ASSOCIATION OF GOVERNMENTS' GENERAL ASSEMBLY

RECOMMENDED ACTION
City Council appoint a Delegate and Alternate to the 2021 Southern California Association of
Governments' General Assembly.
BACKGROUND
The Southern California Association of Governments (SLAG) region encompasses six counties
(Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura) and 191 cities in an
area covering more than 38,000 square miles.
SCAG develops long-range regional transportation plans including sustainable communities'
strategy and growth forecast components, regional transportation improvement programs,
regional housing needs allocations, and a portion of the South Coast Air Quality management
plans.
Each year, the City Council appoints a Delegate and Alternate to SCAG's General Assembly,
which will be held on May 6 this year. A municipality's Delegate and Alternate must be an
elected member of that jurisdiction's governing body. Every member jurisdiction within the
SCAG region is requested to appoint a Delegate, who has the opportunity to vote on any
proposed changes to SCAG by-laws or propose and vote upon resolutions to be considered by
SCAG's membership at the General Assembly. In the absence of the Delegate, the Alternate may
represent the jurisdiction's governing body at the General Assembly.
SCAG is currently developing and implementing programs and policies consistent with the
2020-2045 Regional Transportation Plan/Sustainable Communities Strategy (Connect SoCal),
which is the organization's long-range vision for transportation and housing within the six -

county region. Programs and policies to advance Connect SoCal will likely be the centerpiece of
discussions and presentations at this year's General Assembly.

FISCAL IMPACT
No additional resources beyond those contained within the City's adopted 2020-21 budget are
required.
