CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: 1 DATE: January 25, 2022 SUBJECT: 2022 COMMUNITY SERVICES AND ARTS GRANTS DEPARTMENT: Recreation and Community Services PRESENTER: Janine Prado RECOMMENDED ACTION City Council: Approve the 2022 Community Services and Arts Grants Committee's program funding recommendations in an amount not to exceed $91,000 for Community Services Grants and $89,000 for Arts Grants, for a total of $180,000. 2. Direct staff to execute Grants Program Agreements with the agencies approved for funding. BACKGROUND The City of Santa Clarita (City) has provided funds for community organizations through the Community Services and Arts Grants program for approximately 32 years. Each year, a Grants Committee is assembled to determine funding categories, review and rate applications, and make funding recommendations for community service and arts projects throughout Santa Clarita. This year's Grants Committee (Committee) for Community Services and Arts Grants included Mayor Pro Tem Jason Gibbs; Councilmember Marsha McLean; Parks, Recreation, and Community Services Commission Chair Dianna Boone; Arts Commission Chair Dr. Michael Millar; one City staff member from the Neighborhood Services department, and two staff members from the Community Development Department. The Arts Grants rating process was revised last year to include a five -member Peer Review Rating Panel. The composition of the Peer Review Rating Panel follows a similar approach to the one utilized for the Artist Selection Committees as part of the Public Art Program. The five -member Peer Review Rating Panel includes the following members: Arts Commission Chair, Dr. Michael Millar Page 1 Packet Pg. 21 O 2. Regional Arts Expert, Marcus Kuiland-Nazario, 181h Street Arts Center The Committee continues to be responsible for determining funding categories for both the Arts and Community Services Grants, rating applications, and making funding recommendations for the Community Services Grants Program. The Committee selected "City of Santa Clarita Community Benefit" as the priority funding focus area. The funding limit per each Community Services and Arts grants award was up to $5,000. With the adoption of the Fiscal Year 2021-22 budget, the City Council approved a budget for the Community Services and Arts Grants program of $180,000. The allocated amount for each grant program is $90,000 for Community Services and $90,000 for Arts and Arts Organization Capacity. Community Services Grants - Twenty-six (26) Community Services Grant applications were received, with grant requests totaling $122,365. This year's grant program includes a recommendation from the Committee to fund 19 Community Services Grant applications with a total grant allocation of $91,000. Attachment A provides a list of the 19 agencies and programs recommended for funding. Arts Grants -Twenty-Four (24) Arts Grant applications were received for both the Arts and Arts Organization Capacity categories, with grant requests totaling $118,000. As a result of the COVID-19 pandemic, this year's funding categories once again did not include the Santa Clarita Presents category. This year's Committee recommends funding 18 applications totaling $89,000. Attachment B provides a list of the 18 recommended agencies and programs. As part of the process to select grant recipients, the Committee used a combination of rankings and discussion to select the final proposed grant recipients. To recommend funding for as many proposals as possible utilizing the balance from the Arts Grants, the Committee recommends funding one additional Community Services Grant by distributing funds at a lower value than requested, ensuring a broader reach into the community.
