HomeMy WebLinkAbout2021-07-13 - AGENDA REPORTS - ESTABLISH NO PARKING AND STOPPING PINE ST (2)19 Agenda Item: 19 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: July 13, 2021 SUBJECT: ESTABLISH A NO OVERNIGHT PARKING ZONE ON THE WEST AND EAST SIDE OF PINE STREET AND A NO STOPPING ANY TIME ZONE ON THE WEST SIDE OF PINE STREET DEPARTMENT: Public Works PRESENTER: Joel Bareng RECOMMENDED ACTION City Council: Adopt a resolution to establish a 470-foot No Overnight Parking zone on the west side of Pine Street, south of Newhall Avenue; a 3,405-foot No Overnight Parking zone on the east side of Pine Street, south of Newhall Avenue; and a 2,885-foot No Stopping Any Time zone on the west side of Pine Street, south of Newhall Avenue. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) has been made aware of several parking and safety concerns from businesses along Pine Street regarding vehicles, including recreation vehicles (RVs), being stored and/or abandoned along the roadway. Pine Street is a two-lane roadway that narrows significantly south of Newhall Avenue. City staff conducted a field investigation and observed several RVs parked overnight on the east side of the street that remained present throughout the following day. Parked RVs encroach onto the roadway, hinder visibility for motorists exiting driveways, and impact business parking along Pine Street. During the field investigation, staff observed that vehicles are also parking on the west side of the street, impeding the travel lane, as shoulders are not present. Parked vehicles on the west side of the roadway can delay or prevent emergency vehicle response and make it challenging for larger vehicles to navigate this section of the roadway. Page 1 I Packet Pg. 211 it'] Pine Street was constructed by the County of Los Angeles and incorporated into the City in 1987. As such, the road was not constructed to current standards for an industrial or commercial collector roadway and lacks sufficient road width to accommodate parking on both sides of the roadway. A minimum of 20 feet clearance is needed for emergency vehicles to gain access and stage during an incident. Pine Street does not provide the 20-foot clearance, and staff is recommending the removal of parking on the west side of the roadway. Businesses along Pine Street have been notified and are in support of staff s recommendation to establish No Overnight Parking zones and a No Stopping Any Time zone along the following segments of Pine Street in order to improve traffic safety and circulation (see Exhibit B): No Overnight Parking Zones • West side of Pine Street from 145 feet south of Newhall Avenue to 615 feet southerly. • East side of Pine Street from 95 feet south of Newhall Avenue to 3,405 feet southerly. No Stopping Zone • West side of Pine Street from 615 feet south of Newhall Avenue to 2,885 feet southerly. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds are available in Street Maintenance expenditure account 14504-5141.008 to support the recommended action. ATTACHMENTS Resolution Exhibit A Exhibit B Page 2 Packet Pg. 212 19.a RESOLUTION NO. 2 1 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH A 2,885-FOOT NO STOPPING ANYTIME ZONE ALONG THE WEST SIDE OF PINE STREET, A 470-FOOT NO OVERNIGHT PARKING ZONE ALONG THE WEST SIDE OF PINE STREET, AND A 95-FEET NO OVERNIGHT PARKING ZONE ALONG THE EAST SIDE OF PINE STREET, SOUTH OF NEWHALL AVENUE. WHEREAS, Section 22507 of the California Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways, or portions thereof during certain or all hours of the day; WHEREAS, a request was made to establish a No Overnight Parking zone along the east side of Pine Street, south of Newhall Avenue; and WHEREAS, staff determined establishing a No Overnight Parking zone along the east and west side of Pine Street, south of Newhall Avenue and a No Stopping Any Time zone on the west side of Pine Street will improve circulation of vehicles through Pine Street. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. That a 470-foot No Overnight Parking zone along the west side of Pine Street, beginning 145 feet south of Newhall Avenue, a 3,405-foot No Overnight Parking zone on the east side of Pine Street, beginning 95 feet south of Newhall Avenue, and a 2,885-foot No Stopping Anytime zone along the west side of Pine Street, beginning 615 feet south of Newhall Avenue, shall be established. SECTION 2. That staff shall install the necessary signs to effect this resolution. SECTION 3. The City Clerk shall certify to the adoption of this resolution.
