BACKGROUND A bipartisan group of state legislators are requesting the Assembly and Senate Budget Committees appropriate $100 million, in a one-time General Fund appropriation, to fund the Community Power Resiliency Grant program. Administered by the Governor's office of Emergency Services (CalOES), the Community Power Resiliency Grant program supports local government mitigation efforts in response to power de-energization events. The office of Assemblywoman Suzette Valladares has asked the City to support the 2021-22 state budget request. The Community Power Resiliency Grant program was funded at approximately $75 million through the 2019 Budget Act and $50 million through the 2020 Budget Act. However, the Governor's 2021-22 Budget proposal does not include any funding to the program. Eligible uses of the grant funds include the procurement of generators and generator connections, portable vehicle -mounted charging stations, and equipping resource centers with back-up electrical support during power de-energization events. The Community Power Resiliency Grant program budget request includes the following allocation: • Cities: $30 million • Counties: $30 million • Special Districts: $30 million • Tribes: $7 million Page 1 Packet Pg. 32 O • Administration of Grants: $3 million The budget request is authored by a bipartisan group of 16 members of the state legislature, including Senator Scott Wilk (R-21-Santa Clarita), Assemblywoman Suzette Valladares (R-38 Santa Clarita), and Assemblymember Tom Lackey (R-36-Palmdale). Additionally, the recommendation to support the budget request is consistent with the City of Santa Clarita 2021 Executive and Legislative Platform. Specifically, Component 3 under the "State" section advises that the City Council, "Support legislation, regulatory proposals, or administrative actions to accelerate the development and implementation of enhanced electrical utility infrastructure, including undergrounding of utility equipment, that ensures reliable utility service and public safety and prevents the use of public safety power shutoffs." The City Council Legislative Committee met on February 9, 2021, and recommends that the City Council adopt to support the state budget request. ALTERNATIVE ACTION Other action, as determined by the City Council. FISCAL IMPACT The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted FY 2020-21 budget. Page 2 Packet Pg. 33
