SUBJECT: AWARD CONTRACT FOR PROTECTION BARRIERS ON CITY'S
TRANSIT CUTAWAY FLEET

RECOMMENDED ACTION
City Council:
Award contract to Creative Bus Sales for the purchase and installation of protection barriers
for the City's fleet of cutaway buses, in an amount of $43,524, and authorize a project
contingency of ten percent in the amount of $ 4,352, for a total contract amount not to exceed
$47, 876.
2. Appropriate funds in the amount of $47,876 to expenditure account 12402-5161.001, and
increase Miscellaneous Federal Grants revenue account 700.4424.009 by $38,301 and
increase Municipal Operator Service Improvement Program revenue account 700.4422.007
by $9,575.
3. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
On March 13, 2020, the City of Santa Clarita (City) issued a local emergency declaration in
response to the coronavirus pandemic. Santa Clarita Transit (SCT) operations were deemed
essential, and transit services continued as a service provided to the community. Various
measures were implemented on buses to comply with social distancing requirements and
recommendations from the Centers for Disease Control and Prevention. One measure was that all
passengers boarding the bus wear a face covering and maintain at least six feet of distance in
order to comply with social distancing guidelines. In addition, SCT installed temporary clear
vinyl barriers on the City's bus fleet in order to protect both drivers and passengers.

On September 28, 2020, the City released a Request for Proposal (RFP) TMF-20-21-10
requesting production and installation of permanent protection barriers on the City's entire bus
fleet. The City did not receive any bids for the production and installation of driver barriers for
its fleet of cutaway buses that are used to operate the City's Dial -A -Ride and Access service. As
a result, staff modified the specifications and released a second RFP (TMF-20-21-14) on
November 16, 2020, which focused exclusively on the City's cutaway fleet.
The RFP was advertised on the City's website on November 16, 2020, and published online in
the Transit Talent and Passenger Transport newsletters. Both publications were made available
online and in print from November 16, 2020, to December 31, 2020. Additionally, notifications
were sent to 175 vendors. As a result, RFP was downloaded by 24 vendors and five proposals
were received.
The proposals were reviewed and evaluated based on each bidder's ability to meet the specific
needs of the City. Written proposals were scored according to four categories:
• Contractor qualifications, Plan of Study/Scope of Work
• Experience on similar projects
• Thoroughness of proposal, approach to providing sound services, and ability to provide
services to meet objectives and standards
• Cost of materials and services provided, as well as discounts offered
A panel of three City staff members evaluated and scored all responsive proposals based on the
selection criteria above. The results are shown below:

Based on the comprehensive evaluation completed, staff recommends that Creative Bus Sales be
awarded the contract to retrofit the SCT fleet with permanent protection barriers.
If approved by the City Council, this project will retrofit SCT's fleet of 33 Dial -A -Ride and
Access vehicles with permanent driver barriers, enhancing both operator and passenger safety.

FISCAL IMPACT
There is no fiscal impact to the General Fund. The City has allocated all transit -related
Coronavirus Aid and Economic Security Act (CARES) funding to the operation of the City's
transit services. Therefore, the requested appropriation of $38,301 in federal (5307) transit grant
funds and $9,575 of Municipal Operator Service Improvement Program (MOSIP) funds will
cover the total contract amount.
