CALL TO ORDER Mayor Miranda called to order the Joint Regular meeting of the City Council and Board of Library Trustees at 6:10 p.m. ROLL CALL All Councilmembers were present with the exception of Councilmember Smyth. FLAG SALUTE Councilmember Gibbs led the flag salute. EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. APPROVAL OF AGENDA Motion by Weste, second by McLean, to approve the agenda, pulling item 2 for public comment. Hearing no objections, it was so ordered. RESULT: APPROVED AGENDA AWARDS AND RECOGNITIONS Mayor Miranda spoke of founder and director of Trek Bicycle's Suspension Lab and his actions with the SCV Trail User group, which works with the City to build and maintain multi -use off - road trails in Santa Clarita, Trek's sponsorship and support of the Trek Bike Park of Santa Clarita, and ongoing contributions to the health and wellness of the community, and invited him to the dais to receive a certificate. Mayor Miranda discussed raising awareness to the importance of prioritizing child safety in the Family Court system, recognizing the hundreds of children who have been victims of violence following the separation or divorce of parents, and invited Family Court Awareness Month advocate Cindy Martinez to the dais to receive the proclamation. Mayor Miranda invited Ricky Michel, Manager of the Business Assistance and Development Program for the Los Angeles Economic Development Corporation (LAEDC) to the podium to share information on the City as a finalist as the Most Business -Friendly City awarded by the LAEDC. PUBLIC PARTICIPATION Addressing the Council were Jim Scott regarding districting; Tony Maldonado regarding districting; Elaine Ballace regarding districting and COVID-19 mandates; Alan Ferdman regarding the Human Relations roundtable; Cindy (no last name given) regarding districting; Nancy (no last name given) regarding districting; Diane Zimmerman regarding COVID-19 mandates; Santa Rivera regarding districting and COVID-19 mandates; Rani Simcic regarding water consumption; and Steve Petzold regarding districting, a deer shooting incident, and the Human Relations roundtable. STAFF COMMENTS City Manager Ken Striplin stated that due to the threat of litigation, the City Council is not able to speak about litigation matters regarding the California Voting Rights Act (CVRA); stated that the City has not mandated anything with regards to the health code, which is set by the County of Los Angeles and the State of California; and addressed the deer hunting issue. COMMITTEE REPORTS/COUNCILMEMBER COMMENTS Councilmember McLean stated that the City Council represents everyone in the City and moving to districts would dilute the community and only allow residents to vote for one Councilmember. Mayor Pro Tem Weste stated that the City has no authority over schools or water agencies, who were bound by the same requirements under the CVRA; and stated that parents should defend their children however they need to. Councilmember Gibbs stated that districting and mandate issues are two of the most difficult he has faced, and that governments should not decide what is best for ones' children. Page 2 Mayor Miranda stated that over the last two years the City Council has stood up to Sacramento and the County of Los Angeles more than any other City in California and that it will continue to fight for the residents of the City. RECOMMENDED ACTION: City Council approve the minutes of the October 26, 2021, Special Meeting. ITEM 2 APPROVAL OF REGULAR MEETING MINUTES — The minutes are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the October 26, 2021, Regular Meeting. Addressing the Council on this issue was Nancy (no last name given). ITEM 3 CHECK REGISTER NO. 23 Check Register No. 23 for the Period 10/08/21 through 10/21 /21 and 10/28/21; and Electronic Funds Transfers for the Period 10/11/21 through 10/22/21. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 23. ITEM 4 FISCAL YEAR 2021 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM The City of Santa Clarita has been awarded a grant for a total of $23,070 by the United States Department of Justice, Bureau of Justice Assistance, through the Fiscal Year 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) program. The JAG program allows state and local governments to support a broad range of activities to prevent and respond to crime, based on local needs and conditions. RECOMMENDED ACTION: City Council: 1. Accept Fiscal Year 2021 Edward Byrne Memorial Justice Assistance Grant funds from the U.S. Department of Justice, Bureau of Justice Assistance. Page 3 2. Increase estimated revenue in account 206-446122 (Justice Assistance Grant 2021) by "" $23 5070. 3. Increase estimated expenditure in account 2066104-511101 (Special Supplies) by $23,070. 4. Authorize the City Manager, or designee, to execute all contracts and associated documents, subj ect to City Attorney approval. ITEM 5 LEASE AGREEMENT WITH THE MASTER'S COLLEGE AND SEMINARY Authorization of the execution of a lease agreement for with The Master's College and Seminary for Creekview Park. RECOMMENDED ACTION: City Council approve and authorize the City Manager or designee to execute a 15-year lease agreement in the amount of $1.00 annually with The Master's College and Seminary for the lease of park space in Newhall referred to as Creekview Park, subject to City Attorney approval. ITEM 6 AWARD A PROFESSIONAL SERVICES AGREEMENT FOR THE DEVELOPMENT OF AN INVESTMENT GRADE AUDIT OF CITY FACILITIES FOR FUTURE CONSIDERATION _... OF ENERGY EFFICIENCY UPGRADES Preparation of an audit of City facilities for energy efficiency upgrades that will provide sustained efficiencies and energy cost savings. RECOMMENDED ACTION: City Council: 1. Award a professional services agreement to Climatec, LLC, at no cost to the City of Santa Clarita. 2. Authorize the City Manager or designee to execute all contract documents, subject to City Attorney approval. ITEM 7 AWARD CONTRACT FOR CONSULTANT TO PREPARE THE ENVIRONMENTAL IMPACT REPORT FOR THE WILEY CANYON DEVELOPMENT PROJECT Per the California Environmental Quality Act, an Environmental Impact Report must be prepared for the Wiley Canyon Development Project. This is a request for the City Council to award a contract for the preparation of that required document for the project. RECOMMENDED ACTION: City Council: 1. Award a contract for the preparation of the Wiley Canyon Environmental Impact Report (Master Case MC 20-238) to Dudek in the amount of $239,960, and authorize a contingency Page 4 in the amount of $23,996, for a total contract amount not to exceed $263,956. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. PUBLIC PARTICIPATION II No additional requests to speak were received.
