CONTRACT AMENDMENT AND AWARD FOR POOL

RECOMMENDED ACTION
City Council:
1. Ratify one amendment made to the exisiting pool chemical contract with Waterline
Technologies, Inc., for Fiscal Year (FY) 2020-21.
2. Award a contract for HASA, Inc., for pool chemicals for an initial term of one year for FY
2021-22, with the option of two additional annual renewals, in an amount not to exceed
$152,835 annually, plus a 10 percent contingency in the amount of $15,284, and Consumer
Price Index (CPI) adjustments.
3. Appropriate ongoing funding in the amount of $56,068 from General Fund balance (Fund
100) to the Aquatics Expenditure Account 15104-5161.001 beginning in FY 2021-22.
4. Authorize the City Manager, or designee, to modify the award in the event issues of
impossibility of performance arise, subject to the City Attorney approval. Authorize City
Manager, or designee, to execute all documents, subject to City Attorney approval, and
execute two renewals at an annual cost not to exceed $168,119, plus the cost of any CPI
increases.
BACKGROUND
The City of Santa Clarita (City) operates and programs six aquatic facilities, which include five
community pools and the Aquatic Center. In order to safely and legally operate these facilities,
various chemicals are required by the Los Angeles County Department of Public Health
(LACDPH) to maintain proper water balance and to meet sanitation standards and requirements.

During the COVID-19 global pandemic, while other local and regional aquatic facilities closed
their doors, City pools not only continued to operate, but hours of operation were expanded to

In April 2021, the City Purchasing Division, in coordination with the Recreation and Community
Services Department, issued an Invitation for Bid for the supply of pool chemicals for all City
pools for FY 2021-22. The bid was publicly advertised on BidNet on April 29, 2021, and was
sent to 234 vendors. The bid was downloaded by 10 vendors and responded to by 1 vendor.
Purchasing opened bids on April 29, 2021, and closed on May 31, 2021, with the following
results:

Staff has determined awarding to a single vendor will provide for the timely delivery of all
necessary pool chemicals and is consistent with our Aquatics operational best management
practices.

FISCAL IMPACT
The request for an ongoing expenditure budget in the Aquatics expenditure account 15104 for
$56,068 will be appropriated in Fiscal Year 2021-22 to support the recommended actions.
