How to Address the City Council
Pursuant to Government Code section 54954.3 members of the public are afforded the
opportunities to address the City Council. You may address the Council once per meeting during
Public Participation on any matter within the Council's jurisdiction that is not listed on the
agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this
portion of the meeting begins. To address the Council regarding an item on the agenda, please
fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item.
Each person addressing the Council is given three minutes to speak (with double the time
allotted to non-English speakers using a translator) indicated by a colored light system on the
Council dais. If you wish to provide information to the Council, please present the City Clerk
with 10 copies. Otherwise, your materials will simply be added to the official record. Please note
use of City Council Chamber technology equipment to present electronic material during
meetings is not allowed.

EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.

PUBLIC PARTICIPATION
This time has been set aside for the public to address the City Council on items NOT listed on
the agenda. The City Council will not act upon these items at this meeting other than to review
PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public
input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of
Public Participation will be heard.

All matters listed under the Consent Calendar are considered routine and will be enacted by one
motion by the City Council. The items are not individually discussed by the City Council unless
a request is made by a member of the public or the Council, in which case, the item(s) will be
removed from the Consent Calendar and will be considered separately.

1. APPROVAL OF SPECIAL MEETING MINUTES The minutes of the City Council
are submitted for approval.
RECOMMENDED ACTION:
City Council approve the minutes of the October 26, 2021 Special Meeting.
2. APPROVAL OF REGULAR MEETING MINUTES The minutes of the City
Council are submitted for approval.
RECOMMENDED ACTION:
City Council approve the minutes of the October 26, 2021 Regular Meeting.
3. CHECK REGISTER NO. 23 - Check Register No. 23 for the Period 10/08/21 through
10/21/21 and 10/28/21; and Electronic Funds Transfers for the Period 10/11/21 through
10/22/21.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register
No. 23.
4. FISCAL YEAR 2021 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE
GRANT PROGRAM - The City of Santa Clarita has been awarded a grant for a total of
$23,070 by the United States Department of Justice, Bureau of Justice Assistance,
through the Fiscal Year 2021 Edward Byrne Memorial Justice Assistance Grant (JAG)
program. The JAG program allows state and local governments to support a broad range
of activities to prevent and respond to crime, based on local needs and conditions.
RECOMMENDED ACTION:
City Council:
1. Accept Fiscal Year 2021 Edward Byrne Memorial Justice Assistance Grant funds
from the U.S. Department of Justice, Bureau of Justice Assistance.
2. Increase estimated revenue in account 206-446122 (Justice Assistance Grant 2021) by
$23,070.
3. Increase estimated expenditure in account 2066104-511101 (Special Supplies) by
$23,070.
4. Authorize the City Manager, or designee, to execute all contracts and associated
documents, subject to City Attorney approval.
5. LEASE AGREEMENT WITH THE MASTER'S COLLEGE AND SEMINARY -
Authorization of the execution of a lease agreement for with The Master's College and
Seminary for Creekview Park.
RECOMMENDED ACTION:
City Council approve and authorize the City Manager or designee to execute a 15-year
lease agreement in the a
Seminary for the lease of park space in Newhall referred to as Creekview Park, subject to

City Attorney approval.
6. AWARD A PROFESSIONAL SERVICES AGREEMENT FOR THE
DEVELOPMENT OF AN INVESTMENT GRADE AUDIT OF CITY FACILITIES
FOR FUTURE CONSIDERATION OF ENERGY EFFICIENCY UPGRADES -
Preparation of an audit of City facilities for energy efficiency upgrades that will provide
sustained efficiencies and energy cost savings.
RECOMMENDED ACTION:
City Council:
1. Award a professional services agreement to Climatec, LLC, at no cost to the City of
Santa Clarita.
2. Authorize the City Manager or designee to execute all contract documents, subject to
City Attorney approval.
7. AWARD CONTRACT FOR CONSULTANT TO PREPARE THE
ENVIRONMENTAL IMPACT REPORT FOR THE WILEY CANYON
DEVELOPMENT PROJECT - Per the California Environmental Quality Act, an
Environmental Impact Report must be prepared for the Wiley Canyon Development
Project. This is a request for the City Council to award a contract for the preparation of
that required document for the project.
RECOMMENDED ACTION:
City Council:
1. Award a contract for the preparation of the Wiley Canyon Environmental Impact
Report (Master Case MC 20-238) to Dudek in the amount of $239,960, and authorize
a contingency in the amount of $23,996, for a total contract amount not to exceed
$263,956.
2. Authorize the City Manager or designee to execute all documents, subject to City
Attorney approval.
PUBLIC PARTICIPATION
This time has been set aside for any speakers that have turned in speaker cards and were not
heard in the first thirty minutes allotted to address the City Council on items that are NOT on the
agenda. Speaker cards may not be submitted relating to any items listed on the agenda.

PROCLAMATION
Family Court Awareness Month
November 2021
WHEREAS, the mission of the Family Court Awareness Month Committee (FCAMC) is to
increase awareness on the importance of a family court system that prioritizes child safety
and acts in the best interest of children; and
WHEREAS, FCAMC seeks to increase awareness on the importance of education and
training on domestic violence, childhood trauma and post separation abuse for all
professionals working within the family court system; and
WHEREAS, FCAMC is fueled by the desire for awareness and change in the family court
system, while honoring the hundreds of children in the United States who have been victims
of violence by separating or divorcing parents; and
WHEREAS, FCAMC aims to educate judges and other family court professionals to ensure
that critical decisions are truly made in the best interest of children.
NOW, THEREFORE, the City of Santa Clarita does hereby proclaim November 2021 as
and encourages residents to recognize the importance of
a family court system that prioritizes child safety.
