VOTING DELEGATES FOR THE CALIFORNIA JOINT POWERS
AUTHORITY BOARD OF DIRECTORS

RECOMMENDED ACTION
City Council appoint a voting delegate and designate the City Manager, Clerk and Contract
Services Manager, and Purchasing and Risk Administrator as the alternate voting delegates to the
California Joint Powers Authority Board of Directors.
BACKGROUND
June 22, 2021, the City of Santa Clarita (City) City Council adopted resolutions to join the
California Joint Powers Authority (CJPIA) self-insurance and risk pool. The CJPIA was
established in 1978 for the purpose of providing liability protection for its members. Members
take an active role in determining the programs and services provided by the CJPIA, which are
aimed at providing comprehensive and economical protection to its members from financial loss,
reducing the amount and frequency of their losses, and decreasing the cost incurred in the
handling and litigation of claims.
The CJPIA asks members to designate one voting delegate and at least one alternate to its Board
governing body. The voting delegate must be a member of the governing body and the alternate
may be designated from either the governing body or from staff. In addition to the City
Manager, the recommended action also includes designating both the Clerk and Contract
Services Manager and Purchasing and Risk Administrator in their roles as Risk Manager and
Risk Administrator, respectively, as alternates.
Responsibilities of the Board, which convenes annually, include approving amendments to the
bylaws and joint powers agreement, electing members to the Executive Committee, and
providing comment for the consideration of new members to the CJPIA. In addition, reports of

the affairs of the CJPIA are considered, and any other business may be transacted which is
within the powers of the Board. The 2021 Board meeting is scheduled to take place October 7,
2021, in San Diego.

Other action, as determined by the City Council.
FISCAL IMPACT
California JPIA Board of Directors will require no additional resources beyond those identified
in the Fiscal Year 2021-22 adopted budget.
