SUBJECT: CANYON COUNTRY COMMUNITY CENTER - SCULPTURES

RECOMMENDED ACTION
City Council:
Approve one of the two following options:
A. Award a contract to H & E Studios in the amount of $60,000 for the public art pieces
"In the Wind," "Amongst the Wildflowers," and "Welcome Home" to be located at
the Canyon Country Community Center.
B. Award a contract to H & E Studios in the amount of $45,000 for the public art pieces
"In the Wind" and "Amongst the Wildflowers," to be located at the Canyon Country
Community Center.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
Three proposed sculptures were presented on April 13, 2021, to City Council for approval.
During the meeting City Council directed staff to work with the proposed artist team, Hiromi
Takizawa and Elijah Woolridge with H&E Design, to revise the "Vasquez Sunrise" sculpture.
City Council requested for either a butterfly or fish element to be added to represent the local
nature of the area and requested that the title for the third piece be changed, removing "Vasquez"
as that site is located outside the City of Santa Clarita.
Staff met with the H&E Design team to discuss City Council's direction and the artists have
committed to changing the name of the "Vasquez Sunrise" sculpture to "Canyon Sunrise," but
they rejected the suggestion to add additional elements to the sculpture. H&E Design believes
that adding new elements to the sculpture will compromise the artistic intention of the piece, as
its design aesthetic is simplicity.

H&E Design proposed an alternative art work to replace the proposed "Canyon Sunrise" piece.
The new proposal is attached. This art work was done as a temporary public art project at another
location, but it would be adapted in both color and by removing the lighting element and wires
seen in the photos to compliment the two other proposed sculptures.
The overview of the planning and selection process for this project began with the formation of
an Artist Selection Committee (Committee) at the Arts Commission meeting on July 9, 2020.
The Committee developed a Call for Artist for three public art sculptures to be installed along the
walking paths at the new Canyon County Community Center (C4).
The Committee includes the following members:
• Arts Commissioner, Dr. Michael Millar
• Arts Expert, Patsy Cox, Professor of Visual Art, California State University Northridge
and President of the National Council on Education for the Ceramic Arts
• Professional Art Administrator, Rebecca Ehemann, Interim Arts Manager, City of West
Hollywood
• Local Professional Artist, Diana Kado, Owner, Kado Graphics and Board Member of
Forge Ahead Arts
• Community Member, Reine River, Instructor, Ceramic Artist Studio, Inc., Artist
The Call for Artist was opened for 30 days and requested three original art pieces to reflect a
connection to C4 and the surrounding community. The Committee reviewed 126 submissions
and conducted interviews for the four semi-finalists. The Committee selected three art pieces by
artist team Hiromi Takizawa and Elijah Wooldridge with H&E Design. The Arts Commission
approved the Committee's recommendation at their meeting on February 11, 2021, and directed
staff to present the proposed pieces to the City Council.

FISCAL IMPACT
Adequate funds were appropriated as part of the Fiscal Year 2020-21 budget to expenditure
account A3002602-5161.001 (Canyon Country Community Center Public Art).

"In the Wind", "Amongst the Wildflowers" and "Welcome Home"
Each piece is inspired by Santa Clarita's surroundings and inhabitants, including the Western
Scrub -Jay, wildflowers, and the beautiful open sky. The goal is to combine art, local nature, and
the community to bring a sense of comfort and familiarity to the viewer while also allowing one
to gaze and wonder. The sculptures will form connections with people of all ages in the
surrounding community. Each piece will be made from steel and have low maintenance.
PROPOSED NEW ART PIECE
"Welcome Home"
The sculpture will be customized and resized to fit the cement pad base and be similar scale to
the other two pieces. The neon lights inside the houses will be removed, so the wires seen in
the photos will not be there. The color of the houses will have a mirror-like finish reflecting the
Santa Clarita sky. "Welcome Home" is intended to portray comfort and community while also
celebrating the airiness that H&E is drawn to when we think of Santa Clarita.

MAINTENANCE PLAN
• Cleaning: Wash down the sculpture with water and rinse. You may use a mild soap as
needed. A clean, soft towel can then be used to dry any water spots.
• Graffiti can be removed from a biodegradable graffiti cleaning spray or wipe. An anti -
graffiti coating will be applied to the sculpture.
• Sprinkler system will be directed away from the sculpture to minimize exposure to water.
