RECOMMENDED ACTION
City Council:
Award a design contract to Encompass Consultant Group, Inc., for the 2020-21 Circulation
Improvement Program Phase III, Project C0064 in the amount of $179,689 and authorize a
contingency in the amount of $26,954, for a total contract amount not to exceed $206,643.
2. Authorize a transfer of project savings in the amount of $670,000 from 2019-20 Circulation
Improvement Program Phase I expenditure account C0061233-5161.001 to 2020-21
Circulation Improvement Program Phase III expenditure account C0064233-5161.001.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The 2020-21 Circulation Improvement Program Phase III will modify medians, striping, and
asphalt to enhance circulation on McBean Parkway (Baywood Lane to Newhall Ranch Road),
Soledad Canyon Road (Sand Canyon Road to Gailxy Avenue), Golden Valley Road (McKeon
Way to approximately 1,000 feet south of Centre Pointe Parkway), Valley Center Drive (Golden
Valley Road to approximately 700 feet west of Golden Valley Road), Copper Hill Drive (Rio
Norte Drive to Avenida Rancho Tesoro), and Soledad Canyon Road (at Golden Oak Road). This
action provides for the design of these improvements.
In anticipation of ongoing and future development in and around the City of Santa Clarita (City),
and overall traffic increases, circulation projects such as these are needed to maintain traffic flow
in the City. The proposed improvements include a dynamic lane, a bus stop relocation, and

modifications to raised center medians to accommodate additional left -turn pockets, right -turn
lane extensions, early access to left -turn lanes, and additional lanes at some selected locations.
The modifications are based on staff s analysis of traffic volumes and observations of traffic
patterns at the selected intersections. This project supports the Sustaining Public Infrastructure
theme of the Santa Clarita 2025 plan.
A Request for Proposal (RFP) for the design of the project was prepared and posted on BidNet
on February 23, 2021. The RFP asked firms to identify their relevant experience with similar
projects and demonstrate their design approach for this project. On March 25, 2021, three firms
submitted proposals. Staff reviewed the proposals and, based on their evaluations, scored the
firms on a 100-point scale as follows:

The scoring system was based on the following criteria: an understanding of the scope and
approach to the required work and key development tasks, the consultant's previous experience
with similar projects and experience working with the City, qualifications of the project team and
their resources, and organization of the proposal. Additionally, each consulting firm was asked to
provide a detailed scope of work required to prepare the plans, specifications, and engineer's
construction estimate.
Encompass Consultant Group, Inc., demonstrated an in-depth understanding of the project needs
and provided a detailed scope of work and approach to the project. They analyzed the existing
streets and identified key design factors that will need to be addressed in the design. Based on
their design experience with previous City traffic projects and the completeness of their proposal
for this project, staff recommends awarding the design contract to Encompass Consultant Group,
Inc.
The requested contingency will cover design modifications or additional locations requested by
the City, field investigations, including potholing for utility locations and street sections, soils
investigations, permits required by the County of Los Angeles, and coordination with utility
companies and other agencies. The remaining budget will be available to design future phases of
the Circulation Improvement Program.
California Government Code 4526 prescribes selection of architectural and engineering services
to be based on demonstrated competence and professional qualifications necessary for the
satisfactory performance of the services required and does not authorize the selection of
professional architect and engineering services based on costs. Staff opened Encompass
Consultant Group, Inc.'s cost proposal and negotiated a final contract at a fair and reasonable
price for the services requested in the RFP.

Group, Inc. (ECG) is a local firm established in 2016. We are an employee -owned company and are committed
to providing exceptional services to both public and private clients throughout Los Angeles, Ventura, and Santa
Barbara Counties and the surrounding regions.
ECG is comprised of team members who have worked together in the area for well over 15 years; some for
25. During these established careers, ECG's staff have successfully managed and designed numerous
municipal and capital improvement projects throughout Los Angeles, Ventura and Santa Barbara Counties.

It is our understanding that the City intends to obtain the services of a well -qualified team to develop plans,
specifications and estimates (PS&E) for circulation improvements in six locations that will be realized in two
future construction phases. Planned improvements include multiple turn lane additions, striping and signage
improvements, dynamic lane changes with blank out signs, street median modifications, street widening with
bicycle buffers, a bus stop relocation, and signal modifications.
Commencing a successful project will require a comprehensive study and mapping of the project area to be
fulfilled by the ECG professional survey team. With this data, our engineers will be prepared to provide detailed
street and drainage plans conforming to MUTCD standards, Caltrans and Greenbook Standards, and LA
County Department of Public Works guidelines. Throughout the process, ECG will pay close attention to traffic
engineering and signal modification requirements, as well as consistent landscape and irrigation plans, with
the added capacities of professional subconsultants. In addition to traffic safety, our designs continually aim to
provide a shared road experience that is as safe as possible for vehicles, cyclists and pedestrians alike. ADA
requirements will be reviewed for compliance at each location as well.

ECG offers a broad range of civil engineering and land surveying services. With a combination of highly skilled
in-house resources and established relationships with specialty firms, we can effectively and efficiently meet
the project tasks outlined within the City's Scope of Work. Our talented 15-member professional staff includes
9 registered civil engineers, 2 licensed professional land surveyors, and 5 California Certified Qualified
Stormwater Pollution Prevention Plan Developers (QSD) along with a well-rounded design and survey support
team. ECG staff share a common goal of exceptional client service. A commitment to technical expertise,
quality, and client service is what we strive for both at an individual and firm level. Our staff are dedicated
individuals who take great pride in their work and build relationships at all levels within the community. As a
small sized, local firm we are poised to serve as an extension of City Staff and are available to attend to this
project's needs with personalized and attentive service.
Key staff selected for this project includes the same team members who have successfully completed design
work on numerous similar projects for public agencies, in Los Angeles and for the City of Santa Clarita in

motion with a survey, design, and communication plan that can be seamlessly integrated with this subsequent

budget demands of this project.

engineers and licensed surveyors whose experience is highly focused on roadway design and improvement,
ECG is well prepared to successfully fulfill the tasks required for this project
Our selected team consists of civil engineers with a broad skill set to best serve the needs of this roadway
improvement project, featuring members with substantial experience working on similar projects in Santa Clarita
and in LA county. They understand City's processes and are ready to carry out the tasks involved.
Our Contract Manager, Sal Contreras, P.E. has over 21 years of experience with public contracts. He has a
thorough understanding of State, Federal, and City standards, codes, and procedures. ECG understands the
importance of adherence to quality assurance and quality control and how these efforts directly result in
minimal construction change orders and minimal plan check comments for our clients. With Sal Contreras P.E.
serving as our designated QA/QC Manager, we strengthen our effort to produce a well -designed, constructible
project that is delivered on time and within budget.
In addition to a skilled staff, ECG has the available resource of subconsultants with whom we have trusted

With the goal of providing pedestrian improvements along Sierra Highway in Santa Clarita, ECG provided civil
engineering and survey services for the addition of sidewalk along a roughly 2,000 linear foot portion of the

This City of Lancaster improvement project was completed under an on -call contract. The goal of this project
was to improve ADA accessibility to existing bus stops. One of existing the bus stops was located on a frontage
road median without any accessible path -of -travel and adjacent to an intersection that required significant
improvements to provide safe and accessible crossings in all directions and accessible routes from the adjacent
neighborhood. Design solutions included new traffic and pedestrian signals and push buttons for signalized
crossings, and retrofit of the curb returns and frontage median bulbs with accessible pedestrian curb ramps.
Additional bus stops involved retrofits of accessible landings and sidewalks. All design work featured precise
grading and drainage. This project also included coordination with LIN Consulting for Traffic Signal Modification

completion. The project included preparing 4 full set of construction documents including specifications and

PROJECT 8,x APPROACH
CBIFAN PARKWAY AND NEWHALL RANCH ROAD
Currently the northbound approach on McBean Parkway south of Newhall Ranch Road consists of 2 left turn
lanes, 3 through lanes and 1 dedicated right turn lane. This project intends to add 1 additional left turn lane to
this configuration.
In order to add the desired third left turn lane we see two options:
1. Remove the existing 4' wide median completely, restripe the southbound lanes slightly to reduce the
southbound curb to curb width by 2' and reconstruct a 2' wide median nose. This would allow for all 3
northbound left turn lanes to be 10' wide.
2. Modify only the east side of the median to reduce the width to 2' and leave the southbound striping as
is. This would require 2 of the 3 left turn lanes to be 9' wide.
In either option above, all northbound lanes on McBean Parkway will need to be restriped south of the
intersection in order to provide adequate shift tapers. We estimate needing roughly 600 feet of restriping south
of the intersection.
Signal Modification
Per the City's RFP design matrix, traffic signal plans are anticipated at this location. Based on our initial field
investigation it appears that the existing left turn protected vehicle signal head is placed between the existing 2
left turn lanes. When the propose third left turn lane is added, the left turn protected vehicle signal head may
need to be relocated to the middle of the 3 left turn lanes. In such case, a traffic signal modification plan will be
prepared to make this adjustment. A new traffic signal pole with longer mast arm will be installed to
accommodate the correct left turn protected vehicle signal head placement. It should be noted, however, that

there may be an opportunity to keep the existing vehicle signal head where it is thus avoiding the need for signal
modifications. This will be assessed during the design phase of the project.
It should be noted that the existing R73-6 (double left arrows with "NO U TURN") mast arm sign, will need to be
replaced with a triple left turn arrow sign with "NO U TURN". Also, video detection cameras were observed at
this location. The proposed traffic pattern revisions will require modifications to the existing detection zones.
SOILI DAID CANYON ROAD 11-11:101M SAND CANYON ROADTO GAIIILXY AVI INUI
Currently the westbound lane configuration on Soledad Canyon Road from Sand Canyon Road to Gailxy
Avenue consists of 2 through lanes and 1 bike lane. This project intends to add 1 additional through lane.
In order to make room for the additional through lane, the existing medians will need to be reduced in width by
Z on the north side. It should be noted that the City may also decide to revise the median noses at the westbound
left turn pockets at Kenroy Avenue and Solon Avenue. However, this rework may be able to be avoided if the
City is ok with either reducing the widths of these left turn lanes or allowing a slight reduction orjog in the number
1 through lane adjacent to these left turn lanes.
As a result of the lane reconfiguration in this area, the westbound approach through and left lanes on Soledad
Canyon Road east of Sand Canyon Road will need to be restriped back to at least the onramp/offramp
intersection to the 14 freeway.
West of Gailxy Avenue, if the City desires not to modify the existing median, the westbound lanes can taper
back to match the existing striping layout prior to Gailxy Avenue. Also, as directed by the City, the new number
3 lane on Soledad Canyon Road will become a trapped right turn lane at Gailxy Avenue. This will require the
addition of the corresponding signage along Soledad Canyon Road east of Gailxy Avenue.
During our initial field investigation, an existing water main was observed in the existing median in this location.
This main will need to be protected in place during the construction of this project. Also, advanced loop

detectors were observed in the westbound lanes in between Sand Canyon Road and Kenroy Avenue. With the
proposed lane adjustments, new loops will need to be installed and centered in the new lanes. These new loop
detectors can be shown on the signing and striping plans for this location.
Video detection was observed on the westbound approach of Soledad Canyon Road to the intersection at Sand
Canyon Road. It should be noted that the revised traffic pattern east of Sand Canyon Road may require
adjustments to vehicle detection zones.
Signal Modification
Currently, according to the City's RFP design
matrix, traffic signal plans are not anticipated
for this location. However, upon initial field
investigation, we believe that adjustments to
the signalized intersection at Soledad Canyon
Road and Sand Canyon Road may be required.
The northwest corner mast arm pole tag is
labeled with 24-4-80 with a 30-foot mast arm.
Further investigation would be required to
confirm. The left turn protected vehicle signal
head does not reach the westbound Soledad
Canyon Road left turn lane pocket. See
adjacent photo.
With the striping revisions needed, the existing left turn pocket in
this location may need to be narrowed, further exacerbating its
misalignment with the signal head. A traffic signal modification
plan can be prepared to provide a longer mast arm pole at the
northwest corner of Soledad Canyon Road and Sand Canyon
Road in order to reach the recommended left turn protected
vehicle signal head placement. Signal modification is included in '
the cost proposal and scope of the project.
Landscape and Irrigation , "'1
The existing medians feature established trees and shrubs. Trees are staggered, offset from the centerline of
the planter. Based on the modification of the median edge, it appears at a minimum that the trees and shrubs
along the north edge will be demolished. It is very likely that excavation for the new street improvements will
significantly impact the root structure of the existing trees on the south side and there is the potential that
those trees will need to be removed as well. All efforts will be made to preserve existing trees. We understand
that City Urban Forestry Department will provide input on the status of the existing trees once demolition has
begun. The team is providing design services that will accommodate either modification of the existing
planting or a complete re -planting of the median.
Two smaller medians closest to Sand Canyon will likely lose the limited planter area already present in those
medians. It is anticipated the planters will be paved with new stamped concrete to match the existing

condition. Sleeves and pull boxes will be preserved to allow for access to the irrigation system for future
modification or expansion to other medians as needed.
The existing irrigation in these medians meets the City LMD current standards for hard pipe bubbler
distribution. In narrowing the median, the existing mainline and valve boxes along the north side will require
re -location and/or re -construction. Every effort will be made to salvage and re -use the existing equipment as is
feasible. Existing sleeves, and controller wire will be utilized.
The existing maintenance strip paving is a colored and stamped river rock pattern concrete. The new paving will
match the existing in color and pattern. The team is well familiar with the many stamped patterns and concrete
colors utilized in all medians across the City and will use the standard details and reference specifications to
define the new hardscape.
Landscape drawings and specifications will be consistent with City format for Capital Improvement projects and
will be submitted for City review at 30%, 90% and 100%. The landscape design will adhere to the LMD `Design
Standards. Notes & Specifications for Median Landscaping in Santa Clarita", dated June, 2014.
GOLDEN VALLEY ROAD AINID CIEINTII=CIE IPOINTIE IPAII= K AY
At the intersection of Golden Valley Road and Centre Pointe Parkway, the City intends to remove the striping
for the dedicated right turn lane on the southbound approach to Centre Pointe Parkway on Golden Valley Road
and replace it with a standard lane line striping (Detail 12). Additionally, the City would like to add 5 blank -out
signs on new poles along this southbound approach. Upon initial field investigation, it appears that there is
enough parkway space between the existing curb and sidewalk for the new poles, however, the construction of
the new pole footings may require some panels of the existing sidewalk to be removed and replaced.
On the south side of the intersection, a new Detail 37B lane line will be added from the intersection to where the
existing Detail 37B striping begins north of the new Sherriff's Station. A new W74 sign and a new W73A sign

will be installed along this stretch. Additionally, there is 1 "Thru Traffic Merge Left" sign, 1 "Right Lane Turns
Right Ahead" sign, and 2 "Right Lane Must Turn Right" signs that will need to be removed on the southbound
approach of Golden Valley Road.
Signal Modification
A traffic signal modification plan will be prepared for the 5 new vehicle blank -out signs including conduit, pull
boxes for electrical service, additional work in the controller cabinet, and upgrades to the signal equipment at
the intersection where necessary. Upon initial field investigation it appears that the City may want to replace
one of the vehicle signal heads for the southbound right turn movement with a 4 section vehicle signal head as
well as add a second 4 section signal head to the northwest corner (similar to the intersection of Soledad Canyon
Road and Sierra Highway). This would give the southbound right turn movement a green arrow during the
eastbound left turn phase (only during the hours in which the lane in question is being used as a dedicated right
turn only lane).
VALLEY CENTER DRIVE AND GOLDEN VALLEY ROAD
Currently the eastbound approach on Valley Center Drive to Golden Valley Road consists of 3 left turn lanes
and 2 dedicated right turn lanes. The westbound lane configuration on Valley Center Drive includes 2 receiving
lanes for the double left turn from the northbound approach on Golden Valley Road and 1 receiving lane for the
right turn from the southbound approach on Golden Valley Road. Currently, the right turn receiving lane merges
fairly quickly with the receiving lane from the number 2 left turn lane from Golden Valley Road. This project
intends to narrow and shift to the south the median nose on Valley Center Drive in order to allow the right turn
receiving lane to no longer merge but continue as its own dedicated lane. The 2 receiving lanes for the left turns
from Golden Valley Road will now merge together instead. To make room to accommodate these changes, 1 of
the 2 dedicated right turn lanes on Valley Center Drive will be removed and the 3 left turn lanes will be shifted
south.

In conjunction with these changes there will need to be some revisions to signage. There are 2 double right turn
only signs on the eastbound approach of Valley Center Drive that will need to be replaced with single right turn
only signs. On the westbound side of Valley Center Drive, exiting the intersection, there is a "Thru Traffic Merge
Left" sign that will need to be replaced with a W4-3 sign and a W4-2(L) sign will need to be added to the median
to alert drivers to the new merging pattern from the left. There does not appear to be any landscaping or utilities
in median nose, however, there is an existing catch basin on the north side of the median that will need to be
protected in place.
Signal Modification
Additionally, this project proposes to add a new blank -out sign and signal pole for pedestrian crossing on the
northwest corner of the intersection. This blank -out sign will provide a safer passage for pedestrians from the
northwest corner to the pork chop island by alerting right turning drivers to the crossing pedestrians. Other
upgrades to this intersection include relocating the existing controller cabinet and service meter to the back of
walk and rewiring the intersection. A traffic signal modification plan will be prepared to accomplish the
aforementioned changes. Currently, the City desires not to modify the existing pedestrian pork chop island if
possible and the feasibility of this will be assessed during our design.
COIi PIE11 IHIIILIL DRIVE AND IR110 INOIRTIE IDIRIIVIE
In its existing condition, the westbound lane configuration on Copper Hill Drive approaching the intersection with
Rio Norte Drive consists of 3 through lanes and 1 left turn lane. This project intends to maintain this configuration
but add length to the left turn lane pocket. In order to do so the existing median will need to be revised for a
distance of roughly 430' back from the beginning of the existing left turn lane pocket.
In conjunction with the median modifications, some additional striping will be required to lengthen the turn pocket
edge stripes as well as add some more left turn arrow pavement markings.

Both video and loop detection were observed on the westbound approach of Copper Hill Drive. It should be
noted that the lengthened left turn pocket may require modifications to the video detection cameras and/or
additional loop detectors. It does not appear that any signal modifications will be required at this location.
Alternative Design Approach
Upon inspection, we noticed the possibility of an alternative design approach to this intersection that would not
require revisions to the existing median and may be advantageous from a cost perspective. Currently, there is
an existing chevron buffer between the left turn lane and the number 1 through lane on Copper Hill Drive. This
buffer appears to be wide enough to accommodate a second left turn lane which would add approximately 300'
of left turn queuing space and avoid any median modifications. However, the striping on Rio Norte Drive south
of the intersection would need to be revised. Currently it consists of 1 receiving lane in the southbound direction
and 1 left turn, 1 through, and 1 dedicated right turn lane in the northbound direction. With this alternative, the
new configuration would require 2 receiving lanes in the southbound direction and 1 left turn and 1
through/shared right lane in the northbound direction. The 2 receiving lanes in the southbound direction would
then merge together or the curb lane could be trapped into a right turn only lane at Vista Del Rio. This would
require re -striping Rio Norte Drive a few hundred feet south of Vista Del Rio as well. Additionally, some signal
head modifications would be required to remove the dedicated right turn arrows for the northbound approach as
the right lane would now be a through/shared right lane. A cost comparison analysis of this option compared to
the original can be performed during the design phase of this project.

This portion of the project proposes to relocate the existing bus stop from the northwest corner of the intersection
to the northeast corner of the intersection. Upon our initial field investigation, it appears that there may be enough
room to simply relocate this bus stop within the limits of the existing sidewalk while still providing adequate ADA
accessibility. However, if there is not enough room within the existing sidewalk limits, the bus stop would need
to be set back somewhat into an existing planter area. This would require a small retaining curb and possibly
some relocating of existing irrigation lines. There also appears to be an existing tree in the vicinity of the
proposed location which may need to be removed. There may also be some right of way or easement conflicts
in this area which we can assist with during the design phase of this project.
In conjunction with the relocation of this bus stop, the City would also like to remove the crosswalk from the
western leg of the intersection. This change will require the removal of the pedestrian signal equipment, push
buttons and a revision to the signal phasing.
A signal design plan is recommended for this location and is included in the scope and proposal. Improvement
options include:
1. Show the removal of the pedestrian push buttons, pedestrian heads and pedestrian phase on the
Signing and Striping plan.
2. City to show a cloud revision for the removal of the pedestrian equipment and pedestrian phase on the
existing approved signal plan (as -built).
Also, this change would likely require the addition of some "do no cross" or "use crosswalk" signs to deter
pedestrians from crossing in this location.

Using available mapping, we will walk the six (6) sites and note the existing conditions. Pictures and video will
be taken and cataloged for use by the entire design team. We will identify areas requiring topographic surveying
(e.g., curb ramps, utilities), as well as any other conditions that may require coordination with our sub -
consultants and/or other agencies. ECG shall note existing conditions that will affect the design and review
possible locations for the new water and electrical service points of connection.
ECG and its sub consultants shall evaluate all components against current California MUTCD standards,
Caltrans Standard Specification and Standard Specifications and Plans for Public Works Construction
(Greenbook)
ECG will identify the items to be catalogued through field surveying (existing utilities, irrigation facilities (if any),
traffic signs and any other conditions that may require team coordination and/ or coordination with other
agencies.

Along with the initial site investigation, ECG will contact dry and wet utility companies and agencies to obtain
record drawing information to document existing utilities within the work area specifically where proposed for
grading and removals. Record utility maps will be compiled onto an existing utility basemap used for design.
ECG will contact Dig Alert to obtain a list of providers and utility owners for the project area. We will send a letter
and map to each entity on the list with a request for maps or a clearance statement.
ECG will compile alignments of subsurface utilities from record maps and atlases received in response to your
requests. Subsurface alignments will be oriented and adjusted to the topographic mapping using the surveyed
locations of surface features where possible.
Once the existing utilities are compiled onto the survey design basemap, ECG will overlay the proposed
improvements and develop a plan showing potential existing utility relocation. Existing utility plans will be
reviewed to confirm design depths.
ECG shall coordinate existing utility relocations, if any, with the affected agencies. ECG shall gather the
potholing information and existing utility relocation plan from the subsequent subtask 1.5 for coordination with
the agencies.

Perform field survey of existing median and adjacent roadway lane on both sides of the median where the
medians are noted to be reduced or modified per the RFP received from the City of Santa Clarita. Topographic
mapping will be collected in these areas which will include existing structures, trees greater than 4 inches in
diameter, curb, striping, signs, poles and visible surface features related to utilities.
Additional topographic information will be collected outside of the above described median design areas to
include curb and gutter, and striping information on both sides of the roadways where needed, in support of
striping and lane realignment design, if applicable. This extended area of mapping is not meant to support full
redesign of the roadway as a part of drainage analysis and/or re -paving and will not include mapping of surface
utilities. It is not anticipated that elevation information will be necessary in this extended mapping area.
1. Deliverables include an AutoCad drawing file of the topographic mapping. We will add a title sheet with
surveyor's notes, vicinity map, legend, and a control point listing with descriptions and coordinates for use
in construction documents.

ECG shall assess the existing pavement conditions to determine if any areas are unsuitable for saw cutting and

The first step in the process will be to meet with City staff via video conference call to review the details of the
project with a Project Kick-off Meeting. We believe it is important for the team to understand the nuances of the
project, as well as all special concerns, before proceeding. During this meeting, the technical approach
presented, and the scope will be discussed and modified as needed. The project schedule and the project
development team (PDT) will also be a major topic of discussion.

a way that they can be easily referenced during construction. It is understood that the project will be separated

A construction demolition plan shall be prepared for the project. The plan shall indicate AC pavement sawcut

ECG will complete and provide topographic survey map. The principal objective of gathering the existing
information is to be familiar with the field conditions and to observe the traffic operations.
ECG will do a complete field review to ensure errors are not missed during the design phase. ECG utilizes field
review as a tool to collect and verify information to ensure the accuracy of our plans and specifications.

and removal facilities and equipment will be clearly identified on the plans, with applicable construction notes
and schedules, to create the complete traffic signal plans. Plans shall be prepared drawn on 24 inch by 36 inch
format, with a City specified border, title block, and signature block. Final plans will be signed and stamped by
a Registered Civil Engineer.
The PS&E will instruct the contractor to furnish and install the proposed equipment. Develop plans and
specifications in sufficient detail to ensure that the installation conforms to the city's current design standards.

Prepared with the topographical mapping and the studies conducted during Task 1, ECG and its consultants
shall develop a conceptual plan showing the proposed medians, existing utilities, drainage connects, traffic

James Fallon, P.L.S is our principal surveyor. 20 With over 20 years of experience with GIS, years of

Senior Project Manager
Tracy Moriya has over 31 years of experience in management and design of traffic
engineering and transportation projects. His professional experience includes design of
transportation systems, traffic signals, Intelligent Transportation Systems (ITS), guardrail
design, CCTV video communication design, roadway and highway lighting, traffic signal
system design, signing and striping, stage construction/handling, traffic control. He is an
expert in developing design plans, as well as municipal engineering for traffic signal
systems, fiber optic interconnect, traffic control, signing and striping projects, street
lighting design street lighting design projects. Through his career, he has been involved in
over 700 traffic signal design and coordination projects, ranging from minor modification
of controller upgrades to installations /modifications of corridors with over 60 intersections.
Tracy has worked with numerous agencies including the City of Los Angeles, Los Angeles
County, Caltrans District 7, 8, & 12, Cities of Santa Monica, San Fernando, Long Beach,

Bouquet Canyon Road at Soledad Canyon Parkway -Valencia Avenue Project (Santa
Clarita, CA) - Project Manager. Mr. Moriya managed the Santa Clarita's future growth of
residential developments project at Soledad Canyon Road at Soledad Canyon Parkway -
Valencia Avenue. Plans, Specifications, and Estimates for traffic modification, a median
modification, driveway improvements, signing and striping (an additional lane to each
direction), traffic control, signing and striping, landscape architecture and irrigation and
construction support service were performed. Mr. Moriya worked closely with the City and
is very familiar with this intersection.
Lyons Avenue Medan and Street Improvement Design Project (Santa Clarita, CA) -
Project Manager. Mr. Moriya managed the preparation of Plans, Specifications and
Estimates for the Lyons Avenue Median Installation and Street Improvement Design from
I-5 northbound to Avenida Dorena. This project consists of traffic modification, median
modification (curb, gutter transitions, median landscaping and irrigation), signing and
striping, traffic control, construction support, coordination and permitting with Caltrans and
Los Angeles County Flood Control.
Traffic Modification at Seco Canyon Road and Garzota Drive (Santa Clarita, CA) -
Project Engineer. Mr. Moriya provided engineering services for the intersection of Seco
Canyon Road and Garzota Drive. The project was to convert the existing permissive signal
to a protected left -turn phasing along Seco Canyon Road and to upgrade this signalized
intersection to current City Standards. New ADA ramps were also included in the design
plans.
Traffic Modification at Decoro Drive / Grandview Drive and at Decro Drive /
Hillsborough Parkway (Santa Clarita, CA) - Project Engineer. Mr. Moriya provided
engineering services for the intersection of Decoro Drive / Grandview Drive and at Decro
Drive / Hillsborough Parkway. The project was part of a Citywide program to convert the
existing permissive signal to a protected left -turn phasing and to upgrade signalized
intersections to current City Standards. For this particular project, longer mast arms were

1. SUMMARY OF CONTRACT REQUIREMENTS
a. A contract is required for any service performed on behalf of the City of Santa Clarita
(City). Contract language will be negotiated upon acceptance of proposal and prior to
commencement of work. Work cannot begin until the contract has been fully executed
by both parties
2. SUMMARY OF INSURANCE REQUIREMENTS
a. These are the Insurance Requirements for Contractors providing services or supplies to
the City. By agreeing to perform the work or submitting a proposal, you verify that you
comply with and agree to be bound by these requirements. When Contract documents
are executed, the actual Contract language and Insurance Requirements may include
additional provisions as deemed appropriate by City's Risk Manager.
b. You should check with your Insurance advisors to verify compliance and determine if
additional coverage or limits may be needed to adequately insure your obligations
under this agreement. These are the minimum required and do not in any way
represent or imply that such coverage is sufficient to adequately cover the Contractor's
liability under this agreement. The full coverage and limits afforded under Contractor's
policies of Insurance shall be available to Buyer and these Insurance Requirements shall
not in any way act to reduce coverage that is broader or includes higher limits than
those required. The Insurance obligations under this agreement shall be: 1—all the
Insurance coverage and limits carried by or available to the Contractor; or 2—the
minimum Insurance requirements shown in this agreement, whichever is greater. Any
insurance proceeds in excess of the specified minimum limits and coverage required,
which are applicable to a given loss, shall be available to City.
c. Contractor shall furnish the City with original Certificates of Insurance including all
required amendatory endorsements and a copy of the Declarations and Endorsement
Page of the CGL policy listing all policy endorsements to City before work begins. City
reserves the right to require full -certified copies of all Insurance coverage and
endorsements.
3. INSURANCE
a. General Insurance Requirements
i. All insurance shall be primary insurance and shall name City of Santa Clarita as
an additional insured. The naming of an additional insured shall not affect any
recovery to which such additional insured would be entitled under the policy if
not named as an additional insured, and an additional insured shall not be held
liable for any premium or expense of any nature on the policy or any extension
thereof solely because they are an additional insured thereon.
ii. If the operation under this Agreement results in an increased or decreased risk
in the opinion of the City's Risk Manager, then Consultant agrees that the
minimum limits hereinabove designated shall be changed accordingly upon
written request by the Risk Manager.
iii. Consultant agrees that provisions of this Section as to maintenance of insurance
shall not be construed as limiting in any way the extent to which Consultant may
be held responsible for the payment of damages to persons or property
resulting from Consultant's activities, the activities of its subconsultants, or the
activities of any person or persons for which Consultant is otherwise
responsible.
iv. A Certificate of Insurance, and an additional insured endorsement (for general
and automobile liability), evidencing the above insurance coverage with a
company acceptable to the City's Risk Manager shall be submitted to City prior
to execution of this Agreement on behalf of the City.
v. The terms of the insurance policy or policies issued to provide the above
insurance coverage shall provide that said insurance may not be amended or
canceled by the carrier, for nonpayment of premiums otherwise, without 30
days prior written notice of amendment or cancellation to City. In the event the
said insurance is canceled, Consultant shall, prior to the cancellation date,
submit new evidence of insurance in the amounts heretofore established.
vi. All required insurance must be in effect prior to awarding this Agreement, and it
or a successor policy must be in effect for the duration of this Agreement.
Maintenance of proper insurance coverage is a material requirement of this
Agreement, and the failure to maintain and renew coverage or to provide
evidence of renewal may be treated by the City as a material breach of contract.
If Consultant, at any time during the term of this Agreement, should fail to
secure or maintain any insurance required under this Agreement, City shall be
permitted to obtain such insurance in Consultant's name at Consultant's sole
cost and expense, or may terminate this Agreement for material breach.
vii. Without limiting any other Consultant obligation regarding insurance, should
Consultant's insurance required by this Agreement be cancelled at any point
prior to expiration of the policy, Consultant must notify City within 24 hours of
receipt of notice of cancellation. Furthermore, Consultant must obtain
replacement coverage that meets all contractual requirements within 10 days of
the prior insurer's issuance of notice of cancellation. Consultant must ensure
that there is no lapse in coverage.
b. General Liability and Property Damage Insurance
i. Consultant agrees to procure and maintain general liability and property
damage insurance at its sole expense to protect against loss from liability
imposed by law for damages on account of bodily injury, including death
therefrom, and property damage, suffered or alleged to be suffered by any
person or persons whomsoever, resulting directly from any act or activities of
Consultant, its subconsultants, or any person acting for Consultant or under its
control or direction, and also to protect against loss from liability imposed by
law for damages to any property of any person caused directly or indirectly by
or from acts or activities of Consultant, or its subconsultants, or any person
acting for Consultant, or under its control or direction. Such public liability and
property damage insurance shall also provide for and protect City against
incurring any legal cost in defending claims for alleged loss. Such general
liability and property damage insurance shall be maintained in the following
minimum limits: A combined single -limit policy with coverage limits in the
amount of $1,000,000 per occurrence will be considered equivalent to the
required minimum limits.
c. Automotive Insurance
i. Consultant shall procure and maintain public liability and property damage
insurance coverage for automotive equipment with coverage limits of not less
than $1,000,000 combined single limit. If Consultant does not use automobiles
in performing its work under this Agreement, Consultant shall provide a waiver
releasing City from all liability resulting from Consultant's use of personal
vehicles under this Agreement.
d. Worker's Compensation Insurance
i. Consultant shall procure and maintain Worker's Compensation Insurance in the
amount of $1,000,000 per occurrence or as will fully comply with the laws of the
State of California and which shall indemnify, insure, and provide legal defense
for both Consultant and City against any loss, claim, or damage arising from any
injuries or occupational diseases happening to any worker employed by
Consultant in the course of carrying out this Agreement.
Waiver of Subrogation: The insurer(s) agree to waive all rights of subrogation
against City, its elected or appointed officers, officials, agents, volunteers and
employees for losses paid under the terms of the workers compensation policy
which arise from work performed by Consultant for City.
Questions and requests for modification of these terms must be negotiated and approved prior to
contract execution and are at the full discretion of the City.
