&T easements between the current and future ROW, as well as easements that will be outside the new future ROW, which are necessary to support the project. Easements located between the current and future ROW can be relinquished when the new ROW is established. The easements are limited to the area on the project where SCE and AT&T infrastructure is located and access for operations and maintenance is required. Loading Zone Road improvements, as part of the C4 Phase III project, include bulb -outs at the intersection of Dolan Way and Solamint Road. These bulb -outs are traffic calming measures intended to reduce vehicular speed and enhance pedestrian safety in the area. The City has been coordinating the road improvements with the owners of Piccola Trattoria restaurant located at this intersection. The construction of the bulb -outs leaves an approximately 40-foot section of curb on Dolan Way between the new bulb -out and driveway entrance to the Piccola Trattoria restaurant. The restaurant owners have requested a loading zone be established in this area to enhance the safety of delivery and valet parking provided by the restaurant. Page 2 Packet Pg. 61 The request to establish a 40-foot passenger loading zone was reviewed by the City's Traffic Division and found to be consistent with Section 21458 (a)(2) of the California Vehicle Code and Section 12.64.120 "Passenger Loading" of the City's Municipal Code. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Funding is available in the Canyon County Community Center project expenditure account F3020723-5161.001 (Facilities Fund) to proceed with the recommended action. ATTACHMENTS Location Map Resolution SCE -AT&T Easement and Load Zone Exhibit Page 3 Packet Pg. 62 10.b RESOLUTION NO. 20- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH A PASSENGER LOADING ZONE (A TOTAL OF 40 LINEAR FEET ON DOLAN WAY) IN FRONT OF THE PICCOLA TRATTORIA RESTAURANT LOCATED AT 18302 SIERRA HIGHWAY WHEREAS, Section 21458 (a) (2) of the California Vehicle Code of the State of California provides for local authorities to enact local parking regulations and indicate them by the use of paint (yellow) upon curbs for stopping only for the purpose of loading or unloading passengers for the time as may be specified by local ordinance; and WHEREAS, Section 12.64.120 of the Santa Clarita Municipal Code states that an operator shall not park or stop for any purpose other than a stop not to exceed three (3) minutes to load or unload passengers at any time; and WHEREAS, the City received a request from the owners of the Piccola Trattoria restaurant to establish a passenger loading zone for a total of 40 linear feet on Dolan Way at 18302 Sierra Highway; and WHEREAS, it is consistent with normal traffic engineering practices to establish a passenger loading zone in front of the Piccola Trattoria restaurant at 18302 Sierra Highway to provide for safe path of travel for delivery and valet parking. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. That a passenger loading zone for a total of 40 linear feet on Dolan Way at 18302 Sierra Highway is established. SECTION 2. That the establishing of a passenger loading zone shall apply when appropriate yellow painted curb is placed as described in Section 1. SECTION 3. City Clerk shall certify to the adoption of this resolution. PASSED, APPROVED, AND ADOPTED this th day of 2020.
