SUBJECT: NAMING OF OPEN SPACE TO HONOR DENNIS KOONTZ

RECOMMENDED ACTION
City Council discuss and provide direction on the naming of a future open space trailhead in the
Tesoro area in honor of Dennis Koontz.
BACKGROUND
At the December 8, 2020, City Council Meeting, the City Council directed staff to place an item
on the agenda for the next City Council meeting to discuss naming a future open space trailhead
in the Tesoro area to honor long-time community leader Dennis Koontz. Dennis Koontz was
active in the City of Santa Clarita Formation Committee and was elected to the first City Council
in 1987. Dennis Koontz is a long time supporter of the community's parks, trails, and open space
and a current resident of the Tesoro area.
The City is currently in the negotiation process with the developer for a dedication of
approximately 800 acres of open space through the Tesoro del Valle development. The Tesoro
del Valle development is currently part of the proposed annexation area which consists of
approximately 1,786 acres, currently developed with 1,077 units, an elementary school, and the
2.25-acre Tesoro Adobe Historic Park which is operated by Los Angeles County and is listed as
a state and national historic site. The developed area also includes private recreational amenities,
such as a community swimming pool, club house, a private park, and trails.
There are numerous City parks, facilities, and open space that bear the name of local community
leaders who have made significant public service contributions to the community. As a
reference, the City has named a recreation area, the George A. Caravalho Santa Clarita Sports
Complex, which was named after a former City Manager. Two facilities, the Jan Heidt Metrolink
Station in Newhall and the Canyon Country JoAnne Darcy Library, are both named after former
City Councilmembers who served the community for many years and have made considerable
public service contributions to the City.
