SUBJECT: ACCEPTANCE OF REAL PROPERTY OF 11.2 +/- ACRES IN THE
CITY OF SANTA CLARITA, LOS ANGELES COUNTY ASSESSORS
PARCEL NO. 3244-030-032 - VISTA CANYON DEVELOPMENT
MITIGATION

RECOMMENDED ACTION
City Council:
Accept 11.2 +/- acres of real property for the purpose of public recreational and open space
preservation, Assessor's Parcel Number 3244-030-032, adjacent to the San Francisquito
Creek (of which approximately 10.8 acres will be obligated with a conservation easement to
the California Department of Fish and Wildlife).
2. Determine that acceptance of the property is exempt from California Environmental Quality
Act on the Class 25 exemption.
3. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
On April 26, 2011, the City Council approved the Vista Canyon Project and Specific Plan
(Master Case No. 07-127), a mixed -use development consisting of 1,100 dwelling units and
950,000 square feet of commercial and office space.
As part of the Vista Canyon development requirements from the California Department of Fish
and Wildlife (CDFW), the development is to mitigate for approximately 14 acres for the
potential impact to the Santa Clara River Corridor. Vista Canyon Ranch LLC has identified 11.2
acres, located on APN 3244-030-032, in which approximately 10.8 acres will be obligated with a
conservation easement to CDFW. This property also includes a Los Angeles County trail

easement for future Cliffie Stone Trail, which provides trail connectivity to San Francisquito
Open Space, property owned by the City of Santa Clarita (City).
Vista Canyon Ranch LLC identified the off -site mitigation property and will facilitate the City's
acquisition of the property in fee for Vista Canyon. Vista Canyon Ranch LLC will pay $75,000
for the land and costs associated with the transaction. The City will then own the property in fee,
which includes a conservation easement granted to CDFW.
ENVIRONMENTAL REVIEW
The acceptance of this property is exempt as a Class 25 exemption under Sections 15325 of
CEQA. A transfer in ownership for the preservation of land as open space and a Notice of
Exemption has been prepared.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact.
