You may address the Council once per meeting during Public Participation on any matter within the Council's jurisdiction that is not listed on the agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this portion of the meeting begins. To address the Council regarding an item on the agenda, please fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item. Each person addressing the Council is given three minutes to speak (with double the time allotted to non-English speakers using a translator) indicated by a colored light system on the Council dais. If you wish to provide information to the Council, please present the City Clerk with 10 copies. Otherwise, your materials will simply be added to the official record. Please note use of City Council Chamber technology equipment to present electronic material during meetings is not allowed. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting, please contact the City Clerk's Office, (661) 255-4391. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28CFR 35.102-35.104 ADA Title II) Pursuant to Government Code 54957.5 any writings or documents distributed to a majority of the members of the City Council regarding any open session item on this agenda will be made available for public inspection in the City Clerk's Office located at 23920 Valencia Boulevard, Suite 120, during normal business hours. INVOCATION Smyth CALL TO ORDER ROLL CALL FLAG SALUTE EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. APPROVAL OF AGENDA AWARDS AND RECOGNITIONS Martin Luther King, Jr. Day Proclamation PUBLIC PARTICIPATION This time has been set aside for the public to address the City Council on items NOT listed on the agenda. The City Council will not act upon these items at this meeting other than to review and/or provide direction to staff. All speakers must submit a speaker's card to the City Clerk PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of Public Participation will be heard. STAFF COMMENTS COMMITTEE REPORTS/COUNCILMEMBER COMMENTS CONSENT CALENDAR All matters listed under the Consent Calendar are considered routine and will be enacted by one motion by the City Council. The items are not individually discussed by the City Council unless a request is made by a member of the public or the Council, in which case, the item(s) will be removed from the Consent Calendar and will be considered separately. Page 2 APPROVAL OF SPECIAL MEETING -COUNCIL REORGANIZATION MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the December 14, 2021 Special Meeting -Council Reorganization. 2. APPROVAL OF REGULAR MEETING MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the December 14, 2021 Regular Meeting. 3. CHECK REGISTER NO. 26 - Check Register No. 26 for the Period 11/19/21 through 12/02/21 and 12/09/21. Electronic Funds Transfers for the Period 11/22/21 through 12/03/21. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 26. 4. READING OF ORDINANCE TITLES - Government Code Section 36934 requires that all ordinances be read in full prior to Council taking action on the ordinance. By listing the ordinance title on the Council agenda, Council may determine that the title has been read. RECOMMENDED ACTION: City Council determine that the titles to all ordinances which appear on this public agenda have been read and waive further reading. 5. SECOND READING AND ADOPTION OF AN ORDINANCE AMENDING THE SANTA CLARITA MUNICIPAL CODE CONCERNING CITY MANAGER REMOVAL METHOD AND NOTICE - This ordinance will amend Section 2.08.100 of the Santa Clarita Municipal Code and state that the removal of the City Manager shall change from a majority vote to a 4/5 vote of the whole Council in a regular Council meeting and will include an amendment to City Manager Employment Agreement. RECOMMENDED ACTION: City Council: 1. Conduct a second reading and adopt an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING SECTION 2.08.100 OF THE SANTA CLARITA MUNICIPAL CODE CONCERNING CITY MANAGER REMOVAL METHOD AND NOTICE." 2. Approve the amendment to the City Manager Employment Agreement that reflects the amendment to the Municipal Code. Page 3 6. ESTABLISH A NO STOPPING ANY TIME ZONE ON THE EAST AND WEST SIDE OF GREGORY LANE BETWEEN VIA PRINCESSA AND COLLINS ROAD - City staff determined that establishing a No Stopping Any Time zone on the east and west side of Gregory Lane, between Via Princessa and Collins Road, will improve safety and circulation of vehicles entering the American Beauty Classics community. The proposed No Stopping Any Time zone will restrict 275 feet and 250 feet of on -street parking on the east and west sides of Gregory Lane, respectively. RECOMMENDED ACTION: City Council: Adopt a resolution to establish a 275-foot No Stopping Any Time zone on the east side of Gregory Lane, south of Collins Road, and a 250-foot No Stopping Any Time zone on the west side of Gregory Lane, south of Collins Road. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. 7. APPROVAL OF FISCAL YEAR 2022-23 RECOGNIZED OBLIGATION PAYMENT SCHEDULE (BOPS) FOR SUBMITTAL TO THE DEPARTMENT OF FINANCE - Pursuant to HSC section 34177 (o)(1), Successor Agencies shall submit an Oversight Board approved annual ROPS to the Department of Finance and the County Auditor -Controller by February 1, 2016 and each February 1 thereafter. RECOMMENDED ACTION: City Council acting as the Successor Agency to the former Redevelopment Agency adopt a resolution approving the Fiscal Year 2022-23 Recognized Obligation Payments Schedule for submittal to the Department of Finance. 8. BLACKHALL STUDIOS EIR CONTRACT - Award the contract for a consultant to prepare the Environmental Impact Report for the Blackhall Studios Development project. RECOMMENDED ACTION: City Council: Award a contract for the preparation of the Blackhall Studios Project Environmental Impact Report (Master Case 21-109) to Michael Baker International in the amount of $382,689, and authorize a contingency in the amount of $38,268, for a total contract amount not to exceed $420,957. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. PUBLIC HEARINGS 9. FIRST READING OF AN ORDINANCE FOR TWO -UNIT RESIDENTIAL DEVELOPMENT AND URBAN LOT SPLITS (SB 9) - An amendment to the Unified Development Code to adopt an ordinance for the regulation of two -unit residential development and urban lot split projects for parcels zoned for single-family uses. Page 4 RECOMMENDED ACTION: City Council: 1. Conduct the public hearing. 2. Introduce and pass to second reading an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH REGULATIONS FOR TWO -UNIT RESIDENTIAL DEVELOPMENT AND URBAN LOT SPLITS, AMENDING THE UNIFIED DEVELOPMENT CODE AS SHOWN IN EXHIBIT A" with the additional language as recommended by staff. 3. Adopt a resolution for Two -Unit Residential Development Design Standards, as shown in Exhibit A. NEW BUSINESS 10. FIRST READING OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING AND RESTATING CHAPTER 15.44 INTEGRATED WASTE MANAGEMENT - Adoption of an ordinance amending Chapter 15.44 of the Santa Clarita Municipal Code concerning Integrated Waste Management. RECOMMENDED ACTION: City Council introduce and pass to second reading, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING AND RESTATING CHAPTER 15.44 INTEGRATED WASTE MANAGEMENT." PUBLIC PARTICIPATION This time has been set aside for any speakers that have turned in speaker cards and were not heard in the first thirty minutes allotted to address the City Council on items that are NOT on the agenda. Speaker cards may not be submitted relating to any items listed on the agenda. Mary Cusick City Clerk Santa Clarita, California Page 6 PROCLAMATI ION Martin Luther King, Jr. Day January 17, 2022 WHEREAS, Dr. Martin Luther King, Jr. dedicated his life to advancing civil rights in America and spoke on the virtues of kindness and service to others, and encouraging others to do their part to help our country achieve its full potential; and WHEREAS, Dr. King is remembered as one of the most influential and inspirational leaders in history; and WHEREAS, the teachings of Dr. King continue to guide and inspire us in addressing challenges in our communities; and WHEREAS, in 1983, a bill to establish the third Monday in January as a federal holiday to honor Dr. King's legacy was passed, and the first Martin Luther King, Jr. Day was observed in 1986; and WHEREAS, in 1994, Congress began the King Day of Service, an initiative to implore Americans to spend the federal holiday honoring Dr. King by partaking in service projects and working together to find solutions to social problems our communities faced; and WHEREAS, the City of Santa Clarita encourages all citizens to honor the day by participating in the Unity Walk at Central Park on Monday, January 17, 2022. The program will begin at 9:00 a.m. and will focus on celebrating the life and work of Dr. King.
