SUBJECT: APPROVAL OF FINAL TRACT MAP, ACCEPTANCE, AND
REJECTION OF OFFERS OF DEDICATION, AND ABANDONMENT
OF EASEMENT FOR TRACT NO. 50283-03 (NEEDHAM RANCH,
PHASE 2)

RECOMMENDED ACTION
City Council:
1. Approve the Final Tract Map for Tract No. 50283-03.
2. Accept on behalf of the public the offer of dedication: (1) the easement for public use and
road purposes; (2) the easement for sidewalk purposes; (3) the easement for sight distance
purposes; (4) all sanitary sewers and appurtenant structures; (5) the easements for covered
storm drain, appurtenant structures, ingress and egress purposes; (6) the right to prohibit any
and all allowable uses within open space; and (7) the right to restrict direct vehicular ingress
and egress to Needham Ranch Parkway.
3. Reject the irrevocable offer of dedication and grant in fee simple all of Lot 17 for open space
purposes.
4. Authorize the City Manager or designee to endorse the Owner's Statement on the face of the
Final Tract Map for Tract No. 50283-03.
5. Authorize the City Clerk to accept offsite dedications of easements for public use and road
purposes and storm drain ingress and egress purposes.
6. Make findings as follows: this project is consistent with the provisions of Sections 66474 and
66474.1 of the Subdivision Map Act and should be approved.
7. Instruct the Director of Administrative Services to endorse the Special Assessment Statement

on the face of the Final Tract Map for Tract No. 50283-03, which indicates all special
assessments levied by the City of Santa Clarita are paid.
8. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Final Tract
Map for Tract No. 50283-03, which embodies the approval of said map, the acceptance of the
dedications shown thereon, and the abandonment of the easement described thereon.
9. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of the Final
Tract Map for Tract No. 50283-03, which provides for verification that the map is technically
correct.
10. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Final
Tract Map for Tract No. 50283-03, which provides for verification of substantial
conformance with the Tentative Tract Map and all provisions of local ordinances and state
laws applicable at the time of approval.
11. Authorize the City Manager or designee to grant utility easements along the northwest side of
Lot 17 (open space) adjacent to Newhall Avenue, as necessary, due to the construction of
road improvements.
BACKGROUND
The Final Tract Map for Tract No. 50283-03, a location map exhibit of which is attached hereto,
has been reviewed by staff and found to be in substantial conformance with the principles and
standards required by the Unified Development Code and State Subdivision Map Act. The
Needham Ranch project was originally approved by the City Council on June 24, 2003, as part of
Master Case 99-264, including the certification of the Environmental Impact Report prepared for
the project, along with the following entitlements: Tentative Tract Map 50283; the Development
Agreement; General Plan Amendment; Zone Change; Conditional Use Permit; Hillside Review;
and Oak Tree Permit. The project was also approved as Tentative Tract No. 50283 by Planning
on January 18, 2017. The Final Tract Map for Tract No. 50283-03 consists of a subdivision of
110.66 acres into 17 lots, including 6 open space lots, 10 industrial/commercial lots, and 1 lot
being offered to the City of Santa Clarita (City) in fee simple for open space purposes. The
subject property is located west of Sierra Highway, south of Newhall Avenue.
Lot 17, shown on the attached location map exhibit, will remain as a natural open space and this
map includes an irrevocable offer of dedication by the subdivider. The City will consider the
acceptance of Lot 17 (along with the acceptance Lot 24 described below) after an environmental
review is completed.
The approval of the Final Tract Map for Tract No. 50283-03 will authorize the City Manager or
designee to sign the Owner's Statement for the small portion (0.23 acres) of the City -owned
Pioneer Oil Refinery site, which is needed to fully construct Needham Ranch Parkway per
approved project plans. The developer, in connection with this approval, will dedicate 2.8 acres
of open space, located adjacent to and south of the Pioneer Oil Refinery site, as described in the
attached letter from Trammell Crow Company. The location of Lot 24 is shown on the attached
location map exhibit.

The Final Tract Map was reviewed to the satisfaction of the City Engineer and the City Surveyor
and found to be in substantial conformance with the previously approved tentative tract map. The
conditions of approval established by the City were also met and fees have been and/or will be
paid as indicated on the attached Fact Sheet. Therefore, the Final Tract Map, including
acceptance of dedications, rejection of irrevocable offer of dedication, and abandonment of
easement, is ready for City Council approval.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final map if it was previously approved as a tentative map for the proposed
subdivision, and if it finds the final map is in substantial compliance with the previously
approved tentative map.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act for recommended action items 1 through 10. With respect to recommended
action item number 11, other actions as determined by the City Council may be considered.
FISCAL IMPACT
Right-of-way for Needham Ranch Parkway and additional right-of-way for Newhall Avenue for
a bus stop, as shown on the Final Tract Map for Tract No. 50283-03, will be dedicated to the
City. The maintenance of the additional pavement will have minimal impact on the City's street
maintenance budget. All applicable Bridge and Thoroughfare fees have been paid.

Dear Mr. Pickett,
With specific regard to a portion of land, being a part of the Pioneer Oil Refinery, provided for the creation and
construction of Needham Ranch Parkway, Trammell Crow Co. agrees to dedicate all of lot 24 to the City of Santa Clarita,
as shown on the Lot Dedication Exhibit "D-1", attached to the Fourth Minor Change to the Development Agreement,
dated June 8, 2020. The offer of dedication should occur at such time when the CITY is ready to accept, but no later than
the recordation of the parent map, TR 50283. This will be accomplished by dedicating Lot 7 of the parent map, TR 50283
to the City of Santa Clarita.
