SUBJECT: AMENDMENT TO THE CONTRACT FOR ENVIRONMENTAL
REVIEW OF THE MANCARA ENVIRONMENTAL IMPACT
REPORT WITH MICHAEL BAKER INTERNATIONAL

RECOMMENDED ACTION
City Council:
1. Amend the City's existing contract with Michael Baker International to authorize an
expenditure authority increase in the amount of $32,830, for a total contract amount not to
exceed $207,609.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
On October 12, 2005, Robinson Ranch Golf, LLC (Applicant), submitted a residential
subdivision project under Master Case 05-349, the Mancara Project (Project). The proposed
Project is located west of the intersection of Lost Canyon Road and Oak Springs Canyon Road,
south of the Santa Clara River, east of the Angeles National Forest, and north of the Sand
Canyon Country Club, and includes 109 large lot, single-family units and various amenities.
At the time of submittal, a contract was awarded to Michael Baker International (MBI) in the
amount of $158,890 to provide California Environmental Quality Act (CEQA) review of the
Project and services to draft the associated environmental document. Due to delays with the
Project, several years have passed and the State of California has adopted new CEQA
regulations, necessitating MBI to reevaluate and update the associated environmental document.
On December 9, 2014, the City Council authorized an expenditure increase of $15,889, resulting
in a maximum contract amount of $174,779.

Further passage of time and more changes to CEQA have necessitated additional project review.
Needed services would include an overall evaluation of the current draft CEQA document, and
the need to review additional technical materials associated with changes to CEQA regulations,
particularly regarding the transition to a vehicle miles travelled -based traffic methodology. The
amendment would increase the contract amount by $32,830, for a maximum amount of
$207,609. The contract will expire in March 2022. The services to be performed are described in
the attached scope of work.
ALTERNATIVE ACTION
Other actions as identified by the City Council.
FISCAL IMPACT
There would be no impact to the General Fund. Funds for the amendment would be provided by
the project Applicant and held in a trust account.

The additional services to be covered by this amendment relate to revisions to the
Administrative Draft EIR, which was last submitted in late 2017. Given the amount of time that
has passed, and since a number of technical studies supporting the EIR have been revised
and/or updated, substantive revisions to the EIR will be to
required prior our next submittal to
the City for review.

In addition, with our original budget for meetings and coordination established in 2015,

additional funding is required to replenish budgets for the meetings, management, and
coordination that will be required to complete the environmental process. Additional information

1.0 Revisions to Administrative Draft EIR

Michael Baker, in consultation with Morse Planning Group, will perform a comprehensive review
L
of the previously -submitted Administrative Draft EIR and perform required updates for
Y
resubmittal and processing with the City. These updates and revisions will focus on the
m
incorporation of updated information tied to the project description, and also revised technical
Z
studies. Key components of the work program will consist of:
• Revise EIR project description to reflect updates to the site plan, oak tree report, and
staff comments, including revising associated EIR exhibits;
• Comprehensive rewrite of Biological Resources EIR section to incorporate new
(2020/2021) biological resources and oak tree reports, including revised associated EIR
a
exhibits;
• Revise Air Quality, Greenhouse Gases, and Noise EIR impact sections to reflect current
regulatory background/requirements and verify impact conclusions and mitigation
measures do not warrant any revisions. This effort will consider the Mancara at
Robinson Ranch Air Quality, Greenhouse Gas, and Noise Analysis Memorandum
prepared by Urban Crossroads, dated January 12, 2021;
• Revise all EIR impact sections to reflect the latest CEQA Checklist with associated
thresholds of significance, and revise analysis and mitigation measures, as necessary;

• Incorporate the Mancara Residential Project VMT Impact Analysis into the
Transportation EIR impact section, including the numerous mitigation measures
identified in the document;
• Update Wastewater EIR impact section to incorporate the results of the Sewer Area
Study approved for the project on January 24, 2019; and
• Update EIR impact sections pertaining to public services and utilities (Fire Protection,
Police Protection, Schools, Parks and Recreation, Solid Waste, Water Supply,
Wastewater, Electricity, and Natural Gas) to make sure reference information, existing
infrastructure, and capacities are current.
2.0 Meetings
Additional project meetings are anticipated in order to complete the EIR process. This task
includes up to two (2) in -person meetings with City and/or applicant team staff, and up to four
(4) meetings conducted by phone or videoconference. For each meeting, it is assumed that two
senior staff members would be in attendance.
3.0 Project Coordination
Mr. Alan Ashimine and Ms. Collette Morse will assume primary responsibility for management
and supervision of the Team, as well as consultation with City Staff. Mr. Ashimine and Ms.
Morse will coordinate with all technical and support staff, word processing, graphics, quality
control, and document reproduction associated with the EIR.
