CALL TO ORDER
Mayor Smyth called the special meeting to order at 5:00 p.m.

All Councilmembers were present.

Councilmember Kellar led the flag salute.
PUBLIC PARTICIPATION FOR AGENDIZED ITEMS (ONE MINUTE LIMIT)
Addressing the Council remotely were Paul De La Cerda, regarding the new Mayor; and Dante
1 Acosta and Steve Petzold, regarding Councilmember Kellar.
PRESENTATIONS
A brief video was played highlighting Councilmember Kellar's accomplishments and non -city
officiars thanking Councilmember Kellar for his service to the community.
OUTGOING MAYOR MAKES COMMENTS
Mayor Smyth thanked Councilmember Kellar for his work on the Council, thanked his family
for their all of their support this year, thanked Council and staff for their shared love for this
community and hard work, commented on the City's 2020 accomplishments.
CITY MANAGER MAKES PRESENTATIONS
City Manager Ken Striplin highlighted the Mayor's accomplishments and presented the Mayor
with two mementos. Council thanked Mayor Smyth for his leadership during this difficult year,
his friendship, and service.
Mr. Striplin highlighted Councilmember Kellar's accomplishments and presented
Councilmember Kellar with a key to the City. Council thanked Councilmember Kellar for his
commitment to the City and making a difference in the community.
RETIRING CITY COUNCILMEMBER MAKES COMMENTS
' Councilmember Kellar commented on his start with community involvement and ending with 20
years on the City Council, recognizing staff, City Manager Ken Striplin, City Council, his wife
Kathy, and the community.
NON -CITY OFFICIALS PRESENTATION
Making presentations to Mayor Smyth and Councilmember Kellar remotely were Congressman

RESOLUTION RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD
ON TUESDAY, NOVEMBER 3, 2020
On November 30, 2020, the Los Angeles County Registrar-Recorder/County Clerk certified the
results of the November 3, 2020, General Election.
RECOMMENDED ACTION:
City Council adopt a resolution reciting the fact of the General Municipal Election held on
November 3, 2020, declaring the results and such other matters as provided by law.

OATH OF OFFICE TO ELECTED COUNCILMEMBERS
City Clerk Mary Cusick administered the Oath of Office to newly elected Councilmembers
Smyth and Gibbs and presented Certificates of Election to both.
Councilmember Gibbs commented on his desire to serve the community and thanking his family
for support.
NOMINATIONS FOR MAYOR 2021
OUTGOING MAYOR TURNS GAVEL OVER TO CITY CLERK
Mayor Smyth turned the gavel over to City Clerk Mary Cusick.

' CITY CLERK OPENS NOMINATIONS FOR MAYOR FOR 2021
City Clerk Mary Cusick opened the nominations for the office of Mayor.
Motion by McLean, second by Weste, to nominate Mayor Pro Tem Miranda as Mayor
2021.
Hearing no further nominations, the nomination period was closed.
On roll call vote:
Ayes: Weste, Miranda, Gibbs, McLean, Miranda
Noes: None
Absent: None
Motion carried.
CITY CLERK SWEARS IN NEW MAYOR
Clerk Mary Cusick administered the Oath of Office to incoming Mayor Miranda.
CITY CLERK TURNS GAVEL OVER TO NEW MAYOR
Clerk Mary Cusick presented the gavel to Mayor Miranda.
' NOMINATIONS FOR MAYOR PRO TEM 2021
Mayor Miranda opened the nominations for Mayor Pro Tern 2021.
Motion by Smyth, second by Gibbs, to'nominate Councilmember Weste as Mayor Pro Tern
2021.
Hearing no further nominations, the nomination period was closed.
On roll call vote. -
Ayes: McLean, Weste, Smyth, Gibbs, Miranda
Noes: None
Absent: None
Motion carried.
NEW MAYOR ACCEPTANCE SPEECH
Mayor Miranda commented regarding the challenging year of 2020, thanked front line workers,
commented on his support for local businesses, and shared his goals for 2021.
COUNCIL COMMENTS
Council thanked Mayor Smyth for his service as Mayor during a very difficult year, going above
and beyond, and being a mentor; Council also thanked Mayor Smyth's family for their support.
' Council thanked Councilmember Kellar and wished him well in his retirement, stating that in
service to the community, he stood behind his convictions, made his mark on the City, and put
public safety first.
