HomeMy WebLinkAbout2021-01-26 - AGENDA REPORTS - BICYCLE LOCKER REPLACEMENT CONTR (2)0 Agenda Item: 11 P CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL:1 DATE: January 26, 2021 SUBJECT: AWARD CONTRACT FOR BICYCLE LOCKER REPLACEMENT DEPARTMENT: Neighborhood Services PRESENTER: Adrian Aguilar RECOMMENDED ACTION City Council: Award a contract to VC Construction for the purchase and installation of bicycle lockers, in an amount of $215,659, and authorize a 10 percent project contingency of $21,566, for a total contract amount not to exceed $237,225. 2. Authorize the City Manager or designee to execute all contract documents, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND In 1993, the City of Santa Clarita (City) purchased 74 bicycle locker units that were installed at the Newhall Metrolink Station, Santa Clarita Metrolink Station, and the Via Princessa Metrolink Station. Additional bicycle lockers were installed at City Hall. The existing lockers use a traditional lock and key security system. This requires a resident to call the City's Transit division to determine if a locker is available, and if so, to make arrangements to leave a key deposit while they "rent'' the locker. Staff has identified a number of shortcomings with the existing lockers, such as long turn -around time for securing/returning keys, low user turn -over which limits the public's access, and extensive administrative and maintenance costs. Now that the existing bicycle lockers have reached the end their useful life, staff has identified possible solutions that take advantage of the latest technology, reduce ongoing operating costs, and improve the user experience. Page 1 Packet Pg. 134 0 If approved by the City Council, this project will remove existing bicycle lockers and replace them with an upgraded bicycle locker system that would allow riders to locate the nearest available bicycle locker and rent the locker using a smart phone application. The proposed system will allow City staff to track usage and monitor hardware failures using a cloud -based portal, thereby reducing the staff time required to manage, inspect, and maintain the lockers. In addition, the new system would also allow users to link the bicycle locker app to their Transit Access Pass (TAP) card, making it easier for users to connect to the City's bus service while riding a bicycle. This project would replace 36 lockers at the Santa Clarita Metrolink Station, 22 lockers at the Newhall Metrolink Station, 10 lockers at the Via Princessa Metrolink Station, and 6 lockers at Santa Clarita City Hall. The City conducted a Request for Proposal (RFP), TMF-20-21-MO 141, to solicit proposals from qualified vendors for the Bicycle Locker Replacement project. The proposals were reviewed and evaluated based on each company's ability to meet the specific needs of the City. The RFP was advertised on the City's website on September 28, 2020, and in The Signal newspaper on October 2 and 9, 2020. Additionally, notifications were sent to 145 vendors. As a result, the RFP was downloaded by 21 vendors, and three proposals were received. Written proposals were scored according to four categories: • Contractor qualifications, Plan of Study/Scope of Work • Experience on similar projects • Thoroughness of proposal, approach to providing sound services, and ability to provide services to meet objectives and standards • Cost of materials and services provided as well as discounts offered A panel of three City staff members evaluated and scored all responsive proposals based on the selection criteria above. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact to the General Fund.
