EMERGENCY SERVICES TO OBTAIN FINANCIAL ASSISTANCE
RELATING TO DISASTERS

RECOMMENDED ACTION
City Council adopt a resolution authorizing the City Manager and designees as approved agents
and authorize staff to provide the s Office of Emergency Services with a
certified copy of the resolution.
BACKGROUND
This resolution authorizes City Council to designate approved agents every three years to
execute and file an application with the California Governor's Office of Emergency Services (Cal
OES) as required by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of
1988.
According to Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and
Emergency Assistance Act of 1988, it is required that the City Council designate an approved
agent every three years to execute and file the application to the Cal OES to obtain certain
federal and/or state financial assistance.
The Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 constitutes the
statutory authority for most federal disaster response activities, especially as they pertain to the
Federal Emergency Management Agency (FEMA) and FEMA programs. This universal
resolution is not disaster-specific and will be kept on file by Cal OES for a period of three years.
The City of Santa Clarita agents designated by title include the City Manager, the Assistant City
Manager, and the Director of Neighborhood Services.

A Designation of Applicant’s Agent Resolution for Non-State Agencies is required of all Applicants to be eligible to
receive funding. A new resolution must be submitted if a previously submitted Resolution is older than three (3) years
from the last date of approval, is invalid or has not been submitted.

Resolution Section:
Governing Body: Thisisthe groupresponsibleforappointingandapprovingtheAuthorized Agents.
Examplesinclude: BoardofDirectors,CityCouncil,BoardofSupervisors,Board of Education, etc.
Name of Applicant:The public entity established under the laws of the State of California. Examples include: School
District, Office of Education, City, County or Non-profit agencythat hasapplied forthegrant, such as: CityofSan Diego,
SacramentoCounty, Burbank Unified School District, Napa County Office of Education, University Southern California.
Authorized Agent: Thesearetheindividualsthat areauthorizedbytheGoverningBodytoengagewith the Federal Emergency
Management Agency andthe Governor’s Office of Emergency ServicesregardinggrantsappliedforbytheApplicant. Thereare
twowaysofcompletingthissection:
1.Titles Only: IftheGoverningBodysochooses,thetitlesoftheAuthorizedAgentswouldbe enteredhere,not
theirnames.Thisallowsthedocumenttoremainvalid(for 3 years)ifanAuthorizedAgent leavestheposition
andisreplacedbyanotherindividual in the same title.If“Titles Only”isthechosenmethod,this document
mustbeaccompaniedbya coverletter namingtheAuthorizedAgentsbyname and title. Thiscoverletter can
be completedbyanyauthorizedpersonwithintheagencyanddoesnotrequirethe Governing Body’ssignature.
2.NamesandTitles: IftheGoverningBodysochooses,thenamesandtitles oftheAuthorizedAgents wouldbe
listed.AnewCal OESForm130will be required ifanyofthe AuthorizedAgentsare replaced, leave theposition
listed onthedocument or their title changes.
Governing BodyRepresentative: Thesearethenamesandtitles oftheapprovingBoardMembers.
Examples include: ChairmanoftheBoard,Director,Superintendent,etc. The names and titles cannotbeone of the
designated Authorized Agents, and a minimum of two or moreapproving board members need to be listed.

Secretary to the Board and the City Manager is to be listed as an Authorized Agent, then the same person holding the
Secretary position would sign the document as Secretary to the Board (not City Manager) toeliminate “Self
Certification.”
