CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: 1 DATE: December 14, 2021 SUBJECT: TERMINATION OF RESOLUTION PROCLAIMING EXISTENCE OF A LOCAL EMERGENCY DEPARTMENT: City Manager's Office PRESENTER: Roger Willcox RECOMMENDED ACTION City Council approve a resolution proclaiming the termination of a local emergency. BACKGROUND Pursuant to Government Code Section 8630 and Chapter 2.40 of the Santa Clarita Municipal Code (Ordinance No. 89-6), the City Council of the City of Santa Clarita (City) can proclaim the existence, or threatened existence, of a local emergency when said City is affected or likely to be affected by a public calamity. As a result of the COVID-19 pandemic, the President declared a National State of Emergency, by Proclamation 9994, on March 13, 2020. The Santa Clarita City Council proclaimed the existence of a local emergency within the City on March 13, 2020. The declaration of local emergency is no longer necessary, and its termination can be proclaimed by the City Council. ALTERNATIVE ACTION Other action as determined by the City Council. Page 1 Packet Pg. 22 O ATTACHMENTS Resolution Page 2 Packet Pg. 23 3.a RESOLUTION NO. 21- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TERMINATING THE EXISTENCE OF A LOCAL EMERGENCY WHEREAS, California Government Code Section 8630 provides that a local emergency may be proclaimed by the governing body of a city; and WHEREAS, the Coronavirus Disease 2019 (COVID-19), a severe acute respiratory illness caused by a novel (new) coronavirus was first detected in Wuhan, Hubei Province, People's Republic of China (China), and the first case was reported on December 31, 2019, in China. Symptoms of the virus include fever, cough, and shortness of breath, and infected individuals have experienced a range of outcomes, from mild sickness to severe illness and death; and WHEREAS, Los Angeles County proclaimed the existence of a local emergency beginning on March 4, 2020, due to conditions of disaster or of extreme peril to the safety of persons and property as a result of the introduction of COVID-19, in addition to the Governor of California declaring a state of emergency; and WHEREAS, on March 13, 2020, the President of the United States declared a national emergency in response to COVID-19; and WHEREAS, on March 13, 2020, the City of Santa Clarita declared the existence of a local emergency; and WHEREAS, the conditions pertaining to the COVID-19 response no longer warrant and necessitate the existence of a local emergency. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. The City of Santa Clarita City Council hereby terminate the existence of the Local Emergency, proclaimed on March 13, 2020, pertaining to COVID-19. SECTION 2.
