BACKGROUND
Since the approval of the Santa Clarita 2020 strategic plan, the City of Santa Clarita (City) has
made significant progress in finding ways to utilize its vast fiber-optic network (FON) to
promote and facilitate high-speed Internet access to local businesses. Key milestones in this
endeavor include securing a middle-mile dark fiber connection from Santa Clarita to Downtown
Los Angeles, and the procurement of high-capacity fiber equipment.
By getting Santa Clarita connected to a major data center and Internet exchange, the City has
significantly reduced barriers to entry for a number of potential Internet Service Providers (ISP).
BAI Connect is among the first ISP
ability to service the local business community. BAI Connect is a newly merged company
formed by Bel Air Internet (BAI) and Aerio Connect. BAI has been one of the most reliable
14 years.

City staff recommends entering into a three-year agreement whereby the City would provide
lit transport service of 10 Gbps to BAI Connect. This transport service will
active, also known as ,fiber equipment to enable
FON to Downtown Los Angeles and access the resources it will need to provide robust Internet
service to businesses in Santa Clarita. The agreement will generate revenues of $116,400 to the
City over three years; but more importantly, it will enable BAI Connect to increase its ability to
service more local businesses with high-speed Internet.
As part of this agreement, BAI Connect will utilize space within and atop The Cube Ice and
Entertainment Center to service more local businesses with reliable and wireless high-speed
Internet service. If approved, the City and BAI Connect anticipate the configuration and
utilization of the transport service to begin during the summer.
ALTERNATIVE ACTION

FISCAL IMPACT
Approval of the recommended actions will increase FY 2020-21 revenue account 100-4312.008
by $30,000, and $28,800 each year of three-year contract.
