SUBJECT: SPECIAL DISTRICTS REQUEST FOR APPROPRIATION OF FUNDS
AND CONTRACT AUTHORITY INCREASE

RECOMMENDED ACTION
City Council:
1. Appropriate $227,007 in one-time expenditures from Landscape Maintenance District Fund
357 and Areawide Fund 367 to the expenditure accounts listed in Attachment A.
2. Appropriate $36,940 in ongoing expenditures from Landscape Maintenance District Fund
357 to the following expenditure accounts in Zone 26: $14,940 to 12549-5161.010; $15,000
to 12549-5131.006; $6,000 to 12549-5141.001; and $1,000 to 12549-5161.041.
3. Approve an ongoing contract expenditure increase in the total annual amount of $200,000 to
the current tree maintenance agreement with West Coast Arborists to support as -needed
emergency services.
4. Approve an ongoing contract expenditure increase in the total annual amount of $20,940 to
the current landscape maintenance agreement with Stay Green, Inc., associated with
assuming landscape services at the new Santa Clarita Sheriff's Station.
5. Authorize the City Manager or designee to execute all contracts and associated documents
subject to City Attorney approval.
BACKGROUND
Urban Forestry is responsible for managing an urban forest encompassing more than 115,000
trees and administering tree maintenance services via the City of Santa Clarita's (City) team of
professional Arborists and a contract with West Coast Arborists. Annually, the scope of this
operation includes the proactive pruning of approximately 17,000 trees, completing more than

2,000 requests to address off -schedule maintenance needs from individual homeowners, and
responding to unanticipated emergencies, such as significant wind events.
January 2021 Wind Storm
The January 2021 Wind Storm was the most significant wind storm in the City's 33-year history.
It impacted the entire community along major thoroughfares, in numerous park facilities, and
throughout twenty individual LMD zones, resulting in the partial and complete failure of more
than 122 trees. The cost of emergency services and subsequent clean-up efforts as a result of the
wind storm totaled $185,902.
Staff is requesting a one-time appropriation of $185,902 to support those unanticipated
emergency -related expenditures, as shown in Attachment A. Consequently, staff is requesting an
expenditure authority increase of $200,000 for the duration of the current contract with West
Coast Arborists to support future as -needed emergency services.
Old Orchard Paseo Tree Maintenance (Zone T2)
Urban Forestry staff is also requesting a one-time appropriation of $41,105 from Fund 357 to
address declining trees and to support reforestation work along the paseo system in the Old
Orchard community, also shown in Attachment A. The work associated with this request is at the
request of both Homeowners Association Boards representing the communities of Old Orchard I
and Old Orchard II.
The requested work includes removing multiple declining sycamore trees within the paseo
system, applying Invasive Shot Hole Borer treatments to approximately 12 high -value trees to
protect them from further pathogen damage, mitigation pruning of remaining sycamore trees to
reduce deadwood and infected branches, and the planting of new trees.
Landscape Maintenance to support the new Santa Clarita Sheriffs Station (Zone 26)
In anticipation of the new Santa Clarita Sheriff's Station opening later this year, staff is
requesting an ongoing appropriation in the amount of $36,940 from Fund 357 to Zone 26. This
base budget adjustment is necessary to support recurring maintenance, as -needed future repairs,
irrigation, and contractor monitoring services once Special Districts assumes landscape
operations.
In conjunction with this action, it is necessary to increase the expenditure authority associated
with this existing landscape agreement for Zone 26 to accommodate the increased scope of work.
Accordingly, staff is requesting an expenditure authority increase to the current Zone 26
landscape maintenance agreement, held by Stay Green, Inc., by $20,940 for the duration of this
contract.

FISCAL IMPACT
There is no impact to the General Fund. Sufficient monies are available in LMD Fund 357 and
Areawide Fund 367 to support the requested appropriation of $227,007 in one-time and $36,940
in ongoing operating expenditures.
