SUBJECT: MEASURE H IMPLEMENTATION GRANT - INTERIM HOUSING

RECOMMENDED ACTION
City Council:
1. Accept Measure H Implementation grant funding from the County of Los Angeles, and
increase Revenue Account 272-4621.001 by $300,000.
2. Appropriate $300,000 to Expenditure Account 11103-5161.001 to provide reimbursement for
eligible expenses to the Family Promise SCV interim housing project.
3. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
In October 2017, the City of Santa Clarita (City) was awarded grant funding from the County of
Los Angeles (County) to develop a local action plan to address homelessness as part of the
County's regional Homeless Initiative. The grant funding was used to develop the Community
Plan to Address Homelessness, utilizing feedback from key stakeholders, service providers, and
community groups.
Following the completion of the Community Plan to Address Homelessness, the City Council
Homeless Issues Ad Hoc Committee, comprised of Councilmember McLean and
Councilmember Smyth, formed the 30-member Community Task Force on Homelessness (Task
Force) in October 2018, to implement that plan.
To assist cities with implementation of their newly -developed local action plans, the County
released requests for proposals (RFPs) for Measure H grant funding in the fall of 2018. The City
submitted two proposals totaling $375,000 in requested funding to support priorities in the

Community Plan to Address Homelessness. In January 2019, the County awarded the City the
full amount requested in both proposals.
One of the grants awarded was a request for $75,000 to hire a Homeless Coordinator to help
administer the newly formed Task Force and implement the action plan. This portion of the grant
funding was appropriated by the City Council at the April 9, 2019, meeting and the coordinator
has been filled since August 2019.
The second grant for $300,000 was awarded to the City to increase local interim housing by
assisting Family Promise SCV with acquisition and development of permanent office space and
housing. After a donation of City -owned property in Newhall by the City Council at the end of
2020, the project is in the final stages of the planning process, and expected to be brought before
the Planning Commission for consideration next month.
With eligible expenses starting to be incurred by the Family Promise SCV interim housing
project, it is now recommended that the City Council appropriate the remaining $300,000 toward
the reimbursement of these expenses. Expenses thus far include entitlement fees, environmental
review fees, and plan development costs. Future planned uses for these funds will include
architecture, plan check fees, inspections fees, permit fees, impact fees and civil engineering.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund as a result of this action. The requested appropriation is
from approved Measure H grant funding from the Los Angeles County Homeless Initiative.
