CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: November 9, 2021 SUBJECT: AWARD CONTRACT FOR CONSULTANT TO PREPARE THE ENVIRONMENTAL IMPACT REPORT FOR THE WILEY CANYON DEVELOPMENT PROJECT DEPARTMENT: Community Development PRESENTER: Erika Iverson RECOMMENDED ACTION City Council: 1. Award a contract for the preparation of the Wiley Canyon Environmental Impact Report (Master Case MC 20-238) to Dudek in the amount of $239,960, and authorize a contingency in the amount of $23,996, for a total contract amount not to exceed $263,956. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Wiley Canyon Development Project (Project), Master Case 20-238, is a request by Wiley Canyon, LLC, (Applicant) to develop an approximately 31-acre site east of Interstate 5 and west of Wiley Canyon Road, between Hawkbryn Avenue and Calgrove Boulevard in the community of Newhall, as shown on the attached aerial map. The property is located in the Mixed Use Neighborhood (MX-N) zone and is within the Calgrove Corridor/Smiser Ranch area, which has a maximum allowable development of 830,000 square feet, as identified in the General Plan. The Applicant is requesting entitlements for a mixed -use development project consisting of a four-story senior living facility, ground -floor commercial, and 379 apartment units within three planning areas. The Project proposal includes publicly accessible outdoor recreational field space and a basketball court, as well as the incorporation of a Class I bike lane and walking path to be constructed along Wiley Canyon Road from the Project entrance to Calgrove Boulevard. Additionally, the Project includes the construction of a new roundabout at the Project entrance on Wiley Canyon Road, the reconstruction of the intersections at Wiley Canyon Road and Page 1 Packet Pg. 26 O Canerwell Street, and Wiley Canyon Road and Calgrove Boulevard to roundabout configurations. The Project will require approval of the following entitlements: • Architectural Design Review 20-023: An Architectural Design Review is required for all new development projects. • Conditional Use Permit 20-005: A Conditional Use Permit is required for all new development within the Planned Development Overlay zone. • Development Review 20-017: A Development Review is required for all new development projects. • Minor Use Permit 20-013: A Minor Use Permit is required for developments that provide less than the minimum floor area ratios and/or residential densities required by the Mixed Use Neighborhood zone. • Tentative Tract Map No. 83295: A Tentative Tract Map is required to subdivide the project site into six lots. • Oak Tree Permit: An Oak Tree Permit would be required for any encroachments or removals of any protected oak trees. The Project was formally submitted on October 28, 2020. It has been circulated for initial review by City of Santa Clarita (City) staff and has been through two iterations of Development Review Committee comments. The next step in the entitlement process is to conduct an environmental review under the California Environmental Quality Act (CEQA). Based on anticipated impacts associated with the Project, the appropriate CEQA document required for the Project is an Environmental Impact Report (EIR). Because the City does not have the in-house expertise or resources available to complete an EIR, an outside environmental consulting firm is required to complete this task. The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to prepare an EIR for the Project. The proposals were reviewed and evaluated based on each company's ability to meet the specific needs of the City. The RFP was published via BidNet on August 16, 2021. Seven firms submitted proposals. Staff evaluated the proposals based on the following selection criteria: • Consultant qualifications, plan of study/scope of work, program management • Experience on similar projects • Thoroughness of proposal, approach to providing sound services, and ability to provide services to meet objectives and standards A panel of three City staff members evaluated and scored all responsive proposals based on the selection criteria above. The total cost of the Dudek proposal is $239,960. The Scope of Work includes the coordination of the CEQA Scoping Meeting, preparation of the Draft EIR, a Mitigation Monitoring Reporting Plan, response to comments, attendance at public hearings as needed, and the completion of the Final EIR. Dudek anticipates a 14-month schedule to prepare the EIR. Given the complexities of the Project and adjacency to existing neighborhoods, staff has included a 10 percent contingency in the amount of $23,996, for a total contract amount not to exceed $263,956. The contingency will allow for additional analysis for unexpected issues that may be identified during the EIR process. The Applicant is responsible for the cost of the preparation of the EIR and its associated contract. Upon award of the contract, the Applicant will deposit funds into a trust account to be maintained by the City. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT All costs associated with the preparation of the EIR will be the responsibility of the Applicant for the Wiley Canyon Development Project. There will be no fiscal impact to the City. The project site is in the Mixed Use Neighborhood (MXN) zone and within the Planned Development Overlay (PD) zone. The Assessor's Parcel Numbers (APNs) include 2825-012-007, 2825-007-010, 2825-012-011, 2825-012-901, and 2825-012-902. Project Site — Existing Condition The Project Site is approximately 31-acres, irregularly shaped, and located within a suburban setting consisting of improved streets, residential, and commercial development. The project site has been previously disturbed by agricultural activities associated with the Smiser Mule Ranch, and is currently improved with two storage structures which will be demolished as part of the project. There are oak trees present on site, and the project site is traversed by the south fork of the Santa Clara River. The project site is located in flood hazard zone, high fire hazard zone, and liquefaction hazard zone. Interstate 5 is located immediately to the west. The Mulberry Mobile Home Park is adjacent to the north. Properties to the east are comprised of single-family homes, vacant land, and Wiley Canyon Road. A commercial development is located immediately to the south. Summarized Project Description The applicant is requesting entitlements for the development of a mixed -use development on an approximately 31-acre site, consisting of a four-story senior living facility, ground floor commercial, and 379 apartment units within three planning areas. Planning Area 1 consists of a four-story senior living facility, including 130 independent living units, 60 assisted living units, and 26 memory care beds, and 10,886 square feet of commercial floor area at the ground level. Planning Area 2 and 3, are comprised of multi -family apartment buildings, ranging in height from two-four stories, and provide a total of 379 apartment units. The project proposal includes a publicly accessible outdoor recreational field space and basketball court. The development plan estimates up to 65,000 cubic yards of cut and 77,000 cubic yards of fill, including 500,000 cubic yards of over excavation and the import of approximately 62,000 cubic yards of fill. The project includes a new roundabout at the project entrance on Wiley Canyon Road and the reconstruction of the intersections at Wiley Canyon Road and Canerwell Street, and Wiley Canyon Road and Calgrove Boulevard to roundabout configurations. A Class I bike lane and walking path will be constructed along Wiley Canyon Road from the project entrance to Calgrove Boulevard. Relevant Experience Dates: July 2018-July 2021 Dudek recently initiated preparation of the Sand Canyon Resort Project EIR) for the City of Santa Clarita (City). Specifically, Dudek is providing technical review on applicant -provided technical studies, and preparation of technical studies and an EIR. The proposed project involves the development of a hotel, villa accommodations, a spa and gym, restaurants, conference and ball room space, and recreational facilities for swimming, tennis and pickleball (a sport similar to both tennis and paddle ball), on an approximately 75-acre site at the newly renamed Sand Canyon Country Club. The 200-acre public golf course, formerly known as Robinson Ranch Golf Club, is newly renovated and reopened and includes 27 holes, a 25,000-square-foot clubhouse, and a golf shop. The intent of the project is to create a premier golf destination in northern Los Angeles County. Dates: October 2019-May 2020 The River Walk Mixed -Use Project involves construction of 136 multi -family units and an approximately 10,000- square-foot commercial building on a 5.4-acre site located at 18300 Soledad Canyon Road within the City. The commercial building will be two stories (34 feet) in height, and the residential buildings will be three and four stories in height (up to 50 feet). The project also includes construction of covered carports and a recreational area for the residents. Under existing conditions, the project site is vacant; however, until 2019 the project site was developed with the Soledad Trailer Lodge mobile home park. Dudek prepared an Initial Study/Mitigated Negative Declaration (IS/MND) for this project. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 DUDEK Dates: March 2021-Ongoing Dudek is currently preparing an update to the Old Town Newhall Specific Plan (Plan) which was originally adopted in 2005. Old Town Newhall is the historic core of the City and over the years has become a pedestrian -friendly shopping and dining district. Over the past 16 years, the Plan has succeeded in revitalizing Old Town Newhall, but some aspects of the Plan have not worked as intended. As a result, the City hired Dudek to update the Plan so that it can provide clearer regulations in addressing Old Town Newhall's changing needs. The targeted plan updated aims to test new development types, simplify the existing form -based code, and extend the usability and legibility of the Specific Plan for the ongoing revitalization of Old Town Newhall over the next 20 years. Dudek will be preparing an Addendum to the certified 2005 EIR to evaluate changes to the Specific Plan above and beyond what was original evaluated and approved. The Addendum is targeted to be complete by the end of 2021. Dates: February 2021-June 2021 Dudek expeditiously prepared an IS/MND for the Central Park Buildout Project. Central Park, located along Bouquet Canyon Road, is one of two regional parks within the City. Both the City's 2008 Parks, Recreation, and Open Space Master Plan (2008 Master Plan) and the City's 2011 General Plan and accompanying General Plan EIR envision and discuss the ultimate buildout of Central Park and identifies undeveloped land immediately adjacent to the existing 90- acre Central Park as "Potential Active Parkland." Consistent with the planned buildout of Central Park, the City is now proposing to complete the Central Park Buildout project with approximately 17 acres of improvements consisting of four new multi -use sports fields, relocation of the most eastern basketball court to the west to accommodate a new restroom facility, an upgraded dog park, a new parking lot, and an exercise staircase. This IS/MND was prepared on an aggressive schedule and was completed on -time and under budget. Dates: September 2014-Ongoing Under an on -call environmental services contract, Dudek personnel have overseen multiple EIRs and MNDs for development projects in the City of West Hollywood, including the following: Robertson Lane Hotel EIR. The project involves construction of a two- to nine -story, multi -use hotel building in the West Hollywood Design District, including a 241-room hotel, restaurants, retail stores, design showroom, and associated amenities. The project adaptively reuses portions of the historic Factory building that will be incorporated into the building design along Robertson Boulevard. Key issues evaluated in the EIR include historic resources, transportation and traffic, noise, air quality, and greenhouse gas (GHG) emissions. The Bond Project EIR. The project would consist of a 45-room hotel, restaurant, 95 residential units, and an art gallery. The maximum building height would be 71.5 feet, and the project would also include two subterranean levels of parking with 145 parking spaces. Construction of the project would involve demolition of an existing 10,000- square foot commercial building, multiple parking lots, and a multi -family structure. Key issues associated with this project include traffic impacts to residential roadways and congested intersections, air quality, and noise and vibration construction impacts to adjacent sensitive receptors, including residences and a preschool. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 DUDEK Dates: August 2017-April 2018 This infill development project involved the removal of an existing single-family structure and parking lot and the construction of an approximately 42,000 square -foot, three-story multi -family residential building with 35 dwelling units and 65 parking spaces in a one -level subterranean parking structure. The 0.72-acre site is located at 417 N. Madison Avenue and is bordered by multi -family residential development on all sides, single-family residential neighborhoods are located approximately 0.3 miles to the north; commercial areas are located 0.4 miles to the east and south. Several transit facilities and recreational facilities are located within the vicinity of the project site, including the Metro Gold Line Lake Station and the Villa Parke. Dudek was retained to prepare the IS/MND for the project, which was adopted by the City in April 2018. Dates: August 2017-April 2018 The Carol Kimmelman Foundation, in partnership with several other non-profit and business entities, is developing the Carol Kimmelman Athletic and Academic Campus project in the City of Carson. The project site is owned by the County of Los Angeles yet located within the Carson city -limits. The project includes 62 tennis courts, 10 soccer and multi -use fields, and a new learning and academic support center run by the Tiger Woods Foundation. Nicole Cobleigh managed the preparation of technical reports and the EIR for this multi -faceted and complex project. Key issues with this project included the dynamics between the City and County on the role of the lead agency; cumulative impacts associated with a neighboring development project; lighting impacts from field lighting; and noise, air quality, and traffic impacts during operations. Despite the complexities, the Dudek team completed the EIR against an aggressive deadline to prevent the expiration of an Exclusive Negotiating Agreement on July 31, 2019 between the Carol Kimmelman Foundation and the County of Los Angeles. Dates: July 2020-Ongoing The Beverly Hills Creative Offices Specific Plan Project would involve construction and operation of up to 11 new office buildings in the City of Beverly Hills. The office buildings would be constructed within an approximately 2.49- acre site, which consists of a 2.11-acre private property bound by Santa Monica Boulevard to the northwest, Beverly Boulevard to the northeast, and Civic Center Drive to the southeast and southwest, along with approximately 0.37 acres of public right-of-way surface area proposed to be vacated by the City and incorporated into the project Site. The office buildings would range between approximately 8,500 and 21,700 square feet in size and 3 to 4 stories in height. The project would be constructed in conjunction with or following implementation of a remediation plan at the project site, which is being prepared by the California Department of Toxic Substances Control. Dudek is currently working with the City of Beverly Hills on the preparation of the environmental analysis for this project. Key issues include changes to views, past use of the site and contamination associated with the former railroad use, and access and circulation in the project vicinity. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 4 DUDEK Dates: March 2020-December 2020 Dudek prepared a General Plan Conformance Review document for the 1442 Murchison Project in the City of Pomona. The project includes the development of a 7.47-acre site with 152 new three-story attached townhomes (20 dwelling units per acre [du/ac]) and associated on -site and off -site improvements. The project site is designated as Urban Neighborhood and Activity Center by the City of Pomona's General Plan and is also designated with Transect Zones T4-A and T5, which allow for a maximum of 70 du/ac and 80 du/ac, respectively. However, the project site is zoned C-4 Commercial Highway which does not permit the development of residential uses. Pursuant to State CEQA Guidelines Section 15183, Dudek prepared a General Plan Conformance Review demonstrating that the project implements the goals and policies of the City's General Plan, and therefore, exempts the project from additional environmental review under CEQA. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 B Plan of Study/Scope of Work Project Understanding The Wiley Canyon Mixed -Use Project, known by the Project Applicant as The Village at Wiley Canyon, would be constructed on approximately 31 acres of vacant land located on the eastern side of Interstate 5 (1-5), north of Calgrove Boulevard and west of Wiley Canyon Road. The site was previously used for agricultural uses as part of the former Smiser Mule Ranch. Under the currently proposed project, the project site would be subdivided into six separate lots where three Planning Areas would be created, each of which would include the following components: ■ Planning Area 1: 258,104 square feet of senior living within 130 units for Independent Living, 60 units for Assisted Living, 26 beds for Memory Care, 10,886 square feet of ground -floor commercial uses, and recreational amenities for the residents of the senior living community. ■ Planning Area 2: Five new three-story, multi -family apartment unit buildings, with a collective total of 147,590 square feet, and a cabana, pool, and recreational amenities for the residents of the multi -family apartment units. ■ Planning Area 3: Eight new buildings, ranging in height from two- to four -stories, accommodating up to 265,327 square feet of multi -family apartment units, and a cabana, pool, and recreational amenities for the residents of the multi -family apartment units. In addition to the development proposed within each of the three Planning Areas, the project would include the following: ■ Lot4: Developed with a drainage basin and maintained as open space. • Lot 5: Provide an open space buffer south of the Planning Areas and north of the planned recreational uses further to the south. • Lot 6: Includes a park with a grass pad for recreational uses, a basketball court, a walking trail around the park, and restroom facilities. Access to the project site would be provided via a new roundabout constructed on the north at Wiley Canyon Road and Canerwell Street and on the south at Wiley Canyon Road and Calgrove Boulevard. To accommodate pedestrians and bicyclists, a new pedestrian pathway, as well as a new Class I bike lane, would be constructed along Wiley Canyon Road. The overall intent of the project is to create a new mixed use, luxurious, and vibrant community on a currently undeveloped plot of land in the southwestern portion of the City while maintaining approximately 40% of the site as undeveloped open space and/or recreational amenities. The project site lies within a flood hazard zone as well as a Very High Fire Hazard Severity Zone, and implementation of the proposed project would require the following entitlements: ■ Architectural Design Review; • Conditional Use Permit; ■ Minor Use Permit; ■ Tentative Tract Map; ■ Oak Tree Permit (for encroachments and/or removal of any protected oak trees); and ■ EIR. Proposal for Wiley Canyon Mixed -Use Project, Proposal # CD-21-22-MC24238 6 DUDEK As such, Dudek is pleased to provide the City with the following scope of work and schedule to prepare the EIR required for the proposed development. Scope of Services Task 1 Project Initiation and Description To establish lines of communication between all team members during this initial phase, the Dudek project manager and key technical staff will meet, either virtually or in person, with the project team upon receipt of a notice to proceed. The purpose of this meeting is to meet the key team members and clarify roles, establish data exchange procedures, verify the project schedule, and collect any additional available data. Prior to the team meeting, Dudek will review materials submitted thus far to facilitate a productive meeting. All materials submitted to Dudek by the client will be reviewed. Dudek's GIS analyst will review digital data received from project engineering staff. The kickoff meeting will be used to broadly discuss the project schedule, opportunities and constraints, scope of the EIR, and how Dudek's team will interact with the City and the applicant. Following the project kickoff meeting, Dudek will prepare a draft project description for review by City staff and the applicant team. The project description will describe the location of the project site, within both a regional and local context. Graphical depiction and maps would be utilized throughout this section to describe project components and locations. Definition of project objectives would be completed in consideration of the analysis and discussion of project alternatives. A complete list of required discretionary actions, permits, and approvals would be provided, with the lead and responsible agencies identified for each. The project description will include Location and Boundaries, Statement of Objectives, and Project Characteristics. This assumes the City will provide Dudek sufficient information to prepare a detailed project description. This scope does not include revisions due to project changes or additional requirements of the City, including any additional analysis deemed appropriate upon any subsequent review by the City Attorney. Output ■ Attendance at either virtual or in -person kickoff meeting; ■ Data gathering and sharing, through a hosted webpage if desired; and • One (1) draft version of the Project Description for review by the applicant team and the City. Task 2 IS/Notice of Preparation/Scoping Subtask 2.1 Initial Study Upon signoff on the project description prepared under Task 1, Dudek will prepare a draft IS. Dudek will utilize the project description, provided data, and provided technical studies to prepare the draft IS. Dudek assumes that this task will focus on scoping out topics that will not be evaluated in detail in the EIR. Dudek will submit a single draft to the City for review. Upon receipt of a consolidated set of review comments, Dudek will revise the draft IS and provide the City with a screencheck draft IS for review and approval. Dudek will then provide a final copy for inclusion in the Notice of Preparation (NOP). Output ■ Attendance at either virtual or in -person kickoff meeting; and ■ Data needs list. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 DUDEK Subtask 2.2 NOP/Scoping Dudek will prepare a draft of the NOP for the City's review. We will revise per the City's comments and distribute the NOP on behalf of the City. Dudek will make available to the City a complete copy of the NOP and IS for posting on the City website. Up to 50 copies of the NOP will be distributed, and Dudek will post the NOP with the Los Angeles County Clerk. Dudek will prepare for and conduct a CEQA scoping meeting that will occur, either virtually or in person, within the 30-day scoping period. This meeting will be coordinated by City staff and will be held at the City if it is determined that the meeting will be held in person. If the meeting will be held virtually, Dudek is available to assist in hosting the virtual meeting using the Zoom platform. Up to two (2) Dudek staff will attend and support the City with the scoping meeting. Output ■ One (1) electronic copy of the first Screencheck IS; ■ One (1) electronic copy of the Final IS; ■ One (1) electronic copy of the NOP; ■ Fifty (50) copies of the IS/NOP for distribution to agencies and stakeholders; ■ Posting of IS/NOP at the County Clerk; and ■ Attendance and materials for the Scoping meeting. Task 3 Technical Studies Subtask 3.1 Peer Reviews Dudek understands that the applicant has prepared a number of the technical studies themselves. As such, Dudek will conduct peer reviews of each of these technical studies. The focus for several of these technical peer reviews is outlined below. The results and findings of each peer review will be summarized in a series of memoranda to the City and project applicant team. The peer review effort under this task will focus on review of the following applicant -provided technical studies: ■ Environmental Site Assessment Phase I • Geotechnical Investigation ■ Traffic Impact Analysis ■ Noise Study ■ Air Quality and Greenhouse Gas Report • Cultural Resources Report • Jurisdictional Delineation ■ Biological Resources Report ■ Oak Tree Report ■ Health Risk Assessment ■ Hydrology Study • Shared Parking Analysis • On -site Hydrology and Drainage Study • Visual Simulations • Water Quality Report Output Dudek will provide the following six (6) peer review memoranda; the results of the remaining reports and data provided will be incorporated directly into the Administrative Draft EIR: ■ Geotechnical and Hydrology Peer Review Memorandum; ■ Air Quality, Health Risk Assessment, and GHG Peer Review Memorandum; ■ Noise Peer Review Memorandum; Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 8 DV DEIK ■ Cultural Resources Review Memorandum; ■ Biological Resources, Oak Tree Report, and Jurisdictional Delineation Report (JDR) Peer Review Memorandum; and ■ Transportation and Parking Peer Review Memorandum. Subtask 3.2 OPTIONAL Wildfire Evacuation Analysis With the presence of the project site within a Very High Fire Hazard Severity Zone, Dudek recommends that the City and Project Applicant consider the preparation of a Wildfire Evacuation Analysis. If authorized to do so, Dudek's fire protection planners will team with Chen Ryan Associates to provide evacuation analysis and planning for the proposed project. The first task would include a basic analysis of evacuation travel times under existing conditions as well as with the project for the potentially affected area. The second task would include a comprehensive evacuation plan that includes the data and results from task one, plus a quick reference guide to project staff, residents, and visitors; a graphical evacuation route map; background on how evacuations are typically conducted; and recommendations, as identified and available, for improving project area evacuations. The comprehensive evacuation plan will also analyze and address the ability for the site to serve as a temporary refuge for its staff and visitors and for a portion of the neighboring residents, including recommended ignition resistant site enhancements. Basic Evacuation Travel Time Analysis - Existing and With the Project The Dudek team will conduct a high-level evacuation analysis based on the anticipated number of vehicles that need to leave the evacuation area. The analysis will focus on the following scenarios: ■ Scenario A (Baseline) - Full evacuation of existing land uses within the study area. • Scenario B (Direct) - Full evacuation of the project in addition to the existing land uses in the study area. • Scenario C (Cumulative) - Full evacuation of the project and all other land uses (existing and planned) in the study area. A detailed figure of the land uses and evacuation routes will be submitted to the Client for review prior to conducting the analysis. Evacuation analysis will be conducted for each of these three (3) scenarios using the following steps: 1) Dudek would participate in a project kickoff meeting with the City and selected project team consultants to acquire necessary project information and discuss project and analysis details. The kickoff meeting is anticipated to occur via a Web meeting. 2) Conduct a detailed field visit along the evacuation corridor to document any potential physical constraints, signal coordination, travel speeds, etc. 3) Develop a microsimulation network in SimTraffic. 4) Coordinate with the City to obtain cumulative projects land use within the study area. 5) Determine the number of households to be evacuated. The number of households for each scenario will be determined based on the following assumptions: ■ Baseline: Rooftop counts of existing households within the study area using aerial images. ■ Direct: Based on the proposed project land uses. • Cumulative: Based on the list of cumulative projects identified in Step 3. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 DUDEK 6) Determine the average vehicle ownership and number of vehicles anticipated to be evacuated using available sources and site observations. 7) Determine the roadway capacity along the evacuation path using the most conservative roadway capacity. 8) Determine the anticipated time to evacuate all vehicles under each scenario. It should be noted that this analysis does not include the mobilization time needed for residents to get ready to leave the project's site. 9) Document the findings in a draft technical memorandum and respond to City comments, as requested. 10) Prepare a final technical memorandum incorporating comments and direction. Comprehensive Evacuation and Temporary Refuge Plan Conceptual Wildfire Emergency Evacuation Plan (CWEP). The Dudek team will prepare a CWEP that incorporates the evacuation traffic modeling for the current condition and then for the "with Project" condition and includes the following additional features: ■ Prepare Quick Reference section of CWEP to be used by guests and staff (and potentially existing residents); ■ Prepare body of plan using Los Angeles County/City of Santa Clarita guidelines and Dudek's format: Evacuation planning process, emergency response, evacuation points and shelters, and shelter in place discussion Route determination Evacuation awareness Evacuation procedures Recommended measures Contingency option -temporary refuge/shelter in place; and • Graphics will include the Site Location Exhibit, Site Plan, Conceptual Evacuation Route Map, Evacuation Toolkits/Action Plan, and others as determined appropriate. Dudek anticipates up to two (2) meetings with the project team during completion of this CWEP. Should additional meetings be requested, they will be completed on a Time and Materials basis according to our 2021 Fee Schedule. output ■ Draft Wildfire Evacuation Analysis technical memorandum (electronic format); ■ Final Wildfire Evacuation Analysis technical memorandum (electronic format); ■ Draft Conceptual Wildfire Emergency Evacuation Plan (electronic format); and ■ Final Conceptual Wildfire Emergency Evacuation Plan. Task 4 Draft EIR Subtask 4.1 Administrative Draft EIR Dudek anticipates that the proposed project will require the preparation of an EIR. Dudek will prepare an administrative draft of the EIR for City staff to review. Dudek will then incorporate all comments received from the City into a subsequent screencheck and will be responsible for making all revisions requested by the City. The screencheck will be delivered to the City in accordance with the City's policies regarding the number and format for submitting such copies. A total of two (2) drafts (one administrative draft and one screencheck draft) are anticipated to be prepared and provided to the City for its review and approval before the release of the final Draft Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 10 DUDEK EIR to the public. The scope for the screencheck EIR is provided under Subtask 4.2. Dudek will work with City staff to reduce the number of paper copies if possible, and instead submit digital versions via the file transfer protocol established during project kickoff. The Table of Contents also will include a list of appendices that will appear as Volume II to the EIR. Executive Summary Pursuant to Section 15123 of the CEQA Guidelines, the Executive Summary section will contain an overview of the proposed project, including a list of required discretionary approvals. The Executive Summary will also include a summary of impacts and mitigation measures; known areas of controversy, including issues raised by agencies and the public; and a summary of project alternatives. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 11 DUDEK Introduction The Introduction section of the EIR will define the purpose, scope, and legislative authority of the EIR, requirements of CEQA, and other pertinent environmental rules and regulations. This section will also describe the EIR process, structure, required contents, and its relationship to other potential responsible or trustee agencies. This section will include a description of land use and environmental planning efforts completed to date and how said planning efforts will impact the structure and content of the EIR. The EIR's relationship to previously prepared documents will be described. This section will describe the type of EIR and level of environmental review envisioned for the document. An overview of the EIR's format and content, as well as processing requirements will be provided in the Introduction. Finally, a list of documents incorporated by reference will be included in this section. Project Description The Project Description prepared and approved under Task 1 will be used as the basis of this chapter of the EIR. This scope and cost assume that upon approval of the Project Description, as outlined under Task 1, the Project Description will remain stable and unchanged throughout preparation and certification of the EIR. Environmental Impact Analysis Based on the results of the IS prepared under Task 2, Dudek assumes that the following environmental topics will be evaluated in the EIR prepared for the proposed project: Aesthetics, Air Quality, Biological Resources, Cultural Resources, Energy, Geology and Soils, GHG Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Noise, Population and Housing, Public Services, Recreation, Transportation, Tribal Cultural Resources, Utilities and Service Systems, and Wildfire. The environmental impact section of the EIR, or each of the identified environmental topics, will contain the following subsections: ■ Introduction ■ Existing Conditions ■ Regulatory Framework (including relevant federal, state, regional, and local plans and policies) ■ Methodology (including a list of all references utilized to draft the section) ■ Thresholds of Significance (using both Appendix G of the State CEQA Guidelines and the City -adopted thresholds) ■ Environmental Impacts Analysis (construction and operation) ■ Mitigation Measures ■ Level of Significance after Mitigation ■ Cumulative Effects ■ References Cited Appendix G of the CEQA Guidelines will be used as the basis for significance determination; however, where appropriate, the City -specific thresholds of significance will also be included. Information from technical reports provided by the project applicant team and peer reviewed under Task 3 will be synthesized into the Draft EIR. This scope of work includes time to obtain data and identify what additional information or analysis is necessary to complete the environmental review required by the City. As part of the Environmental Impact Analysis, Dudek may consult with technical study consultants, as needed, to review and confirm the analysis is consistent between technical studies and the EIR. In instances where technical reports prepared by other consultants are used as the basis for a given EIR section, Dudek assumes that those reports and their associated analyses have been vetted by legal counsel following the peer review effort outlined in Task 3. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 12 DUDEK Project Alternatives The alternatives chapter will be prepared to meet the objectives of the CEQA Guidelines by addressing alternatives to the project as proposed. It is anticipated that, in addition to the No Project Alternative, other alternatives to be evaluated could include development of an industrial development that is consistent with the underlying zoning of the proposed project site. Each alternative will be evaluated with respect to the environmental issue area reviewed for the proposed project. As required by the CEQA Guidelines, the advantages and disadvantages of each alternative and the reasons for rejecting or recommending it will be provided. The environmentally superior alternative will be identified from among the alternatives to the proposed project. In addition, a narrative will be provided that discusses alternatives that were considered but were determined to be infeasible and, therefore, not assessed in detail. For purposes of this analysis, it is assumed that four alternatives, inclusive of the No Project Alternative, will be carried forward for analysis evaluated in the EIR. Other CEQA Requirements Consistent with CEQA Guidelines Section 15128, an EIR will contain a brief statement disclosing the reasons why various possible significant effects of a proposed project were found not to be significant and were, therefore, not discussed in detail in the EIR. This chapter will also include analysis of significant irreversible changes that would occur as result of the proposed project, as well as growth -inducing impacts. List of Preparers This chapter will include references, acronyms and abbreviations, and the preparers of the EIR. Appendices The draft EIR appendices will include the NOP and IS, NOP responses, and the various technical reports and memoranda described. Output • One (1) electronic copy of the Administrative Draft EIR in both MS Word and PDF formats. Subtask 4.2 Screencheck Draft EIR Upon receipt of a consolidated set of review comments from the City on the Administrative Draft EIR, Dudek will revise the document to prepare the Screencheck Draft EIR and will submit it to the City for review and comment. Dudek may consult with technical study consultants for reports prepared by the applicant team, as needed, to review and confirm any revised analysis resulting from staff comments is consistent between technical studies and the EIR. Output ■ Five (5) hard copies of the Screencheck Draft EIR; and • One (1) electronic copy of the Screencheck Draft EIR in both MS Word and PDF formats. Subtask 4.3 Public Draft EIR Upon review by the City and receipt of a final consolidated set of review comments, assumed to be minor and editorial in nature, Dudek will prepare the public review Draft EIR document. Dudek will also prepare the Notice of Completion (NOC) for City review. Dudek will take the lead on distribution of the Draft EIR and NOC to the State Clearinghouse and will post the Notice of Availability (NOA) with the Los Angeles County Clerk. Dudek will work with City staff to assemble and notice the Draft EIR for public review. Dudek will provide copies of the Draft EIR to City staff for distribution during the 45-day public review period. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 13 DUDEK Output ■ Ten (10) hard copies of the Public Draft EIR; ■ One (1) reproducible master of the Public Draft EIR; ■ Ten (10) hard copies of the Appendices to the Public Draft EIR; ■ State Clearinghouse Package (electronic submittal); and ■ Posting of NOA with the County Clerk (and payment of filing fee, if applicable). Subtask 4.4 Draft EIR Public Meeting Dudek's project manager and up to two key technical staff members will attend and facilitate one public comment meeting during the 45-day public review period for the Draft EIR. This meeting can be held virtually if appropriate. At the City's direction, Dudek can present an overview of the project description, an overview of the CEQA process and where we are in that process, and findings and conclusions contained within the Draft EIR. It is assumed that the City will coordinate the logistics for the Draft EIR public meeting, including reserving a meeting room location, providing translation services, and providing a court reporter if so desired, and that presentation materials describing or illustrating the project will be provided by the Applicant. Dudek will provide relevant meeting materials, including speaker cards, comment forms, and a sign -in sheet. Dudek will also take notes regarding the issues raised by commenting individuals that should be addressed in the EIR. Following the public meeting, Dudek will provide a meeting summary memorandum that summarizes the general nature of the verbal comments provided at the meeting. It is assumed that only written comments received during the public review period for the Draft EIR will be responded to as part of the Draft Final EIR effort outlined in Task 5. Output ■ Presentation materials for public meeting; ■ Public meeting attendance; and • One (1) electronic copy of the public meeting summary memorandum in MS Word format. Task 5 Final EIR Subtask 5.1 Draft Final EIR Following conclusion of the public review period, Dudek will address public comments on the Draft EIR, provide responses to comments, and prepare revisions to the Draft EIR text, if necessary, in the form of an Errata chapter. Dudek will catalog, bracket, and categorize all comments on the Draft EIR. Dudek will prepare responses to comments for inclusion in the Final EIR based on coordination with the City and City Attorney. For purposes of cost estimation, this proposal assumes Dudek's response to no more than 100 individual public comments on the Draft EIR from all comment letters received (note that a single comment letter may contain multiple comments). If multiple comments on the same topic(s) are submitted, Dudek can use Topical Responses as a way to save time and budget, and where appropriate, direct individual commenters to the appropriate Topical Response(s). Dudek assumes that comments received related to technical items prepared by other team members would be addressed by the appropriate individual and provided to Dudek for final incorporation into the Draft Final EIR document. Output • One (1) electronic copy of the Draft Final EIR for City staff review. Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 14 DV DEIK Subtask 5.2 Final EIR Upon receipt of a consolidated set of review comments from City staff, the City Attorney and project team members on the Draft Final, Dudek will prepare the Final EIR for certification. Related to the responses to comments, Dudek will assemble text changes to the Final EIR as appropriate. This proposal assumes two (2) screencheck reviews of responses to comments by City staff prior to completion of the Final EIR. Dudek will assemble the Final EIR and provide the necessary copies and digital files to City staff to take the EIR through the hearing process to certification. The Mitigation Monitoring and Reporting Program (MMRP) will also be finalized for inclusion in the Final EIR. Dudek assumes that there will be no more than two (2) rounds of administrative review for the Final EIR before finalizing the documents for certification. The Final EIR, responses to comments, and the MMRP will be submitted to the City for distribution. Output ■ Fifteen (15) hard copies of the Final EIR for public review; and ■ One (1) reproducible master of the Final EIR. Subtask 5.3 Certification Support Also included as part of the Final EIR package will be the Findings of Fact and a Statement of Overriding Considerations. Dudek will prepare draft CEQA Findings of Fact for submittal to the City, utilizing a recently adopted example of the findings as used by the City. If applicable, Dudek will also prepare a Statement of Overriding Considerations. A Statement of Overriding Considerations may be required if significant unmitigated impacts are identified as part of the CEQA review process. The Statement of Overriding Considerations will be prepared if the City finds that the benefits of the proposed project outweigh unavoidable adverse environmental effects. The statement will set forth the specific overriding social, economic, legal, technical, or other beneficial aspects of the project supporting the City's decision; this will be based on substantial evidence in the Final EIR or elsewhere in the record. Dudek will also prepare the Findings of Fact for review and comment and will submit them to the City prior to EIR certification. The final set of findings and Statement of Overriding Considerations will be completed based on revisions by City staff and legal counsel. Upon certification of the EIR by the City Council, Dudek will assist the City in preparing and filing a Notice of Determination (NOD) with both the County Clerk and State Clearinghouse as well as include the payment of California Department of Fish and Wildlife filing fees. Task 6 Meetings and Coordination Effective collaboration between the project planning team will be a key element for the success of this project. Dudek believes this is paramount to project success and understands that City staff value such collaboration. Dudek views this task as entailing daily project management on the part of Dudek's project manager. This task includes project management and administration, regular progress reports and communication with the City, Proposal for Wiley Canyon Mixed -Use Project Proposal # CD-21-22-MC20-238 15 DUDEK coordination of project team, quality control, etc. Assuming the scope of work is in accordance with the planning team and the City's expectations, Dudek has assumed a 16-month schedule that will necessitate an average of six (6) hours of project management time per month. Project management tasks include general client and/or team coordination, monthly invoicing, progress report preparation, and being available to answer and/or facilitate questions related to all aspects of Dudek's ongoing work effort. Should the project schedule extend beyond 16 months, additional project management budget will be necessary. For purposes of this scope of work, up to eight (8) in -person meetings (in the City) are assumed. These meetings may include up to four (4) hearings with the Planning Commission, up to two (2) hearings with the City Council, and meetings with City staff or other stakeholders. This task assumes at least two (2) Dudek staff members (including the project manager) will attend each meeting/hearing. Dudek understands the importance of meeting the schedule outlined in Table 1 and has confirmed technical staff availability to meet this schedule, assuming that adequate information regarding the proposed project and a mutually acceptable scope of services is available when the City provides Dudek with a notice to proceed. Other factors that could lengthen or shorten the schedule include dates of receipt of project information, length of project team review, and unanticipated issues arising from City staff or public review of the EIR. The management team will attend a project kickoff meeting with key team members. This meeting will be critical to the ultimate success of the project, as it provides an opportunity for all parties to discuss the project, review the scope, and formalize key assumptions. Dudek will provide a detailed agenda that addresses project overview, requests for information, communication protocols, budget, and schedule. This meeting will also offer an opportunity to confirm document format requirements, points of contact, status report details, and any other logistical, technical, or procedural concerns. We approach every project with the understanding that attention on the front end can save substantial time and costs in the long run. • Dedicated Lines of Communication. After the kickoff meeting, Ms. Cobleigh will distribute a key contact list to all team members, confirming communication protocols and contact information. ■ Master Deliverables List. Dudek will prepare a master deliverables list with key document development milestones, such as draft deliverables for review, review periods, and possible meeting dates with the City to resolve comments, if needed. Dudek will also provide the City with a customized style guide to maintain consistency of key project terms, references, format, and style. Dudek uses online meeting tools for collaborative document revisions with City staff and efficient resolution of comments, if needed. Dudek will manage and update the master deliverables list, make it available to all team members, and communicate accurate status updates to the team. Using this tool, Dudek will provide the City project manager with up-to-date status reports as requested. Schedule and Budget Tracking. The management team will use a schedule -tracking tool to meet important milestones for task orders issued under this contract. Similar to the schedule shown in Figure :1, Dudek will regularly update the schedule showing progress towards completion. Should the City project manager prefer an alternative method, such as Microsoft Project, this can be discussed and arranged, as necessary. Similarly, we will use Deltek Vision to track all budget line items and deliver an accurate monthly balance for each. • Progress Reports. Ms. Cobleigh will prepare regular progress reports that will include a list of tasks completed during the period, a list of tasks anticipated during the coming period, a project schedule update, a summary of the schedule, and any outstanding scope of work or information request issues. Virtual Collaboration Dudek's technological systems can help expedite projects. Quality Control Document Quality Assurance and Quality Contro Dudek's editorial team will work closely with Ms. Cobleigh to apply the highest standards of quality to all City deliverables. For a typical Dudek work product, the following process will be used: • Style Guide Development. During the start-up phase of the project, the Dudek technical editing team will create a project -specific style guide to maintain consistency of terms and nomenclature used in the project documents. This style guide will be in accordance with City's standard formatting requirements and will be shared with the City before preparing project documents. ■ Technical Review. An appropriate third -party technical reviewer will be assigned to all written work products. This step in the review process is focused on the legal adequacy and technical accuracy of all deliverables, and multiple reviewers may be used depending on the complexity of the document. ■ Editorial Review. Once the technical review is complete, Dudek editors will conduct an editorial review of deliverables followingthe agreed -upon style guide. Before submittal to the City, each document will be formatted by Dudek's publications staff. • Document Production. Dudek's publications production team verifies the quality of each physical deliverable before publication. Dudek's editorial team, in collaboration with the publications and information technology staffs, will produce and publish the Web versions of project deliverables. Should the need for virtual collaboration arise, Dudek's Publications team has a wealth of experience creating and maintaining secure project portals. These sites are project specific and can be set up quickly with levels of permissions necessary to meet the City's needs. This allows multiple reviewers to revise documents concurrently and provides an efficient alternative to in -person live editing meetings. Administrative Record As a best practice, Dudek builds a thorough administrative record during the course of project development. During the writing process, the editor works closely with the writing team to catalogue references cited in an index and collects and compiles all source material. The writer and/or editor locate the reference cited, track its status in the index, and compile PDFs of each document cited. Additionally, Dudek has a Library Services team that researches difficult references and reviews the references cited matrix against the compiled source materials, verifying that each reference cited has been provided, contains the appropriate page range, and is from a reputable source. In order to document important project studies, technical reports, and communications, an administrative record email address will be set up, which project team members and City staff can email. When an email is received at this address, a member of the editorial staff will review, save, and catalog the email and/or document in a searchable index that can be provided to the City at any point during the life of the project. These applications and services connect to our Cloud servers via encrypted HTTPS connections using Transport Layer Security (TLS); our TLS certificates are kept up to date and use a strong hashing algorithm. We perform monthly security patching on our servers, regular internal security audits, and third -party firewall/penetration tests to maintain the integrity of our secure network. DUDEK Santa Susana Field Laboratory Soil and Groundwater Program EIR, California Department of Toxic Substances Control, Ventura County, California. As hydrologist and geologist completed the technical analysis of the Hydrology section of the EIR for the implementation of the cleanup documents as well as support for the Geology and Hazardous Materials sections. The Santa Susana Field Laboratory is a former rocket engine test, nuclear and liquid metals research facility located on a 2,849- acre portion of the Simi Hills in Simi Valley, California. The use of hazardous substances at the field laboratories such as trichloroethylene and other solvents, heavy metals, and radioactive material has resulted in soil and/or groundwater contamination. The field laboratory is currently the focus of a comprehensive environmental investigation and cleanup program, conducted by Boeing, the United States Department of Energy and the National Aeronautics and Space Administration, and overseen by the Department of Toxic Substances Control. Perris Reservoir Seepage Recovery Project, EIR, California Department of Water Resources, Perris, California. Provided review and extraction of pertinent groundwater modeling data for the analysis of potential impacts related to changes in water levels and potential changes to water quality from recovery of groundwater that has been historically seeping through the dam. The project involved evaluating the resulting effects on the groundwater subbasin and flow patterns with the changes to groundwater levels that would occur from the proposed recovery. Western SoMa Community Plan, Rezoning of Adjacent Parcels and 350 Eighth Street Project EIR, San Francisco, California. Provided the analysis for the Geology, Hydrology, and Hazardous Materials sections of the EIR that addresses environmental impacts of the Western SoMa Community Plan, Rezoning of Adjacent Parcels, and the 350 Eighth Street project. The Western SoMa Community Plan was developed through a community -driven planning process and seeks to protect existing residential enclaves and districts, while attempting to channel commercial and office growth to the southern portion of the Plan area. Issues included seismic hazards, legacy contaminants, and changes to drainage patterns. Bella Linda Residential Development EIR, Temecula, California. Analyzed potential impacts related to Geology, Hydrology, and Hazardous Materials for a residential development in the City of Temecula on a site that is adjacent to Pechanga Parkway and Loma Linda Road. The project included 325 apartment units and 49 senior family units and would require General Plan and zoning amendments resulting in a change from the existing Professional Office designation to Medium Density Residential. Brisbane Baylands Specific Plan EIR, City of Brisbane, California. Prepared the Geology, Hydrology, and Hazardous Materials sections of the EIR for a Specific Plan for an approximately 600-acre planning area in the City of Brisbane. The brownfield site was formerly occupied by a landfill and a railroad yard. The Specific Plan presented for evaluation included a variety of land uses, such as commercial/retail, research and development, civic/cultural, institutional, industrial, residential, and public space/open space. Upon completion, the proposed project would include more than 7 million square feet of non-residential development and approximately 5 million square feet (4,500 units) of medium to high density residential. The Draft EIR was recirculated after comments during a Planning Commission study session. As a result, the response to comments consisted of responses to bracketed topical comments from a transcription of the public hearing, including comments from the Planning Commission and the public. Served as an environmental planner for the project, which involved the demolition of buildings formerly used for adult education and the redevelopment of the site to a 10- unit multifamily residential community. The proposed project involves the redevelopment of an existing golf facility with new recreation programs that would offer sports and academic enrichment services to the public. The project includes a Learning Center with an approximately 25,000 square -foot building, and DUDEK adjacent two basketball courts; a Tennis Center with 12 hard courts and approximately 1,200 spectator viewing seats; an approximately 23,000 square -foot Welcome Center; and a Soccer Center on the southern approximately 58 acres of the project site, consisting of two multi -use fields which could be utilized for rugby, soccer, and other field sports, and eight full sized soccer fields. The project involves a 17.37-acre project site in the City of Commerce. The project would demolish the existing Veterans Memorial Park (which is currently in an advanced state of disrepair) and an adjacent vacant parcel, and reconstruct the project site to accommodate a mixed -use development of 850 residential units, 165,000 square feet of commercial uses, a 77,050-square-foot community center, a 5,000- square-foot museum, and approximately 4.75 acres of parks and open space. University Villages Specific Plan, SSBT LCRE V. LLC (% Meadow Lane LLC), Chula Vista, California. Prepared the noise technical report and noise EIR section for the University Villages Specific Plan, an approximately 460-acre site along the west side of State Route 125. The proposed project consists of a suburban development including residential, commercial, industrial park, public facility, and open space uses. Three elementary schools and one high school are planned. A total of 150 acres of the site will be reserved for open space uses, including neighborhood parks, a greenbelt system, and natural reserve. The Residences at Depot Street Project, The Housing Authority of Santa Barbara, Santa Maria, California. This project consists of residential apartments located along the westerly side of the North Depot Street between approximately West Mill Street and West Chapel Street, in the City of Santa Maria. Prepared an environmental noise report evaluating the exterior noise exposure level from the adjacent Depot Street and commercial and industrial land uses. Exterior and interior noise exposure were calculated and compared to adopted California Environmental Quality Act significance thresholds for Santa Maria. Also conducted an analysis for conformity with Housing and Urban Development noise standards. Los Alamos Community Plan EIR, County of Santa Barbara/Office of Long -Range Planning, Los Alamos, California. The community of Los Alamos is a small unincorporated town in the north -central portion of Santa Barbara County, at the junction of U.S. Highway 101 and State Route 135. The noise study evaluated environmental noise effects upon proposed residential land use zones and project -related noise generation from proposed mixed -use zoning. Rugged Solar Farm, Boulevard Community, San Diego County, California. Prepared a noise technical study for incorporation into an EIR addressing a proposed 80 megawatt solar generation facility on 765 acres. Analysis included assessment of facility equipment noise at adjacent residential property lines, calculation of construction noise levels at nearby sensitive receptors, and cumulative construction noise analysis. Waste Management Noise Study, City of Oceanside, California. Prepared noise study for proposal to convert Oceanside -based waste collection fleet to compressed natural gas (CNG). Proposal included replacement of diesel trucks with CNG trucks over a 2-year period, and installation of a compressed natural gas fueling system at the storage yard/maintenance facility. Conducted measurements of diesel and CNG trucks at another waste management facility, and calculated changes in noise levels from the project at adjoining residential property lines. The TIA was prepared per the requirements of the City, San Bernardino County Transportation Authority, and California Department of Transportation (Caltrans) requirements; and included a vehicle miles traveled analysis per SB 743. The TIA comprised a study area of 60 intersections spread over four cities and two counties. A key feature of the MPDSP would provide for the construction of a pedestrian -oriented, mixed -use downtown district, with structured parking facilities through a series of planned phases. At buildout of the MPPSP, the following uses would be operating on the project site: 5,366 mid -rise residential units; 955 high-rise residential units; 331,056 square feet (SF) of general office; 201,452 SF of medical offices; a 250 room hotel; 74,030 SF of civic uses; 1,170,853 SF shopping center uses; 72,682 SF of retail uses; and a 109,836 SF movie theater. Ball Road Basin EIR, City of Anaheim, California. Managed and prepared the TIA for the rezoning of 19 acres of Open Space (an existing empty/unused groundwater basin) to General Commercial uses on Orange County Water District property in the City of Anaheim. Transportation issues for this project include coordination with Caltrans and the adjacent City of Orange. The study area consists of over 40 intersections and 30 roadway segments, including the State Route (SR) 57 freeway from Interstate-5 to SR 91. The Anaheim Transportation Analysis Model was used for this analysis. In addition, Caltrans operations analyses were conducted for freeway mainline lanes, freeway on -ramp metering, and merge -diverge segments. Orange County Sanitation District Facilities Master Plan Project, No. PS17-08, Orange County, California. Managed the in-house Transportation team that prepared programmatic- and project -level traffic analyses for the Program EIR for the Orange County Sanitation District Facilities Master Plan. The traffic analyses consisted of trip generation and vehicle miles traveled analyses for programmed projects included in a 20-year Capital Improvement Program to ensure that the Sanitation District can sustain its infrastructure, meet future regulatory requirements, and continue to provide a reliable service to the public. It is composed of projects necessary to DUDEK upgrade, replace, and rehabilitate aging facilities across the Sanitation District's system in central and northern Orange County. These include facilities at Reclamation Plant No. 1 in Fountain Valley, Treatment Plant No. 2 in Huntington Beach, the sewer collection system, and improvements at various pump stations. The project area spans 15 cities as well as jurisdictional areas in the County of Orange. On -Call Environmental Services, Los Angeles Department of Water and Power, Los Angeles, California. Managed the in-house team that prepared TIAs for infrastructure and utility projects prepared under an on -call contract with the City of Los Angeles Department of Water and Power, the nation's largest municipal utility. The TIAs prepared, or currently being prepared, involve the analysis of construction -related traffic and potential lane closures on major public thoroughfares. Construction mitigation measures include the preparation of a Construction Traffic Management Plan that includes traffic control plans for roadway construction, and transportation demand management for construction worker traffic. Dudek has also coordinated with the Department of Transportation and Bureau of Engineering on those projects. On -Call Environmental Services, Los Angeles County Sanitation Districts, Los Angeles County, California. As part of an on -call contract with the Los Angeles County Sanitation Districts, managed the TIA for the Stormwater Capture System at Puente Hills Material Recovery Facility in County Sanitation District No. 2 to meet the Industrial General Permit's industrial stormwater requirements. The project would primarily involve construction of a proposed basin and supporting conveyance facilities (piping) that would involve grading, excavating, and fencing. The TIA analyzed the potential traffic impacts for the temporary construction phase of the project, which would generate construction -related traffic (due to construction workers, vendor trucks, and haul trucks) to and from the project site. Marsh Park Access Evaluation and Recommendations, Mountains Recreation and Conservation Authority, Los Angeles, California. Conducted an evaluation of the existing access conditions at the driveways in Marsh Park in the City of Los Angeles. The project was intended to address safety concerns at the park access, including obstructed sight distance, failure of vehicles to yield to bicyclists and pedestrians, and lack of visibility for drivers to see when park gates are closed. Provided recommendations to improve safety for park users, including placement of stop signs, reflective markers for park gates, and signage to alert drivers to the presence of pedestrians. Recommendations were made consistent with guidance provided in the California Manual of Uniform Traffic Control Devices. Generator -Tie Routes for Edwards Air Force Base Solar Enhanced Use Lease Project, Kern County, California. Managed the in-house Transportation team that prepared a TIA that identified potential construction -related traffic impacts associated with the proposed 230-kilovolt generator -tie (gen-tie) route options for the Edwards Air Force Base solar generation site. The TIA evaluated existing traffic conditions, including roadway segment and intersection levels of service along or in proximity to the gen-tie route options; estimated trip generation and trip characteristics for construction -related activities of the gen-tie options; analyzed the potential for traffic impacts to occur as a result of construction of the gen-tie; described the significance of the potential impacts; and identified mitigation measures for construction -related traffic impacts. Relevant Project Experience City of Santa Barbara Wildland Fire Evacuation Procedures Analysis, Santa Barbara Fire Department, Santa Barbara, California. Managed a multidisciplined team of fire protection planners, retired fire operations professionals, fire behavior modelers, and traffic engineers to analyze three high -probability wildfire scenarios and the existing evacuation conditions. The project was implemented to identify how evacuations during these wildfire scenarios could be made more efficient through road and traffic management improvements. Additionally, trigger thresholds were examined to determine when evacuations would need to be initiated given the wildfire scenarios and how that process could be improved. Temporary refuge sites were evaluated along with safety zones. Traffic engineers modeled congestion based on evacuation zone populations and helped define the types of pre- and during - emergency improvements and actions that would result in the ability to move more traffic from higher to lower exposure areas. A Wildfire Emergency Response Plan was prepared that evaluated the potential wildfire risk for the proposed Point Molate mixed -use community and made recommendations for addressing risk and providing for resident and fire department response. A second document, the Multi -Hazard Emergency Response Plan, was prepared to address the most likely natural or human caused disasters and the project's planned actions in response. This plan includes responses to earthquakes, tsunami, flooding, and other disasters and provides a framework for how the project would respond. Both emergency response plans include analysis and discussions of available response evacuation routes, discuss the potential for sheltering in place, and lay out mitigating measures that would be employed prior to these emergency situations as part of a pre -planning and readiness program. Presented at several public hearings to answer questions regarding the site's overall safety. DUDEK Paraiso Springs Resort Fire Protection and Evacuation Planning, Paraiso Springs Resort, LLC., Soledad, Monterey County, California. Managed this hot springs resort project and provided authorship of a fire safety plan, evacuation plan, and Environmental Impact Report (EIR) wildfire section. Dudek's fire protection planning team performed a comprehensive review of the site's fire environment and developed approaches to address the hazards and reduce risk to acceptable levels. Provided support at several public hearings and answered questions regarding the site's safety for the planned use. The Junipers Age -Restricted Residential Development, Lennar Homes, San Diego, California. Managed the preparation of a comprehensive FPP and Evacuation Plan for this 550-unit project. Dudek's fire specialists performed extensive analysis of the fire environment and documented the project's compliance with enhanced fire safety requirements. In addition, Dudek provided extensive analysis of the ability to evacuate the area based on existing conditions and post -project, enhanced conditions, noting that the project provides additional options and capacity, resulting in a safer area than current condition. Managed and authored the Emergency Response and Evacuation Plan (EREP) for the Laguna College of Art and Design (LCAD) several campus locations within Laguna Canyon. Chapters address the top several potential natural disasters or human -caused emergencies with appropriate actions that should be taken prior to, during and following each. The EREP helps LCAD manage and mitigate potential risk at each of its campus locations through proactive measures. Ocean Breeze Residential Development Wildfire Evacuation Plan, Helios Property Solutions, Bonsall, California. Dudek provide a comprehensive evacuation plan for this 396-single-family-home development in a very high fire hazard severity zone. The evacuation plan calculated the project area's evacuation timing currently and with the project and laid out steps the project would take to result in a prepared and aware population. The evacuation plan also contemplated the ability to refuge residents and area citizens on -site at various locations if there was not time to evacuate. Managed the project, wrote the evacuation plan, and presented it at the local planning group. Valiano Residential Community Evacuation Plan, Integral Communities, San Marcos, California. Managed and was primary author of an evacuation plan for this 325-unit residential project. The evacuation plan focused on determining the project's ability to evacuate given available evacuation routes and planned enhancements. The road capacities were evaluated against the project's population numbers to determine the timing to move all residents out of the area. The evacuation plan was accepted by the local fire agency. Bonsall Unified School District New High School Fire Protection and Evacuation Plan, Bonsall, California. Was lead author, fire protection planner, and manager of this project to assist the Bonsall Unified School District with fire safe planning for a new high school within a high fire hazard severity zone. The FPP documented the fire environment, related hazards, and overall fire risk while specifying safety features and measures that would result in low overall fire risk and the ability to shelter in place if considered safer than evacuating.
