SUBJECT: CROSSING GUARD CLASSIFICATION AND SALARY SCHEDULE

RECOMMENDED ACTION
City Council:
1. Approve the removal of the salary range for the PTS Crossing Guard classification from
$14.00 - $14.85 per hour and increase the hourly rate to $18.67 per hour.
2. Approve the removal of the salary range for the PTS Crossing Guard Lead classification
from $15.05 - $15.97 per hour and increase the hourly rate to $20.07 per hour.
BACKGROUND
In accordance with the City of Santa Clarita's policy/procedure II-7.2 regarding Crossing
Guards, the City of Santa Clarita (City) is responsible for providing adult Crossing Guards to
ensure public safety as part of the "Suggested Route to School Plan." Crossing Guards assist
pedestrians in safely traveling to and from school at both signalized and non -signalized
intersections throughout the City based upon a specified schedule provided by a school district.
The City currently provides 39 part-time temporary, seasonal (PTS) Crossing Guards and four
PTS Crossing Guard Leads at 24 schools within three elementary school districts and one junior
high school. Crossing Guard locations are determined by the completion of a traffic warrant
study conducted by the City's Traffic Division.
In March 2020, the local school districts were forced to conduct school sessions via distant
learning methods due to the COVID-19 global pandemic. As a result, all school sites were closed
and the City's Crossing Guard services were suspended. As of March 4, 2021, the City resumed
the Crossing Guard services for K-6th graders at 23 of the 39 locations and one Crossing Guard
Lead has returned to assist with administrative tasks.

However, the City has 16 sites without Crossing Guards. To fill the immediate need, a
recruitment for additional PTS Crossing Guards is underway. City staff utilized several
recruitment methods and advertisements to fill these critical positions. Despite these efforts, the
number of applications and qualified candidates has not been sufficient enough to fill the current
need. Therefore, City staff is recommending a modification of the City's salary schedule to
increase to the hourly wage of PTS Crossing Guards and PTS Crossing Guard Leads effective
April 17, 2021. This increase will further attract qualified applicants and help reduce Crossing
Guard turnover.
ALTERNATIVE ACTION
Other action as determine by City Council.
FISCAL IMPACT
Upon approval of the recommend action, the increases in PTS salaries for fiscal year 2020-21 in
the amount of $25,120 are available in expenditure account 15301-5002.001. The recommended
increases in PTS salaries for fiscal year 2021-22 in the amount of $127,700 will be incorporated
in the annual budget process.

RESPONSIBLE DEPARTMENT: RECREATION AND COMMUNITY SERVICES
1. PURPOSE
The policy for the assignment of adult crossing guards as herein specified applies only to school
crossings serving elementary school children. This measure is a supplemental technique and
not a traffic control device as defined in the California Vehicle Code.
I. POLICY
A. An adult crossing guard may be assigned at designated school crossing locations to assist
school pedestrians at specified hours when going to and from school when the conditions
specified in Section B (Warrants) are satisfied.
B. WARRANTS
An adult crossing guard may be warranted under the following conditions:
1. Uncontrolled Crossings on the "Suggested Route to School Plan"
(a) Where there is no controlled crossing or pedestrian grade separation within 600 feet
of the location where a request for an adult crossing guard is made (for the purpose of
this warrant, a controlled crossing is defined as a crossing controlled by either traffic
signals or stop signs); and
(b) Where the conflicting vehicular traffic volume equals or exceeds the rate of 300 per
hour during the time school pedestrians cross while traveling to or from school; and
(c) At least 20 school pedestrians per hour utilize the crossing on the way to or from
school.
2. Stov Sian Controlled Crossing on the "Suggested Route to School Plan"
(a) Where the roadway with the school pedestrian crossing has four or more lanes; and
(b) Where the conflicting vehicular traffic volume equals or exceeds the rate of 500 per
hour during the time school pedestrians cross while traveling to or from school; and

(c) At least 40 school pedestrians for each of any two hours utilize the crossing on the
way to or from school.
3. Traffic Signal Controlled Crossing on the "Suggested Route to School Plan"
(a) Where the conflicting vehicular traffic volume equals or exceeds the rate of 600 per
hour during the time school pedestrians cross while traveling to or from school; and
(b) At least 20 school pedestrians per hour utilize the crossing on the way to or from
school.
H. EXCEPTIONS
No exceptions are authorized unless approved in writing by the City Manager.
