RECOMMENDED ACTION
City Council:
1. Award a contract for engineering design services to Pavement Engineering, Inc., for the
2020-21 Overlay and Slurry Seal Program, Project M0137 in the amount of $574,720,
and authorize a contingency in the amount of $172,416 (30 percent), which allows the
design of additional areas with a pavement condition index less than 30 to support the
five-year pavement plan, for a total contract amount not to exceed $747,136.
2. Authorize the City Manager or designee to execute up to three annual renewal options
not to exceed the base annual contract, inclusive of contingency, plus any adjustment
consistent with the appropriate Consumer Price Index.
3. Authorize the City Manager or designee to execute all contracts and associated
documents, modify the awards in the event impossibility of performance arises, and
execute all documents subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) is responsible for maintaining 1,242 lane miles of streets. The
Overlay and Slurry Seal Program is an integral part of the City's efforts to maintain our street
and roadway system. This program is identified in the City's five-year strategic plan, Santa
Clarita 2020, Sustaining Public Infrastructure.
The Overlay and Slurry Seal Program improves streets Citywide with various treatments
ranging from a full overlay with new asphalt to slurry coating. These treatments enhance the
skid -resistant properties of the roadway and increase pavement life. This results in a smoother

and safer ride for vehicles, an enhanced appearance of the roadway and surrounding areas, and
an extended economic life of the roadway. Each year, streets are studied and tested to identify
those needing treatment. Accordingly, streets are selected using field evaluations by the
engineer, the information contained in the Pavement Management System, and the City's Five -
Year Pavement Plan.
Staff prepared a Request for Proposal (RFP) for the 2020-21 Overlay and Slurry Seal Program
to obtain the services of a civil engineering design firm to develop conceptual design details,
prepare complete plans, specifications, estimates, and provide construction support services for
the project. The City requested firms submit their proposal specific to the 2020-21 Overlay and
Slurry Seal Program. Three firms prepared and submitted a proposal to the City for
consideration. Based on the evaluation criteria set forth in the RFP, the following is a summary
of the firms' rankings:

After reviewing the proposals, Pavement Engineering, Inc., (PEI) is the recommended firm.
PEI has all the needed pavement evaluation and design resources in-house, which expedites the
design process and saves on design costs. PEI has satisfactorily worked with the City on past
overlay and slurry seal design projects.
The requested approval will give staff the ability to renew up to three annual contracts for
engineering design services. Staff is seeking City Council authorization to execute renewal
contracts to expedite the design phase of the Overlay and Slurry Seal Program and provide
continuity of design from year-to-year.
As prescribed in California Government Code 4526, the selection of professional services is to
be based on demonstrated competence and professional qualifications necessary for the
satisfactory performance of the services required. It does not authorize the selection of
professional architectural and engineering services based on cost and does not require the cost
proposals to be sealed.
Staff evaluated the proposals based on the following criteria: recent experience in similar
projects, understanding of key development items, qualification of team and resources, schedule,
quality of proposal materials, and references. Based on the City's evaluation process, Pavement
Engineering, Inc., (PEI) is the recommended firm. PEI demonstrates the necessary professional
qualifications, possesses a full understanding of the project with recent experience on similar
projects in the City, and is able to meet an aggressive design timeline. PEI has the necessary
resources available to meet the City's plan design needs. Additionally, they are familiar with the
City's Pavement Management System and the condition of City streets.
The requested contingency will provide funding needed to proactively design plans and
specifications for City streets to be used in future construction opportunities. Proactively
designing plans and specifications for City streets to create a construction plan inventory is

fiscally responsible as it will allow staff to maximize construction budgets by adding
predesigned plans and specifications to be constructed in the case of projects savings or if
additional project funds become available. The contingency will also cover the cost of
unforeseen additional engineering studies and/or plans that may be required as the evaluation
of each specific location is developed. The contingency may also cover traffic studies and
surveys.

FISCAL IMPACT
Adequate funds were appropriated as part of the Fiscal Year 2020-21 budget to support approval
of the recommended action. Funds are available in expenditure accounts M0137233-5161.001
(TDA Article 8), M0137264-5161.001 (Measure R Local Return), M0137266-5161.001
(Measure M Local Return), and M0137267-5161.001 (SB 1).

Payments
Invoices will be submitted either semi-monthly or monthly and are payable upon receipt.

accrued interest and then to the principal unpaid amount. Attorneys' fees or other costs
incurred in collecting any delinquent amount shall be paid by the client.

Our highly skilled personnel are experts in pavement projects, specifically overlay and slurry seal
projects. In addition to our highlighted experience working with public agencies throughout the
state in the last 30+ years, we have provided examples of projects completed within the last few
years which demonstrate the asset we would be to the City of Santa Clarita in successfully
completing both of their pavement projects.
All services are expected to be performed in-house and no sub -consultants will be used. This
allows us to be able to control our schedule and be fully available to the City. PEI will be fully
committed to and available throughout the term of the contract and for all tasks related to projects
for the City. With 85+ employees, we will be able to respond quickly and efficiently to all of the
City's requests. Because we take a hands-on, personalized approach with all our clients, assigned

PEI does not approach pavement design based on guesswork. We take a scientific approach to
determining the most cost -effect solutions to addressing the pavement needs. Armed with this
information and our expertise, we can quickly develop and evaluate multiple options for preserving
and/or rehabilitating pavement. This provides our clients with the assurance that their investment

Over the years, we have observed that no other firms have the knowledge and expertise to match

With experience spanning more than three decades, we can deliver the following pavement
engineering services to the City of Santa Clarita:
• Pavement Design PS&E's;
• Pavement Evaluation (Coring & Deflection Testing);
• Construction Support.
We take a scientific approach to protect an agency's pavement investment. Field investigations
include deflection testing, coring the pavement structure and evaluating existing pavement
drainage. Laboratory testing includes analyzing pavement materials and soil characteristics,
which determine structural adequacy. Combining this analysis with observations of pavement
performance, our engineers can determine the current condition of pavement and evaluate
rehabilitation alternatives. The net result is an optimum design for long-term pavement
performance and the lowest annual cost.
Our investigation, management and design services conform substantially to the design concepts
and generally accepted practices provided by the federal, state, county, and city governments.
We have extensive experience working with and can provide services based on recent Caltrans
specifications for QC/QA, standard and method processes, Greenbook specifications and Federal
agency specifications, including the Federal Highway Administration. We also adhere to ASTM,
AASHTO, and CTM standards.

and one with a significantly reduced service life.
From site plans to public agency documents to
pavement rehabilitation documents, we have the
experience to assist you through each step of the
�design process. Many pavement -related design
projects today also require upgrading facilities
related to accessibility. PEI is thoroughly
knowledgeable and experienced with the
multitude of federal and state requirements that
apply to exterior accessibility design, including
accessible parking, accessible paths or travel, curb ramps, railings, signage, etc.
Our design approach ensures a smooth and successful project. Our plans and specifications
clearly define the extent and quality of work expected, including all construction details, materials
and procedures. We have spent years creating and enhancing specifications for roadways and
parking lots that reflect the best industry practices. The combination of site plans, details and
specifications ensures that all contractors are bidding on the same work. We are constantly
working with contractors all over California to develop engineer's estimates which result in
accurate pricing. Detailed contract documents result in lower bids, and complete specifications
minimize scheduling, relationship and payment problems.
Once test data are gathered and analyzed, PEI visually evaluates the pavement for fatigue
characteristics such as raveling, transverse and longitudinal or block cracking, and alligator
cracking. The visual investigation focuses not just on pavement condition but also on factors that
affect performance, including site drainage, water sources from roof drains and landscaping, tree
roots, and loading conditions from trucks, buses, garbage trucks or other heavy wheel loads.
Pavement evaluations provide important information about AC performance and service life.
They determine an existing pavement's structure, confirm its structural adequacy and endeavor
to find the reason why it failed and how it will perform with various maintenance alternatives.
Pavement evaluations are invaluable in determining the best and most economical pavement
design and rehabilitation approach based on an annual cost analysis.
In addition, PEI has found the adequate cores and deflection data are invaluable during both the
design and construction phases of the project. Our experience suggests that gathering this
additional data helps produce designs that can last longer than average approaches, resulting in
additional savings for the agency.
Deflection testing is a non-destructive method of evaluating a pavement's flexibility, the resilience
of structural layers and how it has been affected by the type and volume of traffic as well as the
effects of temperature and moisture. Although there are several different testing devices, the goal
is to measure the total deflection from a load applied on the surface of the pavement.
Core testing determines how well a
foundation distributes repetitive stresses
caused by traffic. Coring measures
existing pavement thicknesses and
determines the type of native soils that
form a pavement's subgrade or structural
foundation.

Because of these projects, PEI has become very familiar with the City of Santa Clarita's road
network and subsequent pavement needs. PEI has worked with hundreds of public agencies

Scope of services: Pavement Engineering Inc, has worked with the City of Santa Clarita for over
a decade in their Pavement Management Program. For the FY 2019-2020, PEI has worked with
the City on the design for the Overlay, Slurry Seal and Federal Resurfacing Projects. This
includes performing the initial visual review to help with finalizing the street list, field deflection
testing and coring, design recommendations, generating the design package (PS&E), assisting
in the bidding process and supporting the City during the construction phase with a licensed
engineer working at the City hand -in -hand. The asphalt binder used for the TMO that PEI has
developed with the City of Santa Clarita has discontinued. PEI was able to come up with an
alternative rubberized asphalt that would work just as well and still meet the Cal Grant

Summary Bill has 31+ years of engineering and construction experience in asphalt concrete
pavements and associated paving materials. He focuses on the engineering,
construction and inspection of pavements, including numerous deflection studies
and failure analyses, overlay and alternate rehabilitation designs. He is an expert
in long -life pavements, CIR, warm mix asphalt, cold foam and epoxy asphalt.

This year, the City of Santa Clarita will use its Five -Year Pavement Maintenance (StreetSaver®)
Plan to select project streets throughout Valencia, Newhall, Saugus and Canyon Country for
overlay or slurry treatments. For Fiscal 2020-2021, the City has budgeted approximately $11 M
for overlays and slurry seals, 45% of which will be applied to arterial streets, 45% to collector and
residential streets, and 10% on contingency streets. The City envisions two construction projects:
1) Annual Overlay Project and 2) Annual Slurry Seal Project.
Pavement Engineering Inc. (PEI) will provide the following services to complete the two
construction projects: detailed construction plans, specifications and cost estimates; street
quantity sheets; and materials testing and inspection logs, for each projects in accordance with
the latest edition of Standard Plans and Specification for Public Works Construction.
TASK 1: PERFORM .,
AREAS
PEI will perform a visual evaluation of the condition of streets, selected from the City's Five -Year
Pavement Maintenance Plan, StreetSaver®, and the City's input. The evaluation will aid in
identifying the next maintenance treatment for each street and the treatment timing and
associated costs. PEI will also include a review of streets that are within the same geographic
vicinity as the City's plan listed streets, with the purpose to fill out the budget and treat a
neighborhood at the same time.
Once the visual evaluations are performed, PEI will then perform deflection testing, coring and
analysis, as necessary, on all streets within the City's selected areas. This type of analysis
eliminates guesswork and ensures the best rehabilitation approach. Adequate cores and
deflection data on all streets are invaluable during both the design and construction phases of the
project. Our experience shows that gathering this additional data helps produce designs that can
last longer than average approaches, resulting in additional savings to the City.
PEI will perform the deflection analysis in general accordance with California Test Method 356
(CTM 356) at 100-foot maximum intervals in each lane (minimum 10 tests per lane). We will core
at 500-foot maximum intervals over the street segment (minimum two cores per street segment).
Traffic control on arterial streets will be provided using a follow vehicle. Flagging will be provided
as needed on all streets. The City will provide traffic index information.
PEI will use this information to assist in the value engineering process. We will explore all possible
rehabilitation options, including pulverization and resurfacing, milling and filling, conventional AC
overlay and ARHM overlays, as well as recycling options such as FDR and CIR. PEI will also
identify whether or not a less expensive maintenance treatment should be considered as an
option.
Deflection testing and coring data will be summarized for each street and will be included in project
development binders. To conserve design funds, no formal deflection testing report will be
prepared. The pavement evaluation summary sheets will be compiled into binders and reviewed
with the City throughout the design process.
PROVIDETASK 3. I RECOMMENDATIONS, TREATMENT
RECOMMENDATIONSI ING REPORTS, TO CITY FOR REVIEW
Because we are familiar with and have evaluated most of the streets in Santa Clarita, PEI can
provide expert guidance on the streets that will benefit from inclusion in the 2020-2021 overlay
and slurry seal projects. After performing street evaluations by deflection testing and coring, we
will recommend the best maintenance methods and prepare preliminary engineer's estimates for
various street segments. We will work with City staff and StreetSaver® to prioritize and refine
project street lists, as well as the City's five-year plan list, that best fit the City's budget and
maintenance goal of $11 M.

PEI's staff will physically walk each rehabilitation project street to measure and record all pertinent
field quantities within the right-of-way and adjoining streets that will be pertinent or may conflict
with the proposed design. Physically measuring the quantities provides confidence that bid
quantities are accurate, ensures smoother contract administration and reduces the potential for
change orders. This information includes the location of existing striping; locations of utility lids;
limits of paving transitions, digouts and other pavement repairs; and the total area of pavement
to be resurfaced. If concrete repairs or tree root damage are identified during field reviews, we
will bring these items to the City's attention to determine if the repairs should be added to the
contract.
Based on the project street lists developed in Task 3, PEI will investigate and identify any
preparatory work required before applying the specified treatments. We will identify the location
of work, quantities of work and any limitations to the work, including locations, limits and quantities
of traffic stripes and raised pavement marker removals.
Following the investigation, PEI will provide the City with a detailed street -by -street accounting of
the estimated costs. Our detailed accounting will include the locations, limits and quantities of
traffic striping and raised pavement marker removals identified in Task 4. Additionally, PEI will
provide a summary of quantities and street evaluation reports which will verify treatment
recommendations. We will consider the conclusion of Task 5 as the 60% submittal phase.
Underground utilities may be impacted depending on the selected pavement rehabilitation
treatment. To minimize utility impact, PEI will work with the City to notify local utility companies of
the projects and will provide a project street list to allow them to coordinate and make needed
repairs prior to the start of the paving project. PEI will incorporate all necessary utility information
received through this coordination effort that will conflict with the design into the contract
documents. We will need to obtain a current listing of utility companies and contact information
from the City for this task.
Throughout the project, PEI will meet with City staff bi-weekly to coordinate and review specific
project progress, evaluate value engineering options, address schedules, budgets and other
items of business to ensure the work performed meets performance goals. Our objective is to
deliver a quality project on time and on budget and make sure the City understands where we are
at all times throughout the project. Most of the work will be performed from PEI's Santa Clarita
Office located in the City's industrial area. The Project Manager is available to meet with the City
to provide the updates and support, as necessary.
TASK 8: PREPARE PLANS, SPECIFICATIONS,• • DOCUMENTS & COSM
ESTIMATE
PEI will prepare two sets of street improvement plans (24" x 36" sheets), construction documents
(specifications) and construction cost estimates. The approximate budget of $11 M will be divided
into an overlay project and a slurry seal project. Documents will be consistent with the City's
format and plan sets PEI has previously provided.
PEI will draft specifications and prepare details for typical sections, transitions, keycuts, digouts
and any necessary additional pavement work. Any portion of the work that requires clarification
will be submitted in the form of drafted plan views, details and elevations or cross sections, as
necessary. The plans will include existing signs, lane stripes with dimensions, pavement legends
and traffic signal loops affected by and within the proposed pavement maintenance and
rehabilitation treatment limits PEI will incorporate any new striping and signage plans provided by
the City. We will also incorporate any comments and revisions into the plan set.
After the final submittal, PEI staff will be available to answer questions from the City concerning
the design. We will prepare addenda as required. In addition, we also will be available to answer
questions from contract administration personnel or contractors during the bidding process. We
will prepare bid tabulation sheets for each project from bidding information provided by the City.
During the construction phase, PEI will be available to the City construction staff to answer
contractor's questions during construction regarding design.
During the construction phase of the projects, PEI will provide design support services to the City.
These services can include (but are not limited to) answering RFI's, reviewing submittals, and
preparing change order street improvement plans, traffic control plans, construction
specifications, and construction cost estimate consistent with the City's format as well, as
preparing traffic signage/striping plans, if required, which include the existing and proposed signs,
lane stripes with dimensions, pavement legends and traffic signal loops affected by the overlay
and slurry seal projects.
PEI understands the City of Santa Clarita is requesting a person familiar with the construction
management process who will assist in the pavement projects. This person will work from an
office at the City Hall for approximately five days a week, as needed from the City, after the

The employee PEI will select to fill this role will be Sam Ho, P.E. We have chosen Sam because
of his familiarity with the City of Santa Clarita. Sam will be the project manager on the design
services for City's M0137 Annual Overlay and Slurry Seal Projects and supported in construction
management for the M0131 Annual Overlay & Slurry Seal Projects, and the M0128 Overlay &
Slurry Seal Projects. He worked closely with the City's Project Manager during the design and
construction phases of the projects. PEI also understands the person who will provide
construction management support will also work closely with the City's Project Manager and staff
to successfully complete the projects and protect the interest of the City. Given the complexity of
the projects, Sam's availability will ensure the projects run smoothly from start to finish and are
completed on -time and within budget.
Tasks to be perform by Sam Ho include, but are not limited to, tracking construction quantities,
project budget, preparation of construction documents, respond to construction related questions
from the contractor and City staff, answer technical design questions, attend weekly construction
status meetings, and be on call to provide support on any project related questions or tasks.
ILJ Estimated Project Schedule
Based on the recommended time frame for completion as stated in the RFP (Project M0137) and
from past experience working with the City of Santa Clarita, PEI anticipates that the entire project
will take approximately fourteen (14) weeks to complete, from the `Notice to Proceed.' PEI will
schedule the work after receiving a Notice to Proceed and contracts have been executed. We will
make every effort to complete tasks on time; however, inclement weather may result in delays.
