PROGRAM (LCTOP) GRANT FUNDS AND AMEND THE MV
TRANSPORTATION CONTRACT

RECOMMENDED ACTION
City Council:
Appropriate $326,853 in Low Carbon Transit Operations Program grant funds to local bus
services expenditure account number 12400-5161.016 for Fiscal Year 2021-22.
2. Amend the contract between the City of Santa Clarita and MV Transportation to increase the
not -to -exceed contract amount by $429,202 for the provision of on -demand micro transit
service, and authorize the City Manager or designee to execute amendments to the
agreement, subject to City Attorney Approval.
BACKGROUND
On March 2, 2020, the City of Santa Clarita (City) began operating the Go Santa Clarita! on -
demand service. Go Santa Clarita! same day, on demand service is similar to Uber and Lyft. Due
to the COVID pandemic, the service was suspended in late March 2020. In August 2020, the
City was awarded $326,853 in Low Carbon Transit Operations Program (LCTOP) grant funding.
LCTOP provides operating and capital assistance for transit agencies to reduce greenhouse gas
emissions and improve mobility within their communities. As outlined in the City's grant
application, these grant funds will be used to expand the Go Santa Clarita! service area to include
downtown Newhall, Needham Ranch, CalArts, and College of the Canyons. The City also
received approval from Caltrans to reallocate $102,349 in previously awarded and appropriated
LCTOP funding to the operation of the Go Santa Clarita! service.
On February 15, 2021, the Go Santa Clarita! service was relaunched using updated software that
allows riders to schedule a same -day trip using a smart phone. For riders without access to a

smart phone or who would prefer to speak with a person, the Transit Customer Service Center
has the ability to book trips over the phone during regular service hours.
The Go Santa Clarita! shared ride service provides curb -to -curb service within the designated
service area, as well as to neighboring traffic generators and transfer locations. The goal of this
service expansion is to provide transit services in areas not currently served by Santa Clarita
Transit fixed route. It also provides first-mile/last-mile travel connectivity for riders traveling
outside the on -demand service area, allowing them to make convenient connections to the local
fixed route, commuter bus, and Metrolink rail services.
The expanded service will be supported by an extensive marketing and educational campaign to
inform residents of the new service and how it works.

Other action as determined by City Council.
FISCAL IMPACT
This action will not impact the General Fund. The Low Carbon Transit Operations Program
grant funds awarded to the City may only be used to fund the City's micro transit program.
