RECOMMENDED ACTION
City Council:
Award the design contract to Encompass Consultant Group, Inc., for the 2020-21 Circulation
Improvement Program Phase 11, Project C0064 in the amount of $125,896 and authorize a
contingency in the amount of $18,800, for a total contract amount not to exceed $144,696.
2. Authorize a transfer of project savings in the amount of $110,000 from 2019-20 Circulation
Improvement Program expenditure account C0061233-5161.001 to 2020-21 Circulation
Improvement Program Phase II expenditure account C0064233-5161.001.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The 2020-21 Circulation Improvement Program Phase II, will modify medians, striping, and
asphalt to enhance circulation on Wiley Canyon Road (Via Macarena to Orchard Village Road),
Bouquet Canyon Road (Bouquet Canyon Plaza to Newhall Ranch Road), and Newhall Ranch
Road (West Rye Canyon Road to Copper Hill Drive). This action provides for the design of
these improvements.
In anticipation of future annexations, ongoing development in and around the City of Santa
Clarita (City), and overall traffic increases, circulation projects such as these are needed to
maintain traffic flow in the City. Intersections with insufficient right -turn and left -turn capacity
were selected for the second phase of the Circulation Improvement Program. The proposed
improvements include modifications to raised center medians to accommodate triple left -turn

pockets, right -turn lane extensions, and early access to left -turn lanes. The modifications are
based on staff s analysis of traffic volumes and observations of traffic patterns at the selected
intersections.
A Request for Proposal (RFP) for the design of the project was prepared and posted on BidNet
on October 20, 2020. The RFP asked firms to identify their relevant experience with similar
projects and demonstrate their design approach for this project.
On November 19, 2020, four firms submitted proposals. Staff reviewed the proposals and, based
on their evaluations, scored the firms on a 100-point scale as follows:

The scoring system was based on the following criteria: an understanding of the scope and
approach to the required work and key development tasks, the consultant's previous experience
with similar projects and experience working with the City, qualifications of the project team and
their resources, and organization of the proposal. Additionally, each consulting firm was asked to
provide a detailed scope of work required to prepare the plans, specifications, and engineer's
construction estimate.
Encompass Consultant Group, Inc., demonstrated an in-depth understanding of the project needs
and provided a detailed scope of work and approach to the project. They analyzed the existing
streets and identified key design factors that will need to be addressed in the design. Based on
their design experience with previous City traffic projects and the completeness of their proposal
for this project, staff recommends awarding the design contract to Encompass Consultant Group,
Inc.
The requested contingency will cover design modifications requested by the City, field
investigations, including potholing for utility locations and street sections, soils investigations,
permits required by the County of Los Angeles, and coordination with utility companies and
other agencies.
California Government Code 4526 prescribes that the selection of architectural and engineering
services be based on demonstrated competence and professional qualifications necessary for the
satisfactory performance of the services required, and does not authorize the selection of
professional architect and engineering services based on cost. City staff believes they have
negotiated a fair and reasonable price with Encompass Consultant Group, Inc.

Upon approval of the recommended actions, adequate funds will be available in expenditure

With the goal of providing pedestrian improvements along Sierra Highway in Santa Clarita, ECG provided civil
engineering and survey services for the addition of sidewalk along a roughly 2,000 linear foot portion of the

This City of Lancaster improvement project was completed under an on -call contract. The goal of this project
was to improve ADA accessibility to existing bus stops. One of existing the bus stops was located on a frontage
road median without any accessible path -of -travel and adjacent to an intersection that required significant
improvements to provide safe and accessible crossings in all directions and accessible routes from the
adjacent neighborhood. Design solutions included new traffic and pedestrian signals and push buttons for
signalized crossings, and retrofit of the curb returns and frontage median bulbs with accessible pedestrian
curb ramps. Additional bus stops involved retrofits of accessible landings and sidewalks. All design work
featured precise grading and drainage. This project also included coordination with LIN Consulting for Traffic
Signal Modification Plans

This project was completed under our current on -call contract. The project had a relatively short time frame
for completion. The project included preparing 4 full set of construction documents including specifications
and estimates. The project consisted of a total of 3.5 centerline miles of striping and signage plans to
accompany their streets paving project.

WORK STATEMENT

IILEY CAINYOIN ROAD AND ORCHARD VILLAGE ROAD
Currently the eastbound approach on Wiley Canyon Road west of Orchard Village Road consists of 2 left
turn lanes, 1 through lane and 1 shared through/right lane. This project intends to add 1 dedicated right turn
lane.
In order to add the desired dedicated right turn lane on the eastbound approach of Wiley Canyon Road, all
of the existing lanes will need to be shifted to the north, including the westbound lanes and some will need
to be reduced in width. Additionally, the existing 4' median will need to be demolished and reconstructed
farther to the north. It should be noted that there is an existing traffic signal pull box in this median that will
need to be relocated as well. Also, the median rework may extend onto the bridge that is west of the
intersection. If so, this will require an analysis of the existing bridge plans and a more specialized curb
design in this location.
As a result of these proposed changes, all lanes on Wiley Canyon Road on both sides of the intersection
will need to be restriped in order to provide adequate shift tapers. We estimate needing roughly 300 feet
minimum of shift taper on the west side of the intersection and roughly 200 feet minimum on the east side
of the intersection.
Also related to these traffic pattern updates are some potential revisions needed to the signal pole and mast
arm on the southeast corner of the intersection. Upon field investigation, we determined that the existing
mast arm is 45 feet long. Assuming minimum lane widths for the new configuration on the eastbound
approach, it appears that the signal on the end of the existing mast arm will line up with roughly the center
of the new number 2 left turn lane. Because this position meets the minimum requirement of the MUTCD,

it is possible that the existing pole and mast arm may not need to be replaced. This issue will be fully
investigated during the design phase of this project.
Both in ground detection loops and video detection cameras were observed at this location. It is unclear
which system is being utilized currently. However, it should be noted that the proposed traffic pattern
revisions will require modifications to the existing detection systems.
Lastly, from our initial field investigation, it appears that there are not adequate landing areas adjacent to
the push buttons on the northeast corner of the intersection. One landing is missing and one is steeper than
the maximum 2% slope requirement. Although the scope of work of the RFP does not specifically include
ADA upgrades it is worth noting that these deficiencies exists. If the City chooses to address this issue, we
can perform the redesign necessary to provide ADA compliant access in this location.
The addition of a dedicated right turn lane on the eastbound approach of Wiley Canyon Road at Orchard
Village Road will provide improved safety and traffic flow for motorists.
COPPER HILL DRIVE AND INIF HIAILIL IRANCH ROAD
Currently the eastbound approach on Newhall Ranch Road west of Copper Hill Drive consists of 2 left turn
lanes, 4 through lanes and 1 dedicated right lane. This project intends to add 1 more left turn lane.
In order to add the additional left turn lane on the eastbound approach of Newhall Ranch Road, the 4
existing through lanes will need to be shifted to the south and reduced in width. Additionally, the portion of
the existing median that is west of the left turn lanes will need to be reduced in width. This portion of the
median is currently landscaped and these changes will require landscape redesign.
As a result of these changes, it appears that all eastbound approach lanes on Newhall Ranch road will need
to be restriped back at least the intersection of Gateway Village. Depending on how much median the City
wants to remove, the restriping may need to be extend some distance west of Gateway Village as well to
accommodate a shift taper. The eastbound lanes east of Copper Hill Drive will need to be restriped for a
distance of roughly 500 feet in order to provide an adequate shift taper back to the existing layout.

Depending on the exact layout that the City desires the merge lane east of the intersection may need to be
eliminated and the right turn movement from the northbound approach on Rye Canyon Road may need to
be converted to a yielded movement as is used in multiple other locations throughout the City.
Additionally, the center median on the north approach of Copper Hill Drive will need to be cut back. This
will impact an existing sign, storm drain catch basin and traffic signal pull box which will all need to be
relocated to the north.
Upon initial field investigation it appears that the existing mast arm on the south east corner is adequate
and does not need to be replaced. However, the existing double lane left turn or U-turn R73-5(CA) sign on
the mast arm will need to be replaced with a triple left turn or U-turn sign.
No detection loops were observed at this intersection and it appears that video detection is being utilized.
It should be noted that these traffic pattern revisions may require modifications to the video detection zones
including possible advanced detection for the additional stacking.
Lastly, from our initial field investigation, it appears that most of the ADA ramps at this intersection are not
compliant with current ADA standards with most missing truncated domes. Although the scope of work of
the RFP does not specifically include ADA upgrades it is worth noting that these deficiencies exists. If the
City chooses to address this issue, we can perform the redesign necessary to provide ADA compliant
access in this location.
The addition of a third left turn lane on the eastbound approach of Newhall Ranch Road at Copper Hill Drive
will help alleviate traffic backup during peak hours and provide improved safety and traffic flow for motorists.
Landscape and Irrigation
The existing median features established trees and shrubs. Trees are staggered, offset from the centerline
of the planter. Based on the modification of the eastbound median edge, it appears at a minimum that the
trees and shrubs along the south edge will be demolished. It is very likely that excavation for the new street
improvements will significantly impact the root structure of the existing trees on the north side and those
trees will need to be removed as well. We understand that City Urban Forestry Department will provide
input on the status of the existing trees once demolition has begun. The team is providing design services
that will accommodate either modification of the existing planting or a complete re -planting of the median.
The existing irrigation in this median is currently spray heads. In narrowing the median, the current design
will not be compliant with state MAWA water use guidelines. The team assumes a new, complete hard pipe
and bubbler irrigation system will be designed within the median. The existing mainline and irrigation valves
are located on the south side of the median and will be removed and reconstructed within the new median.
Existing sleeves, and controller wire will be utilized.
The existing maintenance strip paving is a colored and stamped concrete. The new paving will match the
existing in color and pattern. The team is well familiar with the many stamped patterns and concrete colors
utilized in all medians across the City and will use the standard details and reference specifications to define
the new hardscape.

Currently the number 2 left turn lane of the southbound approach on Bouquet Canyon Road north of Newhall
Ranch Road extends back to just south of Bouquet Canyon Plaza. This project intends to increase the
length of this left turn lane to roughly 100 feet north of Bouquet Canyon Plaza.
In order to add this additional left turn lane length, the existing porkchop island in the intersection of Bouquet
Canyon Plaza and the median north of the intersection will need to be reduced in size. This will require the
relocation of a few signs and pull boxes. Also, a portion of the median north of the intersection is currently
landscaped which would require some landscape redesign. The existing chevron area east of the
intersection will need to be removed and replaced with the new left turn lane extension.
No detection loops were observed at this intersection or the intersection of Bouquet Canyon Road and
Newhall Ranch Road and it appears that video detection is being utilized. It should be noted that these

record drawing information to document existing utilities within the work area specifically where proposed

ECG will contact Dig Alert to obtain a list of providers and utility owners for the project area. We will send a
letter and map to each entity on the list with a request for maps or a clearance statement.
ECG will compile alignments of subsurface utilities from record maps and atlases received in response to
your requests. Subsurface alignments will be oriented and adjusted to the topographic mapping using the
surveyed locations of surface features where possible.
Once the existing utilities are compiled onto the survey design basemap, ECG will overlay the proposed
improvements and develop a plan showing potential existing utility relocation including potential potholing
if necessary. Based on our pre proposal field visit and recent experience with similar projects, we do not
anticipate potholing since the deepest excavation will be approximately 2 feet. Existing utility plans will be
reviewed to confirm design depths.

field review as a tool to collect and verify information to ensure the accuracy of our plans and specifications.
Features to be observed and documented during the field review/inventory include:

Detailed field notes will be prepared, and digital photos will be taken for each project area. All
geometric features of the inventory will be entered into CADD plan sheets using AutoCAD. Plan
sheets will include features such as the existing geometry within the City right-of-way, lane
configurations, lane widths, walls, fences, location of traffic controllers, signal and pedestrian poles,
street lighting poles, communication and power conduits and pull boxes, etc.

The traffic signal plans will be prepared at a 1" = 20' scale. The plans will show the entire intersection, with
all existing equipment, utilities (underground and overhead), street furniture, etc., all properly labelled. All
proposed and removal facilities and equipment will be clearly identified on the plans, with applicable
construction notes and schedules, to create the complete traffic signal plans. Plans shall be prepared drawn
on 24 inch by 36 inch format, with a City specified border, title block, and signature block. Final plans will
be signed and stamped by a Registered Civil Engineer.
Potholing identifies existing utility lines so the proposed equipment can be installed to avoid high costs of
construction damage and reconstruction. Identify potential utility conflicts and recommend to the City
pothole may be necessary during construction.
The PS&E will instruct the contractor to furnish and install the all proposed equipment. Develop plans and
specifications in sufficient detail to ensure that the installation conforms to the city's current design
standards.

Seth joined ECG in August 2020. After graduating
from CSULB with a BS in Civil Engineering, he
volunteered with the Peace Corps as an Education Extensive
Specialist. He lived in a beautiful village on Mount Traffic Design

Tracy Moriya has over 31 years of experience in management and design of traffic
engineering and transportation projects. His professional experience includes design of

Bouquet Canyon Road at Soledad Canyon Parkway -Valencia Avenue Project (Santa
Clarita, CA) - Project Manager. Mr. Moriya managed the Santa Clarita's future growth of
residential developments project at Soledad Canyon Road at Soledad Canyon Parkway -
Valencia Avenue. Plans, Specifications, and Estimates for traffic modification, a median
modification, driveway improvements, signing and striping (an additional lane to each
direction), traffic control, signing and striping, landscape architecture and irrigation and
construction support service were performed. Mr. Moriya worked closely with the City and
is very familiar with this intersection.
Lyons Avenue Medan and Street Improvement Design Project (Santa Clarita, CA) -
Project Manager. Mr. Moriya managed the preparation of Plans, Specifications and
Estimates for the Lyons Avenue Median Installation and Street Improvement Design from
I-S northbound to Avenida Dorena. This project consists of traffic modification, median
modification (curb, gutter transitions, median landscaping and irrigation), signing and
striping, traffic control, construction support, coordination and permitting with Caltrans and
Los Angeles County Flood Control.
Traffic Modification at Seco Canyon Road and Garzota Drive(Santa Clarita, CA) -
Project Engineer. Mr. Moriya provided engineering services for the intersection of Seco
Canyon Road and Garzota Drive. The project was to convert the existing permissive signal
to a protected left -turn phasing along Seco Canyon Road and to upgrade this signalized
intersection to current City Standards. New ADA ramps were also included in the design
plans.
Traffic Modification at Decoro Drive / Grandview Drive and at Decro Drive /
Hillsborough Parkway (Santa Clarita, CA) - Project Engineer. Mr. Moriya provided
engineering services for the intersection of Decoro Drive / Grandview Drive and at Decro
Drive / Hillsborough Parkway. The project was part of a Citywide program to convert the
existing permissive signal to a protected left -turn phasing and to upgrade signalized
intersections to current City Standards. For this particular project, longer mast arms were
installed on current signal standards (City had the foresight to install future signal standard
poles to accommodate longer mast arms for protected left -turn phasing).

Downtown Newhall Revitalization Project (Santa Clarita, CA) - Project Engineer.
Work for the Santa Clarita's Downtown Revitalization Project included to realign and
redesign the Downtown Newhall Area. This involved converting San Fernando Road
Between 11t" Street and Railroad Avenue (South) from a 4-lane arterial to a 2-lane arterial
pedestrian friendly collector road, and converting Railroad avenue from a 2-lane collector
to a 4-lane arterial. Mr. Moriya led a team of engineers to provide design plans,
specifications and estimates to change the two corridors and to improve the traffic flow.
Mr. Moriya also assisted the City throughout the bid and construction of the project.
Santa Clarita Engineering Guidelines (Santa Clarita, CA) — Project Engineer. As part of
the City On -Call Traffic Engineering Services, Mr. Moriya was the key staff member that
assisted in the preparation of developing guidelines for Signing and Striping Design, Traffic
Control Design, Traffic Signal Design and Traffic Design Checklist for the City of Santa
Clarita. These guidelines and checklists are currently used by City staff and distributed to
other developers, contractors and consultants for their use on City of Santa Clarita
transportation designs.
Mission Village Phase 1-3 new multi -family home development (Los Angeles County,
CA) - Project Manager. Mr. Moriya was responsible for the coordination between developer,
the Los Angeles County Department of Public Works and Caltrans to prepare 17 traffic
signals, 2.S miles of signing and striping, as well as, preparing street lighting calculations
and design plans. This is the first Neighborhood Electric Vehicle (NEV) project for the
County of Los Angeles. Careful planning, research and cooperation with the Developer and
the County to establish guidelines for this project, as well as for future projects. The entrance
to the community startsjust after Magic Mountain Park entrance gate from Magic Mountain
Parkway. Coordination with the heavy traffic volumes entering & exiting the amusement
park as well as new residents entering the development was essential. As part of the project,
traffic stage construction design phases were crucial in moving traffic along Magic
Mountain Parkway due to a major elevation changes between the I-S Freeway and Magic
Mountain Park entrance. Close coordination with the Los Angeles County Traffic and
Lighting Division, City of Santa Clarita, Caltrans, and Magic Mountain Park Schedules was
vital in preparing the Traffic Control Plans.
Lancaster 12 Traffic Signal Modification Design Project (Lancaster, CA) - Project
Manager. Mr. Moriya managed the preparation of 13 traffic signal modification design plans
as part of the City's On -Call Project Tasks. Improvement tasks consisted of preparing traffic
signal modification plans to change out protected/permissive left -turn phasing to fully
protected left -turn phasing and signal upgrades.
Pacific Avenue / Long Beach Boulevard Traffic Signal Synchronization Project (TSSP)
and Signing/Striping (Los Angeles County, CA) - Project Manager. Mr. Moriya prepared
traffic signal upgrade designs for 1S intersections along Pacific Avenue / Long Beach
Boulevard in the Cities of Lynwood and Compton, as well as Caltrans. The project tasks
included data collection, field inventory, detailed recommendation, upgrading existing
traffic signal, signal controller, controller cabinet equipment, vehicle and pedestrian
detection, signal standards; and modifying roadway signing, striping and pavement
markings. Performed quality control of all traffic signal modifications plans, and signing
and striping plans. Also coordinated with the County and the local agencies for plan

As Principal Landscape Architect, Mike is the center of Pacific Coast Land Design's daily
operations and responsible for design oversight and QA/QC. With more than 18 years

beautification project. 1.5 miles of median upgrades. Managed consultant team responsible with design of

Valencia Boulevard Median Refurbishment, City of Santa Clarita, CA. Principal -in -Charge for this 1.8 Million
median beautification project. Principal -in -charge for the turf removal and water -use reduction median

Scope of Landscape Architectural Design Services

Proiect Understanding
The City intends to obtain the services of a well -qualified team to develop plans, specifications
and estimates (PS&E) for the listed circulation improvements. The landscape architectural work
will include the assessment of existing conditions within the medians to be modified. Per the project
RFP, two medians will require modification or replacement of existing planting, irrigation and
stamped and colored median maintenance strip paving.
Key considerations.
• Eastbound Wiley Canyon Road on the approach to Orchard Village Road
o No landscape architectural work to be performed for this median.
• Eastbound Newhall Ranch Road on the approach to Copperhill Drive
o The existing median features established trees and shrubs. Trees are staggered,
offset from the centerline of the planter. Based on the modification of the
eastbound median edge, it appears at a minimum that the trees and shrubs along
the south edge will be demolished. It is very likely that excavation for the new street
improvements will significantly impact the root structure of the existing trees on the
north side and those trees will need to be removed as well. We understand that
City Urban Forestry Department will provide input on the status of the existing trees
once demolition has begun. The team is providing design services that will
accommodate either modification of the existing planting or a complete re-
planting of the median.
o The existing irrigation in this median is currently spray heads. In narrowing the
median, the current design will not be compliant with state MAWA water use
guidelines. The team assumes a new, complete hard pipe and bubbler irrigation
system will be designed within the median. The existing mainline and irrigation
valves are located on the south side of the median and will be removed and
reconstructed within the new median. Existing sleeves, and controller wire will be
utilized.

The existing maintenance strip paving is a colored and stamped concrete. The
new paving will match the existing in color and pattern. The team is well familiar
with the many stamped patterns and concrete colors utilized in all medians across
the City and will use the standard details and reference specifications to define
the new hardscape.
Landscape drawings and specifications will be consistent with City format for Capitol
Improvement projects and will be submitted for City review at 30%, 90% and 100%. The landscape
design will adhere to the LMD "Design Standards. Notes & Specifications for Median Landscaping
in Santa Clarita, dated June, 2014.
TASK 1: PRELIMINARY INVESTIGATION
1.1 RESEARCH AND DATA GATHERING
1.1.1 REVIEW EXISTING DATA AND REPORTS AND ATTEND FIELD REVIEW WITH STAFF - After
reviewing City provided existing plans and background data, Pacific Coast Land Design
will walk the site with the design team and City Project Manager. The team will note existing
conditions at this time. Irrigation facilities for the existing roadway will be catalogued to
assist with the production of a comprehensive Irrigation Assessment Plan to be developed
following completion of the field survey and digital base map. PCLD will identify the items
to be catalogued through field surveying (e.g. utilities, existing irrigation facilities, traffic
signs, trees, as well as any other conditions that may require team coordination and/or
other agencies.)
Output:
1. Map of existing landscape conditions for development of design base map.
1.1.2 DIGITAL PROJECT BASE MAP - Following completion of the Site Investigation, Field Survey,
and Utility Research & Mapping by the team, PCLD will supplement the Civil produced
digital project base map with the gathered landscape information during the field visit.

TASK 2: PROJECT MANAGEMENT
2.2 PROJECT COORDINATION
2.2.1 KICK OFF MEETING WITH WRITTEN SUMMARY - Attend Kick-off meeting with Design Team
and City Staff. Assist with development of meeting agenda and final meeting notes.

2.2.2 ATTEND MONTHLY PROJECT DEVELOPMENT TEAM (PDT) MEETINGS - Pacific Coast Land
Design will attend three (3) phone conference monthly meetings to review the progress of
the project, discuss resolution of any issues that may affect the scheduled completion of

3.1 PRELIMINARY AND CONCEPT PLANS (30% SUBMITTAL)
PCLD will develop preliminary plans defining the proposed planting, irrigation and
hardscape treatments for the medians. The landscape design will adhere to the LMD
"Design Standards. Notes & Specifications for Median Landscaping in Santa Clarita, dated
June, 2014.

incorporate any 30% comments in to the 90% submittal
3.2.2 CONSTRUCTION DOCUMENTS (9076 SUBMITTAL) - Following the review of the 60% plans,
PCLD will move to produce the 90% plans and specifications. The ultimate goal of this
submittal is to produce a final plan set for review by all required City departments. PCLD
will make corrections and revisions to the plans per the City 60% comments and will result
in nearly complete versions of the listed products below. This plan set will be used to review
the design solutions on -site with the City PM. Following review of the 90% Plans and
Specifications, the Design Team will meet with the City Project manager to review the City
comments and corrections before moving to production of the 100% plans.

requested in writing by the Client, shall entail additional compensation beyond the
