RECOMMENDED ACTION
City Council conduct a public hearing and approve a third Substantial Amendment and funding
recommendations to the 2020-21 Annual Action Plan for the Community Development Block
Grant to include appropriations of the 2020-21 CDBG Entitlement Program savings for
$396,485.55 to P4023203-516101 and the 2020-21 CDBG-CV Program savings for $461,821.49
to 2033315-516101.
BACKGROUND
Each year, the City of Santa Clarita (City) receives approximately $1.4 million in Community
Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban
Development (HUD). In March 2020, through the Coronavirus Aid, Relief and Economic
Security (CARES) Act, the City received an initial allocation of $855,759 in CDBG funds to be
used for activities which present, prepare for, and respond to the Coronavirus (CDBG-CV1). In
November 2020, the City was awarded another allocation of $1,396,245 in CARES Act funds
(CDBG-CV3).
In order to receive CDBG and CDBG-CV (1 and 3) funds, the City is required to submit a
Consolidated Plan (Con Plan) at least every five years. The current Con Plan addresses the five-
year period of 2019-20 to 2023-24 and was adopted by the City Council on April 23, 2019. On
June 27, 2020, the City Council approved a Substantial Amendment to the Con Plan, adding a
fifth priority related to the COVID-19 pandemic. The current Con Plan priorities are:
o Improve, Maintain, and Expand Affordable Housing
o Provide Supportive Human Services
o Improve and Expand Facilities and Infrastructure
o Provide Timely Assistance to Those Impacted by the COVID-19 Pandemic

o Planning and Administration
The City is also required to submit an Annual Action Plan (AAP) which outlines the specific
ways the CDBG and CDBG-CV funds will be spent. The AAP contains service goals and an
explanation of how the activities proposed will meet the priorities in the Con Plan. If changes are
made to an AAP after adoption, those changes must be made through a Substantial Amendment.
The City has recently identified $396,485.55 in 2020-21 CDBG Entitlement Program savings
and $461,821.49 in CDBG-CV1 savings. In order to make these funds available, a third
Substantial Amendment to the 2020-21 AAP is being proposed, which will allocate the identified
savings to two programs already funded.
West Creek Park Inclusionary Project
Additional funding in the amount of $396,485.55 from the 2020-21 CDBG Entitlement Program
savings is being provided to expand the design of this project, which will allow for additional
consideration at a subsequent meeting. With this additional funding, the total project budget will
be $1,470,274.55.
CV Public Services
The total CBDG-CV1 savings balance of $461,821.49 is being recommended to be earmarked
for Public Services that will help fund the prevention, preparation, and response to COVID-19.
City staff is currently vetting all options for the best use of these funds, and will provide a
recommendation to the City Council at a future date for their consideration. With the additional
savings, the total funding available for CV Public Services is $1,420,164.49.
The current 2021-22 AAP ice, Suite 120, and the
Third Substantial Amendment to the 2020-21 AAP is attached.
ALTERNATIVE ACTION
Other action as directed by City Council.
FISCAL IMPACT
All programs recommended for funding will utilize CDBG funds provided by HUD. There will
be no impact to the General Fund.

A DRAFT SUBSTANTIAL AMENDMENT TO THE
2020-21 ANNUAL ACTION PLAN
City of Santa Clarita City Council Meeting
Notice is hereby given that the City of Santa Clarita (City) will conduct a public hearing
for a draft Substantial Amendment (Amendment) to 2020-2021 Annual Action Plan
(Plan) on Tuesday, September 28, 2021, at or after 6:00 p.m., in the Council Chambers at
Santa Clarita City Hall, 23920 Valencia Boulevard, Santa Clarita, California, 91355. The
draft Amendment to the 2020-2021 Plan includes financial and programmatic
information on the number, type, and funding of programs and activities to be undertaken
with federal Community Development Block Grant (CDBG) funds. Citizens are
encouraged to participate and provide comments on this item by attending the public
hearing.
The draft Amendment to the 2020-2021 Plan identifies a total of up to $396,486 in 2020-
2021 CDBG Entitlement Program savings and $461,821 in 2020-2021 CDBG-CV
Program savings.
The City invites public comment regarding the draft documents during the thirty (30) day
public comment period, which begins August 24, 2021. The draft documents will be
available www.santa-clarita.com/housing, and during
normal business hours at the office of the City Clerk, Santa Clarita City Hall, 23920
Valencia Blvd, Suite 120, Santa Clarita, CA 91355. Comments may be emailed to
dplazo@santa-clarita.com, or submitted in person or by U.S. Mail to Donya Plazo, City
of Santa Clarita, 23920 Valencia Boulevard, Santa Clarita, CA 91355. Written comments
must be received by September 24, 2021, at 5:00 p.m.

THIRD SUBSTANTIAL AMENDMENT
to the
CITY OF SANTA CLARITA
2020-2021ANNUAL ACTION PLAN
The City of Santa Clarita(City) is an Entitlement Jurisdiction for Community Development Block Grant (CDBG) Entitlement
funds from the Department of Housing and Urban Development (HUD). Annually,the City receives approximately 1.4
million dollarsin Entitlement funds to provideprograms and services to the low-and moderate-income residents of the City.
On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Act identified
additional funding for the CDBG program specifically to allow jurisdictions to prevent, prepare for, and respond to the
community impacts of the Coronavirus pandemic(CDBG-CV).HUD allocateda portionof the CDBG-CV funds immediately
and allocatedadditional CDBG-CV fundslater in the year.
The City received$855,759in the first allocation of CDBG-CV funds (CV1). On June 27, 2020, theCity Council approved
the first Substantial Amendment (Amendment) tothe FY 2020-2021Action Plan, which included changes to theCitizen
Participation Plan and the allocation ofthe CV1fundsfor a variety of programsto prevent, prepare for, and respond to
Coronavirus.In September 2020, the City was notified of an additional allocation of $1,396,245in CDBG-CV funds (CV3).
On May 11, 2021, the City Council approved the second Amendment to the FY 2020-2021 Action Plan, allocating the CV3
funds.
The City has recently identified $396,485.55 in 2020-2021 Entitlement funds savings and $461,821.49 in CV1 fundssavings.
This third Amendmentto the 2020-2021 Action Planproposes to allocate the identified savingsto programs already funded,
as shown below:
West Creek Park Inclusionary Project
CDBG Entitlement Capital funds to assist in the creation of an inclusionary playground on the west side of the City.
Current Funding: $1,073,789
Proposed Additional Funding: $396,485.55(2020-2021 Entitlement fund savings)
Total Cumulative Allocation: $1,470,274.55
CV Public Services
