RECOMMENDED ACTION
City Council:
1. Award a contract to H & E Studios in the amount of $60,000 for the public art pieces "In the
Wind," "Amongst the Wildflowers," and "Vasquez Sunrise" to be located at the Canyon
Country Community Center.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
An Artist Selection Committee (Committee) was formed at the July 9, 2020, Arts Commission
meeting to develop a Call for Entry for three public art sculptures to be installed along the
walking paths at the new Canyon County Community Center (C4). The Committee includes the
following members:
• Arts Commissioner, Dr. Michael Millar
• Arts Expert, Patsy Cox, Professor of Visual Art, California State University Northridge
and President of the National Council on Education for the Ceramic Arts
• Professional Art Administrator, Rebecca Ehemann, Interim Arts Manager, City of West
Hollywood
• Local Professional Artist, Diana Kado, Owner, Kado Graphics and Board Member of
Forge Ahead Arts
• Community Member, Reine River, Instructor, Ceramic Artist Studio, Inc., Artist
The Call for Entry was opened from November 1 to November 30, 2020, and requested original
art pieces that were site -specific in its design, complementary to the overall context of the

surrounding area, and made with durable, low maintenance material that can withstand the
weather elements of Santa Clarita. The Committee reviewed 126 submissions and conducted
interviews for the four finalists. The Committee selected three art pieces, "In the Wind,"
"Amongst the Wildflowers," and "Vasquez Sunrise," by artist team Hiromi Takizawa and Elijah
Wooldridge with H&E Design.
The Arts Commission reviewed H&E Design's proposal and recommended approval to the City
Council at their meeting on February 11, 2021. Specifications on the design, maintenance plan,
and budget can be found in the attached proposal.

FISCAL IMPACT
Adequate funds were appropriated as part of the Fiscal Year 2020-21 budget to expenditure
account A3002602-5161.001 (Canyon Country Community Center Public Art).

"In the Wind", "Amongst the Wildflowers" and "Vasquez Sunrise"
Each piece is inspired by Santa Clarita's surroundings and inhabitants including the Western
Scrub -Jay, Vasquez rocks, and wildflowers. Their goal to combine art, the local nature, and the
community to bring a sense of comfort and familiarity to the viewer while also allowing one to
gaze and wonder. The sculptures will form connections with people of all ages in the
surrounding community. Each piece will be made from steel and have low maintenance.
MAINTENANCE PLAN
Cleaning: Wash down the sculpture with water and rinse. You may use a mild soap as
needed. A clean, soft towel can then be used to dry any water spots.
• Graffiti can be removed from a biodegradable graffiti cleaning spray or wipe. An anti -
graffiti coating will be applied to the sculpture.
• Sprinkler system will be directed away from the sculpture to minimize exposure to water
