CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: 1 DATE: October 26, 2021 SUBJECT: RESOLUTION APPROVING THE BLANKET AUTHORITY TO FILE APPLICATIONS AND ADMINISTER ANY AND ALL GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING PROJECTS AND PROGRAMS DEPARTMENT: Recreation and Community Services PRESENTER: Janine Prado RECOMMENDED ACTION City Council: 1. Adopt a resolution authorizing City Manager or designee to file applications and administer any and all Measure A funded projects. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND In 1992 and 1996, Los Angeles voters approved two local parks funding measures referred to as Proposition A. Both have expired as of 2015 and 2019 respectively. The 1992 proposition created the Regional Park and Open Space District (RPOSD) to administer the generated funding for the region's parks, beaches, open spaces, and natural areas. Before Proposition A expired, Los Angeles County launched a Countywide Parks and Recreation Needs Assessment (Assessment) to determine park needs. The Assessment established boundaries of 188 Study Areas in the county and determined the level of park needs in each area. Since the expiration of the two propositions, the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016 (Measure A) was passed by Los Angeles County resulting in an annual parcel tax of 1.5 cents per square foot of improved property. Unlike Proposition A, Measure A does not have a sunset date. Page 1 Packet Pg. 63 The goals of Measure A are to provide funds to improve the quality of life through the RPOSD by preserving and protecting parks, safe places to play, community recreation facilities, beaches, rivers, open spaces, water conservation, youth and veteran career development, and the urban tree canopy. The generated funds are disbursed either by a formula -based allocation per -capita to the 188 Study Areas or by competitive grants open to public agencies, non -profits, and schools. The RPOSD requires each jurisdiction to adopt a resolution supporting applying for and administering the Measure A funds. By adopting this resolution, the City Council is authorizing staff to administer the per -capita funds and authorizes staff to apply for funding when the competitive grant processes are announced. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact from this action. If an application for grant funding is approved, staff will return to the City Council to appropriate the funding and required expenditure authority. ATTACHMENTS Resolution Page 2 Packet Pg. 64 10.a RESOLUTION NO. 21- RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE BLANKET AUTHORITY TO FILE APPLICATIONS FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING FOR PROJECTS AND PROGRAMS WHEREAS, the voters of the County of Los Angeles on November 8, 2016, approved the Safe, Clean Neighborhood Parks, Open Space, Beaches, Rivers Protection, and Water Conservation Measure (Measure A); and WHEREAS, Measure A also designated the Los Angeles County Regional Park and Open Space District (District) to administer said funds; and WHEREAS, the District has set forth the necessary policies and procedures governing the application for grant funds under Measure A; and WHEREAS, the District's policies and procedures require the governing body of the City of Santa Clarita to approve of the filing of an application before submission of said application to the District; and WHEREAS, said application contains assurances that the City of Santa Clarita must comply with; and WHEREAS, the City of Santa Clarita will enter into agreement(s) with the District to provide funds for acquisition projects, development projects, and/or programs. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. Approves the blanket authority to file applications with the Los Angeles County Regional Park and Open Space District for Measure A Funds for projects or programs SECTION 2. Certifies that the City of Santa Clarita understands the assurances and will comply with the assurances in the application form. SECTION 3. Appoints the City Manager, or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, and so forth, which may be necessary for the completion of projects or programs.
