SUBJECT: 2021 COMMUNITY SERVICES AND ARTS GRANTS

RECOMMENDED ACTION
City Council:
Approve the 2021 Community Services and Arts Grants Committee's program funding
recommendations in an amount not to exceed $102,510 for Community Services Grants and
$77,490 for Arts Grants, for a total of $180,000.
2. Direct staff to execute Grant Program Agreements with the agencies approved for funding.
BACKGROUND
The City of Santa Clarita (City) has provided funds for community organizations through the
Community Services and Arts Grants program for approximately 31 years. Each year, a Grant
Committee is assembled to determine funding categories, review and rate applications, and make
funding recommendations for community service and arts projects throughout Santa Clarita.
This year's Grant Committee for Community Services and Arts Grants included Councilmember
Bob Kellar; Councilmember Marsha McLean; Parks, Recreation, and Community Services
Commission Chair Dianna Boone; Arts Commission Chair Vanessa Wilk; one City staff member
from the City Manager's Office, and two staff members from the Community Development
Department. The Arts Grants rating process was revised earlier this year, as it now includes a
five -member Peer Review Panel.
At the January 14, 2020, City Council meeting the Arts Grants Program rating process was
revised based on Recommendation 4.1 of the City of Santa Clarita Arts Master Plan.
Recommendation 4.1 - Adopt a three-tier process of developing arts grants and public art
projects, utilizing outside peer panels.

The composition of the Peer Review Rating Panel follows a similar approach to the one utilized
for the Artist Selection Committees as part of the Public Art Program. The five -member Peer
Review Rating Panels include the following members:
1. Arts Commissioner (Dr. Michael Millar)
2. Local Arts Educator (Murray Wood, College of the Canyons Foundation - Retired)
3. Local Arts Advocate (Jackie Hartmann, SCV Education Foundation)
4. Regional Arts Advocate (Rochelle Branch, City of Pasadena, Cultural Affairs)
5. Regional Arts Expert (Cordelia Istel, Arts for L.A.)
The Grant Committee continues to be responsible for determining funding categories for both
the Arts and Community Services Grant Programs and will rate applications and make funding
recommendations for the Community Services Grants Program.
The Grant Committee selected "Community Benefit" as the priority funding focus area. The
funding limit per Community Services and Community Arts grant awards was up to $5,000.
With the adoption of the Fiscal Year 2020-21 budget, the City Council approved a budget for the
Community Services and Arts Grants program of $180,000. The allocated amount for each grant
program is $90,000 for Community Services and $90,000 for Arts.
Community Services Grants - Thirty-eight (38) Community Services Grant applications were
received, with grant requests totaling $189,671. This year's grant program includes a
recommendation from the Grant Committee to fund 22 Community Services Grant applications
with a total grant allocation of $102,510. Attachment A provides a list of the 22 agencies and
programs recommended for funding.
Arts Grants -Seventeen (17) Arts Grant applications were received, with grant requests totaling
$84,990. As a result of the COVID-19 pandemic, this year's funding categories did not include
the Santa Clarita Presents category. This year's Arts Grant Program recommends funding 16
applications totaling $77,490. Attachment B provides a list of the 16 recommended agencies and
programs.
As part of the process to select grant recipients, the Grant Committee used a combination of
rankings and discussion to select the final proposed grant recipients. To recommend funding for
as many proposals as possible utilizing the balance from the Arts Grants, the Grant Committee
recommends funding for additional Community Services Grants by distributing funds at a lower
value than requested, ensuring a broader reach into the community.

Funds in the amount of $180,000 have been budgeted and are available for this purpose in
expenditure account 15000-5171.001.
