SUBJECT: APPROVAL OF FINAL TRACT MAP, ACCEPTANCE OF OFFERS
OF DEDICATION, REJECTION OF IRREVOCABLE OFFER OF
DEDICATION AND ABANDONMENT OF EASEMENTS FOR
TRACT NO. 60922-03 (SKYLINE RANCH)

RECOMMENDED ACTION
City Council:
1. Approve the Final Tract Map for Tract No. 60922-03.
2. Accept the following on behalf of the public: (1) the offer of dedication and grant of
easements for public use and road purposes; (2) the right to restrict or prohibit direct
vehicular ingress and egress to Stratus Street; (3) the easements for covered storm drain
appurtenant structures and ingress and egress purposes; (4) the easements for sanitary sewer
and sanitary sewer ingress and egress purposes; (5) all sanitary sewers and appurtenant
structures; (6) the easement for sight distance purposes; and (7) the right to restrict or
prohibit any and all allowable uses within areas designated as open space.
3. Reject the irrevocable offer of dedication and grant in fee simple all of Lots 106 and 107 for
flood control purposes.
4. Authorize the City Manager or designee to rescind the rejection and accept the offer of
dedication and grant in fee simple all of Lots 106 and 107 when construction improvements
are completed to the satisfaction of the Director of Public Works.
5. Abandon the existing airspace easements for visibility purposes as shown on recorded Tract
No. 60922-01 _
6. Authorize the City Manager or designee to rescind the rejection and accept the offers of
dedication and grant in fee simple all of Lots 295, 296, 297, 298, and 299 shown on Tract

No. 60922-02 and all of Lot 261 shown on Tract No. 60922-04 when construction
improvements are completed to the satisfaction of the Director of Public Works.
7. Make findings as follows: this project is consistent with the provisions of Sections 66474 and
66474.1 of the Subdivision Map Act and should be approved.
8. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of the Final Tract Map for Tract No. 60922-03, which indicates all special
assessments levied by the City of Santa Clarita are paid.
9. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Final Tract
Map for Tract No. 60922-03, which embodies the approval of said map, the acceptance of the
dedications shown thereon, the rejection of the irrevocable offer of dedication shown thereon,
and the abandonment of the easements described thereon.
10. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of the Final
Tract Map for Tract No. 60922-03, which provides for verification that the map is technically
correct.
11. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Final
Tract Map for Tract No. 60922-03, which provides for verification of substantial
conformance with the Tentative Tract Map and all provisions of local ordinances and state
laws applicable at the time of approval.
BACKGROUND
The Final Tract Map for Tract No. 60922-03, a location map exhibit of which is attached hereto,
has been reviewed by staff and found to be in substantial conformance with the principles and
standards required by the Unified Development Code and State Subdivision Map Act. Vesting
Tentative Tract Map No. 60922 for the Skyline Ranch project was originally approved by the
Los Angeles County Board of Supervisors on December 7, 2010, as a part of County Project No.
04-075-(5). This area was subsequently annexed to the City of Santa Clarita (City) on
November 15, 2018. The Final Tract Map for Tract No. 60922-03 consists of a subdivision of
27.5 acres into 108 lots that will include 100 single-family residential units with private streets
and a fire lane. The subject property is located in the Skyline Ranch community southeast of
Stratus Street.
Lots 106 and 107, shown on the attached location map exhibit, will be developed into debris
basins for flood control purposes and will be owned in fee by the Los Angeles County Flood
Control District (LACFCD) after the storm drain improvements are constructed. The City is
rejecting the irrevocable offer of dedication on this map to limit liability during construction.
Following construction, the fee ownership will be accepted by the City and then quitclaimed to
the LACFCD as part of the storm drain transfer process.
Existing easements for visibility purposes were dedicated on the recorded Final Tract Map for
Tract No. 60922-01 and are located within the limits of the Final Tract Map for Tract No. 60922-
03. The previously dedicated easements are being abandoned and new easements for sight

distance purposes are being dedicated as shown on the attached Easement Abandonment Exhibit.
The easements are being changed due to minor modifications to the site layout.
The Final Tract Map for Tract No. 60922-02 was approved by the City Council on October 27,
2020. This map includes Lots 295, 296, 297, 298, and 299, and they are shown on the attached
Flood Control Debris Basin Lots for TR60922-02 exhibit. The Final Tract Map for Tract No.
60922-04 was approved by the City Council on April 28, 2020. This map includes Lot 261, and
it is shown on the attached Flood Control Debris Basin Lots for TR60922-04 exhibit. The lots
were irrevocably offered by the subdivider in fee to the City and rejected by the City on the map.
These lots will be developed into debris basins for flood control purposes. After storm drain and
debris basin improvements are constructed, the City will rescind the rejection and accept the
irrevocable offer of dedication. After acceptance by the City, the storm drain improvements and
fee ownership of the lots will be quitclaimed to the LACFCD as part of the storm drain transfer
process.
The Final Tract Map was reviewed to the satisfaction of the City Surveyor and the City Engineer
and found to be in substantial conformance with the previously approved Tentative Tract Map.
The conditions of approval established by the County of Los Angeles and adopted by the City
were met and fees have been and/or will be paid as indicated on the attached Fact Sheet.
Therefore, the Final Tract Map is ready for City Council approval and acceptance of the
dedications, rejection, and abandonment described thereon.
The project developer, Tri Pointe IE-SD, Inc., is preparing an Open Space Management Plan
(Plan) for the open space dedicated to the City. The Plan is subject to the review and approval of
the Director of Recreation and Community Services. Upon staff review, the developer has agreed
to form an assessment district to fund the ongoing maintenance of the open space, if necessary.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final map if it was previously approved as a tentative map for the proposed
subdivision, and if it finds the final map is in substantial compliance with the previously
approved tentative map.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The additional width of the public street shown on the Final Tract Map for Tract No. 60922-03
will be constructed by the developer. The maintenance of this additional pavement will have a
minimal impact to the City's street maintenance budget.

Owner: Tri Pointe Homes IE-SD, Inc., a California Corporation, formerly known as
Pardee Homes, a California Corporation
Trails/Paseos: No new trails are being dedicated to the City by this map.
B&T Fees: All applicable Bridge and Thoroughfare (B&T) Fee(s) will be satisfied by
bonding for and construction of Skyline Ranch Road as authorized by the
County of Los Angeles prior to annexation.
Transit Fees: The Transit Fee obligation was satisfied with the County of Los Angeles prior
to map recordation.
Quimby Fees: The Quimby Fee obligation was satisfied with the County of Los Angeles
prior to map recordation.
School Fees: All applicable School fee(s) will be paid prior to issuance of building permits.
