CALL TO ORDER
Mayor Miranda called to order the Special Meeting at 5:01 p.m.
ROLL CALL
All Councilmembers were present.

PUBLIC PARTICIPATION FOR AGENDIZED ITEMS
Addressing the Council were David Hong regarding the pending litigation matter; Jim Scott,
Elaine Ballace, and Tony Maldonado regading the anticipated litigation matter; and Doug Fraser
and Steve Petzold regarding the anticipated and pending litigation matters.
CLOSED SESSION
Joseph Montes, City Attorney, advised that Councilmember Smyth will participate remotely at
the location of JW Marriott, Main Lobby, 110 E 2nd Street, Austin, Texas; and advised the need
to conduct a Closed Session for the purpose of holding a:
CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Government Code Section 54956.9(d)(2) - Based upon letter dated October 19, 2021,
from Attorney Scott Rafferty concerning the California Voting Rights Act (CVRA)

Mayor Miranda recessed the meeting to Closed Session at 5:10 p.m.
RECONVENE TO OPEN SESSION
Mayor Miranda reconvened the meeting to Open Session at 6:09 p.m.
CITY ATTORNEY ANNOUNCEMENT
City Attorney Joseph Montes announced that no action was taken in Closed Session that was
required to be reported.
ADJOURN
Mayor Miranda adjourned the Special Meeting at 6:10 p.m
