SUBJECT: SANTA CLARITA ROLLER SKATING RINK, PROJECT P3034 -
AWARD DESIGN CONTRACT

RECOMMENDED ACTION
City Council:
1. Award a design contract to Anil Verma Associates, Inc., to design the Santa Clarita Roller
Skating Rink, Project P3034, in the amount of $323,800 and authorize a contingency in the
amount of $32,380, for a total contract amount not to exceed $356,180.
2. Appropriate one-time funds in the amount of $150,000 from the American Rescue Plan Act
Fund (Fund 228) to expenditure account P3034228-516101.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The proposed Santa Clarita Roller Skating Rink (Rink) will be the first of its kind in Santa
Clarita and will offer the community a new intergenerational outdoor recreation amenity. The
project will be located at the Santa Clarita Sports Complex, adjacent to the gymnasium, and is
anticipated to include a gated roller skating rink with a single -story covered structure, shaded
spectator seating, an audio booth with a sound system, dasher boards, security cameras, WIFI
access point, LED lighting, and landscaping. The final amenities will be determined through a
concept plan and public outreach process. This project supports the Building and Creating
Community theme of the Santa Clarita 2025 plan.
A Request for Proposal (RFP) for the design of the project was prepared and posted on BidNet,
and published in The Signal newspaper on January 27, 2022. The RFP asked firms to identify
their relevant experience with similar projects, describe their approach for the design, and

complete all design documents necessary for construction. The bid specifications were
downloaded by 36 vendors and one proposal was submitted by the set deadline of March 3,
2022. Staff reviewed the proposal and based on their evaluations, scored the firm on a 100-point
scale as follows:

The scoring system was based on the following criteria: an understanding of the scope and
approach to the required work and key development tasks, the consultant's previous experience
with similar projects and experience working with the City of Santa Clarita (City), qualifications
of the project team and their resources, and organization of the proposal. Additionally, each
consulting firm was asked to provide a detailed scope of work required to prepare the plans,
specifications, and engineer's construction estimate. Due to the volatile bidding environment and
high construction activity throughout Southern California, the City continues to receive fewer
bids on projects at a higher cost.
Considering the unique nature of this type of project, staff reached out to several firms before the
RFP was posted to garner interest in the project. To accommodate out-of-state firms that
downloaded the project documents, a virtual pre -proposal job walk was provided along with an
in -person meeting one week prior to the RFP deadline. On March 3, 2022, one firm submitted a
proposal to the City. Staff from the Public Works, Neighborhood Services, and Recreation and
Community Services departments reviewed and evaluated the proposal.
Anil Verma Associates, Inc., demonstrated an in-depth understanding of the project's needs and
provided a detailed scope of work and approach to the project. They analyzed and identified key
design factors that will need to be addressed in the design and presented ideas that clearly
represent the vision of the City for the project. Anil Verma Associates, Inc., is a sub -consultant
for the City's Via Princessa Park and Vista Canyon Metrolink Station projects. They have also
worked on projects such as Disney California Adventures - Cars Land and Gateway to LA at
LAX. Based on their design experience with similar projects and the completeness of their
proposal, staff recommends awarding the design contract to Anil Verma Associates, Inc.
The current project budget of $300,000 is insufficient to complete the design phase of this
project. The appropriations request of $150,000 will cover the remaining contract cost,
topographic survey, geotechnical investigations and report preparation, field investigations,
potholing services, and permit fees for the project. The budget will also cover administrative
costs associated with the anticipated public outreach component and staff time.
The requested contingency will cover the costs of unforeseen design constraints and account for
potential design modifications requested by the City and other permitting agencies during the
design of the project. This includes potential adjustments to the architectural drawings,
engineered grades, change order requests made by the design firm, and change orders for
additional work requested by the City.
California Government Code Section 4526 prescribes selection of architectural and engineering
services to be based on demonstrated competence and professional qualifications necessary for

the satisfactory performance of the services required and does not authorize the selection of
professional architect and engineering services based on cost. City staff was able to reach an
agreement with Anil Verma Associates, Inc., at a fair and reasonable price.

FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure
account P3034228-516101 to support the recommended contract.

Dear Mr. Cosh:
It is my great pleasure to provide the city of City of Santa Clarita a proposal for architectural, landscape
architectural, and engineering design services of this skating rink project. We have studied the RFP and
have taken the opportunity to research additional information and want to express our enthusiasm for the
opportunity to work with the city of City of Santa Clarita! The project is well suited to our firm's profile. We
have put together a talented and experienced team to address the scope of work. The AVA Team has
many unique qualities that will benefit the city of City of Santa Clarita:

The AVA Team has extensive local, national and international experience. Sustainable design is a guiding
principle of the firm. Our team has worked on several LEED-certified projects. We have built our
business on pushing the boundaries to create the right solution. We strive to find this balance in a design
that can transcend the value for our client to enrich the community experience. We bring a depth of
experience and discipline to every commission, taking a holistic view of a project from consulting on land
planning and urban design to landscape architecture. Our work, whether it is new construction or updates
of existing properties, often becomes the heart of a project, providing a sanctuary where residents, work-
ers and visitors gather.
The AVA Team has built a portfolio of landscape architecture designs for public, private and civic clients.
Currently the firm has under design development and construction, several projects ranging from
hundreds of thousands to multiple billion dollar -projects including parks and preserves, civic facilities,

The upcoming Santa Clarita Roller Skating Rink proposal calls for a project team with creative design
experience and fine-tuned attention to the community's needs. The AVA team's experience, both
individually and collectively will demonstrate our ability to assist the City of Santa Clarita in the design
and construction of this park.
UNDERSTANDING OF THE PROJECT
The City of Santa Clarita is continuing to grow as a hub for the surounding region and the investment
into infrustructure and enhanced community destinations is well recongnized. This project will bring an
additional active amenity to a flourising community. The City of Santa Claritas vision for this roller skating
rink includes, at a minimum, an outdoor rink with dasher boards. The dasher boards shall have gates for
maintenance access. There must be an accessible audio/video room, a shaded spectator seating area, a four
sided hip roof to match existing gazebo designs, hardscape and landscape features around the rink, security
cameras, disco balls, LED lighting and a sound system with multiple speakers and inputs, WIFI access, a
private audio booth and a drinking fountain.
The scope involves a preliminary investigation of the site, project management, design services, plan review
and permits. Construction documents for civil engineering, architecture, structural engineering, electrical
engineering, plumbing, landscape and hardscape plans and specifications will be prepared for review and
approval as well as issuance for construction. The winning bidder will be expected to provide bid/award
phase support and construction management support.
The site itself is part of a larger park. The desired roller skating rink location is adjacent to a sports complex
gymnasium, some basketball courts, gazebos and a parking lot and has the opportnuity for shared amenities.
Safety is a top priority for public spaces in general as well as for this site. Easy visual lines of sights to and
from the facility is critical as well as lighting and pathway layout. As a peice of the overall park, the new roller
skating ring should blend into the surrounding complex and complement its needs. The plan will take into
account the impacts on traffic, pedestrian flow, maintenance and finances. The proposed plan should also be
sensitive to the needs of the diverse cultures in this neighborhood, as well as the physical needs of the park's
users, specificallly children, elderly and those with mobility challenges. Especially during the past few years
of isolation for our children, fun activities that can be enjoyed by family and friends is critical. Last but not
least, the proposed plan should promote the environmental health of the site.
We developed a quick study and layout to illustrate an example preliminary concept sketch shown on the
nextx page, to help our team better understand the site and the scope of the project. If chosen, as AVA
collaborates with the city, ongoing maintenance team and other stakeholders, the final design would evolve
extensively based upon additional stakeholder vision and to meet everyone's needs.
The team has visited the site and reviewed RFP #ENG-21-22-P3034 and Addendum #1 thoroughly.
AVA recently was the landscape architect for the design and construction of the Upper Penitencia
Creek restoration for VTA in San Jose. Selecting 100% indigenous native plants gathered from within
10 miles of the area, the natural habitat was restored from a previously channelized water way.

Anil Verma Associates Inc., (AVA) I Firm Profile
AVA was established 37 years ago and is headquartered in Los Angeles, and has offices throughout the country.
AVA has provided planning, urban design, architectural and engineering design services, as well as environmental
and project management services in both the public and private sector. AVXs expertise and experience include
theme parks, community parks, long range urban master planning, public/private partnerships, pedestrian and
bikeway facilities, and educational institutions.
Since its inception in 1985, AVA has witnessed the cyclical changes in the business sector,
impacted by lack of funds, shortage of qualified personnel, and delays in securing public
sector permits among other concerns. To stay competitive, AVA has maintained an awareness
of market trends to anticipate changes well ahead of time. It is fortunate that AVA has not
only secured a healthy share of business, but has also maintained a steady progression
of professional development. AVA began as an architectural design firm that has followed
market trends and has grown into a firm that provides a complete range of planning, design,
and construction management services. In order to capture a share of profitable markets in
other geographic regions of the world, AVA has set up long-term project and regional offices.
Frequently AVA has been invited to propose for projects in India, Thailand, and several other
international locations. From an edgy start-up team of 2 people, AVA has maintained steady
growth to a firm with over 50 personnel today, testifying to the development of our skill, and
our experience to satisfy a vastly diverse set of clients and projects tasks.
State -of -the -Art Hardware and Software
AVA maintains state-of-the-art hardware and software for the preparation of design and construction
documents. This includes computers for each staff member, the latest design and drafting software from
AutoCAD, SketchUp, Revit, and Microsoft Office, among others. At every stage of the design phase, milestone
submittals are prepared with strict adherence to quality control procedures. AVA also has in-house expertise in
presentation software such as Photoshop, Illustrator, and In -Design, utilized in the production of in-house and
client -requested presentation material, brochures, and reports. AVA always manages overhead costs efficiently
and offers clients competitive prices. AVA has never had, nor currently has, any pending litigation.
Team Structure
We have designated a Project Manager with full authority to administer this contract, assign staff, and be
responsible for compliance with all other contract requirements. The AVA Team will be led by our Project
Manager, Jim Keenan. Jim is a landscape architect, licensed in the state of California, and has managed
several multi -disciplinary A/E teams. Several team members have park design experience ranging from small
community pocket parks to campus plaza design to major theme park designs. We believe that the talent and
experience of our team are uniquely suited to this contract, and hope that our submittal is indicative of AVAs
sincere interest in continuing to build our relationship with the City of Santa Clarita.

Anil Verma, FAIA, Principal-in-Charge/Sr. Architect
Anil has dedicated his entire career to the development of mass transit projects and is a regular speaker on
the subject of Transit Design and City Building in many national and international conferences. He has his
Architectural License in California, Arizona, Connecticut, Massachusetts, New York, Minnesota, Puerto Rico,
Washington, and Hawaii and he has a B&A Contractor License. Anil was recongized by the American Institute
of Architects and distuguished as a Fellow. He received a Masters of Architecture & Landscape Architecture at
Harvard University & New Delhi School of Planning & Architecture. Mr. Verma excels in the planning, design
and construction of Transit Stations, Tunnel Ventilation Structures and Maintenance Facilities. He specializes in
the design of underground stations, including public spaces and ancillary equipment rooms, which are a major
cost component of subway station structures. He has a thorough knowledge of all equipment requirements to
operate transit systems and facilities along with all interface issues. He has designed deep tunnel and cut and
cover stations. He has been involved in the planning, engineering, and construction phases of numerous rapid
transit systems in the United States, Puerto Rico, Guam and India. Mr. Verma has worked on all phases of the
projects beginning with alternatives analysis and conceptual design through preliminary engineering and final
design. He has been an active participant in the construction management process and has had key roles in
Design/Build projects such as Architect of Record, Urban Design Manager, and Inspector of Record. During
his career, Mr. Verma has managed projects in the USA, Canada, Central America, the Middle, and Far East. He
has taught at UCLA, USC, Cal Poly San Louis Obispo, and lectured internationally.
James Keenan, ASLA, SITES AP, Lead Landscape Architect (Landscape/Urban Design)
Jim is a California licensed landscape architect and project principal with over thirty (30) years of experience
in the Southern California area and is currently performing work for the City of Santa Clarita. He received a
Bachelor of Science in Landscape Architecture at the University of California, Davis. He led the landscape and
site design efforts for LAX's Gateway to LA project as well as for Metro's Crenshaw/LAX LRT and Regional
Connector Projects. He has worked extensively with Public Agencies, Developers and Architects, and brings
exceptional skills in management and design for a broad range of projects throughout the United States, Asia,
and the Middle East. His diverse abilities have allowed him to lead and manage all phases of planning, landscape
design and construction on a variety of challenging projects. He has a thorough knowledge of the latest
irrigation technology and has an excellent understanding of planting materials. The result has been top quality
implementation of neigborhood parks; living communities; amusement parks; office/commercial/institutional
developments; rail transit facilities; and environmental resource preservation. He has successfully directed
projects for the Los Angeles County Metropolitan Transportation Authority, Los Angeles World Airports,
Burbank Airport, The Walt Disney Company, The Irvine Company, Playa Vista Capitol Company, BART, Valley
Transit Authority, SANDAG and other major Clients and municipalities nationally. For Disney, he has helped
develop several theme parks attractions including the design for Luigi's Flying Tires in Carsland at California
Adventure which is laid out similar to a roller skating rink except for hovering vehicles. Recently, he managed
the design for the Vista Canyon Metrolink Station and is part of the Via Princessa Park Team.
Somesh Debnath, AIA, Architectural Lead
Somesh has over thirty (30) years in the design and construction of transit facilities. He has his Architectural
License in California and Nevada and received a Master of Architecture & Urban Design at Washington
University. His experience includes stations, transit centers, rapid transit systems, rail maintenance facilities,
airports, civic centers, and commercial projects. He specializes in the design of transit stations and especially
underground stations where he has a thorough knowledge of the transit design criteria, mechanical, electrical
and communications equipment, fire -life safety requirements and systems interface issues. He has designed
public and ancillary equipment spaces of several subway stations and his experience of underground tunnel and
cut and cover construction has helped resolve some extremely complex coordination issues related to equipment,
systems interface, ancillary spaces and construction sequencing. He is an expert in technical drawings and
specifications for rapid transit facilities and has the capability of coordinating complex criteria to reduce the
size of the cut and cover footprints of stations, and thereby reducing construction costs. Somesh Debnath is
a registered architect with over 30 years of experience. Besides the United States, Somesh's experience covers
many countries including Hawaii, Puerto Rico, India, Saudi Arabia and Iran.

Enrique Lopez, RA, Sr. Architect
Enrique has been in the architectural profession for the last 30 years, and his years of experience in various
capacities as an architect make him a multifaceted professional. His expertise in design is amplified by his
knowledge of the California Building Codes and other building standards. Enrique has been responsible for
review of various building designs for code compliance as it relates to Fire/Life Safety, accessibility standards,
and energy standards including coordinating with local municipal codes. Enrique has experience not only in
new projects, but also in various renovation projects on existing facilities where the scope involves preparing
reports for conditions of code compliance as it relates to ADA and fire/life safety and provides advice or
recommendations for the renovation of work required for code compliance.
Chris Rauch, Sr. Architect
Chris has a broad range of design engineering expertise for schools, public facilities, transportation, emergency
operation control centers, public work, data centers, advance technology, and research & development. System
design experience includes complete HVAC systems including (VAV) air conditioning units, precision air
conditioning units, direct expansion (DX) AC systems, high efficiency (HEPA) air filtration, preaction sprinklers,
gas suppression (FM200), and systems requiring redundant equipment (N+1) backed up by emergency generator
systems. In his multiple project engineering roles, involvement begins in conceptual/ SD and continues thru
until completion with the construction administration/ commissioning phases.
Edgardo Del Rosario, Sr. Mechanical Designer
Edgar has over 30 years of experience in the design and specification of building plumbing systems for transit,
commercial, military, institutional, educational, industrial, and medical facilities. He has a Bachelors of
Mechanical Engineering from Mapua Institute of Technology, Manilla. His project responsibilities included
complete design supervision of plumbing systems from initial design to project completion and final shop
drawings. He recently completed the Plumbing design for Vista Canyons new Metrolink Station.
Raymundo Cruz, PE, Sr. Electrical Engineer
Ray is an experienced registered Electrical Engineer with local and international experience in the design,
construction support and equipment commissioning of electrical systems. He has a Masters of Electrical
Engineering from the University of Southern California (USC). He has a demonstrated ability to quickly learn
and apply new concepts, easily adapts to change, mentors others, and possesses excellent communication skills.
Experienced in high and low -voltage electrical power systems, he is an effective team member working closely
and coordinating with other departments, agencies and regulators. He recently completed the electrical design
for Vista Canyons new Metrolink Station and is working on Via Princessa Park.
Gregorio Del Rosario, Sr. Electrical Designer/Lighting Designer
Greg has over 35 years of electrical design experience in transit industry. He has a Bachelors of Electrical
Engineering from Feati University, Manilla. He has extensive experience with rail agencies and recently complete
the lighting design for Vista Canyons new Metrolink Station and is working on Via Princessa Park.
Warren Arata, ASLA, Sr. Landscape Architect (Irrigation)
Warren has over 30 years of experience on schools, stations, civic spaces, highway & transit corridors. Warren
is a certified nurseryman and Landscape Architect. He received a Bachelor in Landscape Architecture from
Cal Poly Pomona. His botanical knowledge of plant materials extends from plant design selection to soils
adaptations as well as suitable species selection based on specific environments. He has worked on multiple
high traffic, vandal prone landscapes and landscapes within Public areas of excessive wear and tear where low
maintenance is inevitable. In addition, his expertise in efficient irrigation systems concurrent with the latest low
water use technology which matches varying soil types is of paramount importance. Warrens background is
supplemented by his hands-on, practical experience including several years of work as a Landscape Contractor
and Nurseryman. He has worked with private clients and public agencies such as the LA Metro and California
Department of Transportation. His experience includes transportation systems, community and regional parks,
residential and commercial developments as well as industrial and institutional complexes. His knowledge of the
California ecosystem and understanding of landscape materials and methods has benefited numerous projects.

Bret Hanson, Sr. Landscape Architect (LEED AP)
Bret has over 16 years of experience on various types of landscape architecture projects including; neighborhood
parks; public transportation, theme park, multi -family, resort senior living, custom residential, podium,
mixed -use facilities, restaurant chains, retail, upscale entertainment venues, and international planning.
Responsibilities include handling all aspects of design, document development, field, and deliverables for his
diverse project portfolio. He has been directly accountable for development, coordination, quality control, and
submittal of full construction document sets. Through his experiences Bret has worked closely with clients and
interdisciplinary design teams in building many successful design projects. As a certified LEED AP, Bret has a
passion for implementing sustainable principles and is a former USGBC-OC Board member and President of
the Emerging Green Builders of Orange County. Also, through professional and organization experiences Bret
has become an accomplished public speaker before community, volunteer, & industry based groups.
Stephanie Kennedy, Landscape Architect
Stephanie is a landscape architect with more than 15 years experience. She has worked extensively with major
theme parks, Developers and Architects, and brings exceptional skills in design for a broad range of projects
throughout the United States and Asia. Her early work includes community and university campus projects
with AECOM, followed by over a decade of work on five different Walt Disney theme parks. In 2018, she moved
to King County to pursue her master's degree in urban planning and design and focus her design efforts on
community projects closer to home. Her knowledge of the latest design technology has helped clients clearly
and effectively communicate design concepts with the public, municipalities, engineers and contractors.
Matt Britten (CivilPros), Senior Civil Engineer
Matt has over 30 years of experience in general civil, environmental, and transportation engineering. His wide
base of experience ranges from complete project management to supervision of engineering work, including
hydraulic design and system implementation; hydrologic issues; drainage and erosion control; earthwork;
public works; light rail transit and transit facilities; environmental compliance issues; bid documentation and

structural analysis, seismic strengthning and retrofit of existing structures, led risk assessment progrms for

The Silicon Valley Berryessa Extension (SVBX)

Architect of Record (LAOR), and is assisting with civil
engineering in the design of three (3) underground
stations and their plazas in downtown Los Angeles.
The challenge with this design build project is to
design all three underground stations to work within
the urban fabric of their respective neighborhoods
and to meet the desires of the communities
surrounding them, while also supporting existing

on Cars Land in Anaheim, CA's Disney California
Adventures. This project required close collaboration
with audio and lighting specialists because it's on the

Avatar
Stephanie Kennedyworked with Walt Disney Imagineering
as a landscape architect on World of Avatar. This part of
the park is of course, based on the movie Avatar. Using
unique planting palettes, including some "bioluminscent"
plants, interactive elements and sound effects, guests
enjoy a truly immersive experience.

Gateway to LA at LAX
Jim Keenan worked on the iconic 100' tall light pylons
at LAX as an urban designer and principal in charge.
The goal was to recapture the charm of Los Angeles in
the 1920's, 30's and 40's, when the city emerged as a
horticultural focal point for the world and to celebrate the
diverse culture of the City.

NV
For American Nevada Corporation, Jim Keenan
served as Project Manager for Green Valley Ranch
in Henderson, Nevada. Helped prepare the Master
Overlay District Master Plan, Design Guidelines,

several designs and construction packages for
the major landscape framework within the 1,300-
acre, Spanish/Mediterranean-style development.
These packages consisted of the streetscapes,
neighborhood parks, custom housing neighborhood,

PHASE 1 PRELIMINARY INVESTIGATION Duration: 1 month
TASK 1.1 DEVELOP BASE MAPPING
A. REVIEW / ANALYZE DATA — Review CITY as -built and historical documents and studies. Discuss with
CITY staff, so critical information is carried forward. Review CITY tract and parcel maps for right-of-way
data. Confirm facility locations and configurations. Provide cursory review of accessibility (Americans with
Disabilities Act (ADA) and California Building Code (CBC)), drainage, utility, and right-of-way issues. Re-
view/verify existing and required amenities, look beyond the confines of the scope of work area to see if
there are any connections that should be recognized, either vehicular, bike or pedestrian. Identify inconsis-
tencies, deficiencies, or any other information necessary to progress the work.
B. SITE RECONNAISSANCE - visit the site to observe and photograph existing conditions and context. Com-
pare existing conditions against as -built drawings provided by CITY.
C. CONSULTANT team will review the existing facility assessment and, in collaboration with City Staff, confirm
goals and priorities for this Project's Scope of Work. This will include identifying possible bid alternates.
D. CONSULTANT team will review existing facility signage and propose an update to wayfinding signs.
E. DEVELOP BASE MAPPING — Base Mapping will be prepared using City -provided survey data.
F. CONSULTANT team will initiate contact with the various utilities within the project site to obtain available as-
builts and utility maps. During the site visit, visible utility appurtenances will be identified. These features will

PHASE 2 PROJECT MANAGEMENT / COORDINATION / ADMIN Duration: 7 months
TASK 2.1 PROJECT AND SUBCONSULTANT MANAGEMENT AND QUALITY CONTRO4-
Project scope shall be limited to the related items listed in the CITY's Request for Proposal that included the
project overview and outline of proposed improvements. The Project Manager (PM) shall conduct, oversee and
manage the performance of the work including
• Coordination of the development of the overall work tasks
• Management of the schedule, budget, staff resources
• Reporting work progress and schedule updates to the CITY's Project Manager
• Scheduling, coordinating, and providing minutes of Project Development Team (PDT) meetings.
The Project Development Team shall include, but not be limited to, the City of Santa Clarita and other selected
agencies approved by the City of Santa Clarita. Prior to the start of work, CONSULTANT will furnish the sub -
consultants the appropriate forms, manuals, and criteria to ensure uniformity of all project documents. CON-
SULTANT's PM will conduct status and review meetings with subconsultants to review their progress, ensure
up-to-date information is being used and the appropriate activities are being performed. Subconsultants will
submit all reports and plans to the PM for review of conformity with the project scope of work, directives, ap-
plicable codes, design criteria, and any other requirements. The PM will meet with the design team on a peri-
odic basis to establish design tasks and to determine schedule and budget status. Deliverables will be made
through the PM. AutoDesk Revit/AutoCAD is anticipated to be utilized as the main design programs.

dance with CITY standards, Title 24, and other applicable requirements. CONSULTANT will develop the initial
architectural styles for study by providing architectural plan and elevation sketches and comments to aid CITY
staff to determine a style for the project. The CONSULTANT team anticipates participation in a strategy ses-
sion, indicated in Task 2.2 to understand the site design objectives. In concert with the CONSULTANT team,
determine the constraints, opportunities, general capacities or optimum level of development. CONSULTANT's
Structural Engineer will counsel on building form, materials, and structural systems pertaining to suitability of

CONSULTANT's team will prepare final conceptual designs and sketches to provide a preferred scheme from

CONSULTANT will Provide a written description of materials, components, and systems to be incorporated
into the Project. Greenbook Standards and Specifications shall be referenced. A Basis of Design Report will be
prepared by CONSULTANT for City & Stakeholder review and approval prior to commencement of project de-
sign. Drawings are to be developed on AutoCAD Version 2022 or equivalent and documents shall be prepared
utilizing the Microsoft Office Suite (i.e. "Word," "Excel," "PowerPoint," and "Project.")

fire hydrants, fire lanes, and ADA site access routes to ensure code compliance.

E. SITE CONSTRUCTION PLANS, DETAILS, AND TYPICAL SECTIONS - prepare construction plans indi-
cating materials, finishes, colors, and detail call -outs in a schedule.
F. PLANTING/IRRIGATION PLANS and DETAILS - prepare labeled planting plans indicating plant varieties,
size, quantity, and locations. Prepare planting details of planting elements. Prepare irrigation plans indicat-
ing sprinkler heads, drip systems, piping, valves, and controllers. Prepare irrigation details.
G. LID - prepare necessary drawings, details, notes, ad specifications as needed for the construction of and/
or installation of all aspects of the landscape and hardscape as required by LID.
H. LIGHTING AND ELECTRICAL PLANS, DETAILS, AND SCHEDULES - prepare electrical plans, sched-
ules, and details indicating building, site and accent lighting.
I. SOUND SYSTEMS — prepare audio and visual systems for new Roller Skating Rink.
J. STRUCTURAL DRAWINGS - prepare structural plans and details related to architectural and site ele-
ments. Structural design will include calculations, framing plans, foundation plans, sizing of framing mem-
bers, and coordination with other project disciplines.
K. ELECTRICAL, AND PLUMBING SYSTEMS — Electrical power and data plans will be prepared to show
the proposed lighting and fixtures, proposed security camera system, and will be used to coordinate with
the utility companies. Plumbing plans will be prepared to show fixture sizes and to create overall water
demands for the project.
L. SPECIFICATIONS - prepare 8 1/2" x 11", typed specifications in the CSI format which describe materials,
finishes, and workmanship. Provide standard General and Special Conditions of CSI Section 1.
M. QUALITY ASSURANCE / QUALITY CONTROL — The Project Team will follow CONSULTANT's Quality
Assurance Procedures as set forth in an approved QAP.
N. OPINION OF PROBABLE COSTS - prepare an opinion of probable construction costs based upon the final
design drawings. This will be prepared with contractor's input using historical costs. Consultant's opinions
of total project costs and/or construction costs, provided as part of the Services under this Agreement are
made on the basis of Consultant's knowledge, experience and qualifications and represent Consultant's
judgment as a design professional. Consultant does not guarantee that proposals, bids or actual total proj-
ect costs or total construction costs will not vary from the opinions provided by Consultant.
O. SUBMITTAL - submit technical specification and drawings to CITY for review at the 100% package. One
round of revisions will be provided due to CITY comments.

and respond to Requests for Information (RFIs), Change Requests (CR), Contractor progress payment requests,
or Contract Change Orders (CCO). The project team will review shop drawings and submittals for the project,
as requested by CITY. CONSULTANT's team will complete a final site walk, along with CITY Project Manager or
Construction Inspector at substantial completion of construction. CONSULTANT will create a comprehensive list
of items needed to be complete to meet all project permit requirements and design objectives.

TASK 7.1 RECORD DRAWINGS AND PROJECT CLOSEOUT (NIC — optional future services)
Upon completion of the construction contract, CONSULTANT will prepare record drawings by updating the
original project "as- advertised" plan sheets showing changes that occurred during construction. Record
drawings will be prepared by transferring the updates from red -marked plans received from CITY and mark-
ups recorded by the project team during construction. The record drawings will be completed in the as -
advertised project CADD AutoCAD files.
OUTPUT..
• One (1) 11 "x17" set of record drawings submittal to CITY and one set of record drawings in PDF format.
• One set of record drawing CADD files in AutoCAD 2022 format or equivalent.
ASSUMPTIONS AND OUT -OF -SCOPE ITEMS
The following are assumptions or expressly excluded from the scope of services:
A. PACKAGING - the project is assumed to be designed as one package utilizing CAD or Revit software.
B. FEES - payment of any governmental fees, permits or assessments to be by others.
C. CHANGES - CITY or outside agency changes in program, schedule, consultant team or redesign.
D. SURVEY —Anticipated to be supplied by the City and no additional survey will be required.
E. ENVIRONMENTAL DOCUMENTATION — Not Anticipated.
F. HYDRAULIC ANALYSIS OF EXISTING FACILITIES — Not Anticipated.
G. SWPPP/WATER QUALITY— Not Anticipated
H. GEOTECHNICAL SERVICES - Anticipated to be supplied by the City.
I. SUSTAINABILITY CERTIFICATION DOCUMENTATION — While the project will be designed with sustain -
ability in mind, documentation and submittal is not included in this scope of services.
J. TENANT IMPROVEMENTS — not a part, will be negotiated if out of sequence.
K. CONSTRUCTION -PHASE SERVICES: It is understood and agreed that the design process cannot be
completed until the Project which is the subject of this Agreement is actually constructed. Therefore, CITY
agrees that, if the services to be provided by CONSULTANT under this Agreement do not include construc-
tion -phase services, or, if this Agreement is terminated prior to substantial completion of the Project, CITY
will indemnify CONSULTANT and hold CONSULTANT harmless from and against any and all claims, de-
mands, losses, costs, liabilities and damages.
L. SCHEDULE — Deliverable timelines set herein are based upon schedules set forth in the CITY's RFP.
CONSULTANT shall plan to follow milestones set herein but shall not be held responsible for schedule
delays caused by stakeholders, construction delays, or other third -party impacts that are outside CONSUL-
TANT's control. Adjusted schedule to be developed.
M. GOVERNMENTAL RELATIONS - Consultant shall not be liable for damages resulting from the actions or
inactions of governmental agencies. Consultant shall act only as an advisor in any governmental relations.
Consultant's assistance shall not constitute a representation or guarantee that any permit or approval will
be acted upon favorably by any governmental authority.
N. ENTITLED TO RELY - Consultant shall be entitled to reasonably rely without independent verification upon
the information and data provided by the City or obtained from generally accepted sources within the indus-
try, except to the extent such verification is expressly included or required in the Scope of Services.
O. ACTS OF OTHERS - Consultant shall be responsible for its performance and that of its subconsultnats and
vendors but shall not have control over or charge of, and shall not be responsible for, acts of omissions of
the City, Contractor, Subcontractor(s), or their agents, employees, or of any other persons or entities per-
forming portions of the Project and not engaged by Consultant
P. SAFETY - Consultant shall not have control over or charge of, and shall not be responsible for, construction
means, methods, techniques, sequences or procedures, or for safety measures, precautions or programs
at the project site, as these are solely the responsibility of the Contractor.

Vista Canyon Multi -Modal Center,

CivilPros staff is providing engineering for the development of the $35
million Vista Canyon Multi -Modal Transit Center project by the City of
Santa Clarita, in partnership with the LA Metro and Vista Canyon Ranch,
LLC. Located within the eastern Santa Clarita Valley, the installation of
the transit center will involve the relocation of the existing Via Princessa
Via Princessa Park Access Study, City of Santa
Clarita, CA
Under a single issued Task Order by the City of Santa Clarita, our staff
provided concept design alternatives for vehicle and pedestrian access,
to a future sports park being proposed by the City, that crossed an
existing railroad track. Concepts included multiple overcrossing and
undercrossing alternatives. Access was began from north side of the
railroad tracks and then go either over or under the tracks providing
access to the proposed park on the south side of the tracks. The study
included cost evaluation and impact analysis, including utilities and site

local and commuter bus transit, and bicycle and pedestrian trails
in the Santa Clarita Valley, and includes the following components:

The total length of trackwork included approximately 2,800 track feet
for the MT2 line and approximately 1,800 track feet for the MT1 line.

1,300 feet.
