RECOMMENDED ACTION
City Council:
1. Approve the 2021 Homeless Innovation Fund Grant recommendations in an amount not to
exceed $15,000 for the College of the Canyons Foundation, $22,298.60 for Single Mothers
Outreach, $22,298.60 for Bridge to Home, $22,298.60 for Santa Clarita Grocery, $22,298.60
for the William S. Hart Education Foundation (WISH), and $22,298.60 for Salvation Army
of Santa Clarita, for a total of $126,493.
2. Direct the City Manager to execute Grant Program Agreements with the agencies approved
for funding.
BACKGROUND
Following the disbursement of funding for cities to develop and implement local plans to address
the growing issue of homelessness across Los Angeles County (County), the Board of
Supervisors approved $6 million in additional funding in late 2019. This Innovation Fund was
designed to help cities develop and pilot new and creative services or to further assist individual
cities implement goals in their action plans.
The structure of the Innovation Fund was to be managed and dispersed through the Councils of
Government to encourage the development of regional solutions. After successful advocacy
efforts by the City, the San Fernando Valley Council of Government (SFVCOG) elected to have
the County allocate the funding directly to cities based on population of the three eligible cities
in the SFVCOG (Burbank, San Fernando, and Santa Clarita). This allocation equated to
$126,493 for the City of Santa Clarita.

After consulting with benchmark cities and conducting extensive research on the specific needs
in the community, it was concluded that partnering with local service providers by way of
initiating a grant call -out was the most optimal and equitable solution to allocating this funding.
The grants will provide local agencies with individual grants, not to exceed $25,000, to allow
multiple agencies to access this funding.
The grant call -out was released to the public the first week of December 2020 with a deadline to
submit proposals by December 31, 2020. There were two requirements to be eligible for the
program:
1. Applicant must be a registered 501(c)(3) non-profit; and
2. Applicant must have a registered work address within the City of Santa Clarita.
In addition, the scoring for the proposals were based on the following set of criteria:
1. Leveraging of community partners, scope of work, timeline, and program
management. (25 percent)
2. Services meet the priorities outlined within the Community Plan to Address
Homelessness. Services meet the ability to provide additional efficiencies or
increased performances capabilities. (25 percent)
3. Breakdown of costs for the proposed program or service. Ability to stretch out
funding, or leverage existing resources to serve a greater impact. (25 percent)
4. Innovative programming that is easily replicated and will serve as a model for other
communities. (25 percent)
The City received 12 proposals from service providers, schools, and faith -based organizations.
A selection panel consisting of five City staff was formed to rate each proposal based on the
criteria.
Based upon an average of the five individual scores, six proposals are being proposed to receive
grant funding.
1. College of the Canyons Foundation - $15,000 towards feasibility research of
affordable housing development for college students on community college
campuses.
2. Single Mothers Outreach - $22,298.60 towards implementing a subsidized housing
program and providing enhanced social work and education services to clients.
3. Bridge to Home - $22,298.60 to implement a shared -housing program to increase
local affordable housing stock.
4. Santa Clarita Grocery - $22,298.60 to increase food distribution capacity.

William S. Hart Education — $22,298.60 to purchase a CarePortal membership and to
direct services for at -risk populations within the William S. Hart Union School
District.
6. Salvation Army of Santa Clarita — $22,298.60 to enhance existing direct services to
clients.
In order to allow for the maximum amount of participation in this program and expand homeless
services in the community, one proposal is recommended to receive the full proposed amount
(College of the Canyons Foundation - $15,000), with the five remaining proposals being reduced
by approximately 10 percent to reach the total awarded amount of $126,493.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $126,493 have been budgeted and are available for this purpose in
expenditure account 11102-5161.001 Measure H Grant.
