Award the stabilization contract to Spectra Company for the Pioneer Oil Refinery, Project P2007, in the amount of $220,632, and authorize a contingency in the amount of $44,126, for a total contract amount not to exceed $264,758. 2. Appropriate $115,047 from Developer Fees (Fund 306) to the Pioneer Oil Refinery Site Stabilization expenditure account P2007306-5161.001. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Pioneer Oil Refinery (Site) is an early and rare oil refinery located in the City of Santa Clarita (City). In 1935, the Site became a State Historical Landmark for being the first commercial oil refinery in California. More recently the site was affirmed to be a National Historic Site by the United States Department of Interior and reaffirmed as a State Historical Landmark by the State of California Office of Historic Preservation. The Site consists of nine structures, including a pump house, several tanks and large brick oil refining stills, on an otherwise undeveloped lot east of Pine Street. The Site was opened in 1876 and was operational until as late as 1888, when it was closed. Although no longer used for refining petroleum products, the site was used to support oil drilling in nearby Pico Canyon into the early twentieth century. In 1930, the refinery was restored by the Standard Oil Company (an early predecessor of Chevron) for use as an interpretive site open to the public. The Site was donated to the City by Chevron in 1997, and a Master Plan for the Site was approved in 2013. Page 1 Packet Pg. 33 O In July 2019, the City hired GPA Consulting to conduct a thorough assessment of each structure on the Site and provide stabilization recommendations and plans. GPA Consulting specializes in historic preservation of sites, buildings and structures. The structures at the Site are in poor to fair condition and are particularly susceptible to earthquakes, high winds, soil deposits, water run-off, and planned construction on adjacent parcels. The proposed project would provide for stabilization and protection of six structures, including the Pump House, Acid and Wash Tanks, Rundown Tanks, Residuum Tank, and the Stills, to prevent further damage and deterioration prior to the Master Plan being implemented. A Request for Proposal (RFP) was developed, which encompassed a plan of study/scope of work for the stabilization of the Site. The RFP incorporated a multiple criteria scoring process to ensure that the recommended consultant understood the scope of work, had experience on similar projects, and was thorough in their proposal. The following categories were used to evaluate the bid proposals: • Plan of study/scope of work; • Experience on similar projects and contractor qualifications; and • Thoroughness of proposal. An RFP for stabilization services was published and circulated via the BidNet system on September 11, 2020. The RFP was emailed to 117 vendors and downloaded by 24 companies. Two companies submitted proposals for the City's consideration. The proposals were opened on October 9, 2020, and the results are shown below: COMPANY LOCATION POINTS Spectra Company Pomona, CA 89.7 EverGreene Architectural Arts, Inc. Brooklyn, NY 84.7 The process of scoring the proposal submittals, utilizing the aforementioned criteria, resulted in Spectra Company achieving the highest overall score. Spectra Company demonstrated an in- depth understanding of the project's needs, provided a detailed scope of work and costs, and has extensive experience with these types of projects. The requested contingency will cover any additional needs and modifications during the stabilization process. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The requested appropriation of $115,047 in Developer Fees will create a total project budget of $277,063 in expenditure account P2007306-5161.001.
