CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: April 12, 2022 SUBJECT: SANTA CLARITA ROLLER SKATING RINK, PROJECT P3034 - AWARD DESIGN CONTRACT DEPARTMENT: Public Works PRESENTER: Shannon Pickett RECOMMENDED ACTION City Council: 1. Award a design contract to Anil Verma Associates, Inc., to design the Santa Clarita Roller Skating Rink, Project P3034, in the amount of $323,800 and authorize a contingency in the amount of $32,380, for a total contract amount not to exceed $356,180. 2. Appropriate one-time funds in the amount of $150,000 from the American Rescue Plan Act Fund (Fund 228) to expenditure account P3034228-516101. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The proposed Santa Clarita Roller Skating Rink (Rink) will be the first of its kind in Santa Clarita and will offer the community a new intergenerational outdoor recreation amenity. The project will be located at the Santa Clarita Sports Complex, adjacent to the gymnasium, and is anticipated to include a gated roller skating rink with a single -story covered structure, shaded spectator seating, an audio booth with a sound system, dasher boards, security cameras, WIFI access point, LED lighting, and landscaping. The final amenities will be determined through a concept plan and public outreach process. This project supports the Building and Creating Community theme of the Santa Clarita 2025 plan. A Request for Proposal (RFP) for the design of the project was prepared and posted on BidNet, and published in The Signal newspaper on January 27, 2022. The RFP asked firms to identify their relevant experience with similar projects, describe their approach for the design, and Page 1 Packet Pg. 42 O complete all design documents necessary for construction. The bid specifications were downloaded by 36 vendors and one proposal was submitted by the set deadline of March 3, 2022. Staff reviewed the proposal and based on their evaluations, scored the firm on a 100-point scale as follows: Rank Company Location Score 1 Anil Verma Associates, Inc. Los Angeles, CA 89.33 The scoring system was based on the following criteria: an understanding of the scope and approach to the required work and key development tasks, the consultant's previous experience with similar projects and experience working with the City of Santa Clarita (City), qualifications of the project team and their resources, and organization of the proposal. Additionally, each consulting firm was asked to provide a detailed scope of work required to prepare the plans, specifications, and engineer's construction estimate. Due to the volatile bidding environment and high construction activity throughout Southern California, the City continues to receive fewer bids on projects at a higher cost. Considering the unique nature of this type of project, staff reached out to several firms before the RFP was posted to garner interest in the project. To accommodate out-of-state firms that downloaded the project documents, a virtual pre -proposal job walk was provided along with an in -person meeting one week prior to the RFP deadline. On March 3, 2022, one firm submitted a proposal to the City. Staff from the Public Works, Neighborhood Services, and Recreation and Community Services departments reviewed and evaluated the proposal. Anil Verma Associates, Inc., demonstrated an in-depth understanding of the project's needs and provided a detailed scope of work and approach to the project. They analyzed and identified key design factors that will need to be addressed in the design and presented ideas that clearly represent the vision of the City for the project. Anil Verma Associates, Inc., is a sub -consultant for the City's Via Princessa Park and Vista Canyon Metrolink Station projects. They have also worked on projects such as Disney California Adventures - Cars Land and Gateway to LA at LAX. Based on their design experience with similar projects and the completeness of their proposal, staff recommends awarding the design contract to Anil Verma Associates, Inc. The current project budget of $300,000 is insufficient to complete the design phase of this project. The appropriations request of $150,000 will cover the remaining contract cost, topographic survey, geotechnical investigations and report preparation, field investigations, potholing services, and permit fees for the project. The budget will also cover administrative costs associated with the anticipated public outreach component and staff time. The requested contingency will cover the costs of unforeseen design constraints and account for potential design modifications requested by the City and other permitting agencies during the design of the project. This includes potential adjustments to the architectural drawings, engineered grades, change order requests made by the design firm, and change orders for additional work requested by the City. California Government Code Section 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for Page 2 Packet Pg. 43 O the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. City staff was able to reach an agreement with Anil Verma Associates, Inc., at a fair and reasonable price. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in expenditure account P3034228-516101 to support the recommended contract. Sincerely, Anil Verma, FAIA Principal Section One Introduction �z �z Anil Verma Associates Santa Clarita Roller Skating Rink Proposal #ENG-21-22-P3034 section one I Introduction The upcoming Santa Clarita Roller Skating Rink proposal calls for a project team with creative design experience and fine-tuned attention to the community's needs. The AVA team's experience, both individually and collectively will demonstrate our ability to assist the City of Santa Clarita in the design and construction of this park. UNDERSTANDING OF THE PROJECT The City of Santa Clarita is continuing to grow as a hub for the surounding region and the investment into infrustructure and enhanced community destinations is well recongnized. This project will bring an additional active amenity to a flourising community. The City of Santa Claritas vision for this roller skating rink includes, at a minimum, an outdoor rink with dasher boards. The dasher boards shall have gates for maintenance access. There must be an accessible audio/video room, a shaded spectator seating area, a four sided hip roof to match existing gazebo designs, hardscape and landscape features around the rink, security cameras, disco balls, LED lighting and a sound system with multiple speakers and inputs, WIFI access, a private audio booth and a drinking fountain. The scope involves a preliminary investigation of the site, project management, design services, plan review and permits. Construction documents for civil engineering, architecture, structural engineering, electrical engineering, plumbing, landscape and hardscape plans and specifications will be prepared for review and approval as well as issuance for construction. The winning bidder will be expected to provide bid/award phase support and construction management support. The site itself is part of a larger park. The desired roller skating rink location is adjacent to a sports complex gymnasium, some basketball courts, gazebos and a parking lot and has the opportnuity for shared amenities. Safety is a top priority for public spaces in general as well as for this site. Easy visual lines of sights to and from the facility is critical as well as lighting and pathway layout. As a peice of the overall park, the new roller skating ring should blend into the surrounding complex and complement its needs. The plan will take into account the impacts on traffic, pedestrian flow, maintenance and finances. The proposed plan should also be sensitive to the needs of the diverse cultures in this neighborhood, as well as the physical needs of the park's users, specificallly children, elderly and those with mobility challenges. Especially during the past few years of isolation for our children, fun activities that can be enjoyed by family and friends is critical. Last but not least, the proposed plan should promote the environmental health of the site. We developed a quick study and layout to illustrate an example preliminary concept sketch shown on the nextx page, to help our team better understand the site and the scope of the project. If chosen, as AVA collaborates with the city, ongoing maintenance team and other stakeholders, the final design would evolve extensively based upon additional stakeholder vision and to meet everyone's needs. The team has visited the site and reviewed RFP #ENG-21-22-P3034 and Addendum #1 thoroughly. AVA recently was the landscape architect for the design and construction of the Upper Penitencia Creek restoration for VTA in San Jose. Selecting 100% indigenous native plants gathered from within 10 miles of the area, the natural habitat was restored from a previously channelized water way. He has his Architectural License in California, Arizona, Connecticut, Massachusetts, New York, Minnesota, Puerto Rico, Washington, and Hawaii and he has a B&A Contractor License. Anil was recongized by the American Institute of Architects and distuguished as a Fellow. He received a Masters of Architecture & Landscape Architecture at Harvard University & New Delhi School of Planning & Architecture. Mr. Verma excels in the planning, design and construction of Transit Stations, Tunnel Ventilation Structures and Maintenance Facilities. He specializes in the design of underground stations, including public spaces and ancillary equipment rooms, which are a major cost component of subway station structures. He has a thorough knowledge of all equipment requirements to operate transit systems and facilities along with all interface issues. He has designed deep tunnel and cut and cover stations. He has been involved in the planning, engineering, and construction phases of numerous rapid transit systems in the United States, Puerto Rico, Guam and India. He received a Bachelor of Science in Landscape Architecture at the University of California, Davis. He led the landscape and site design efforts for LAX's Gateway to LA project as well as for Metro's Crenshaw/LAX LRT and Regional Connector Projects. He has worked extensively with Public Agencies, Developers and Architects, and brings exceptional skills in management and design for a broad range of projects throughout the United States, Asia, and the Middle East. His diverse abilities have allowed him to lead and manage all phases of planning, landscape design and construction on a variety of challenging projects. His experience includes stations, transit centers, rapid transit systems, rail maintenance facilities, airports, civic centers, and commercial projects. He specializes in the design of transit stations and especially underground stations where he has a thorough knowledge of the transit design criteria, mechanical, electrical and communications equipment, fire -life safety requirements and systems interface issues. He has designed public and ancillary equipment spaces of several subway stations and his experience of underground tunnel and cut and cover construction has helped resolve some extremely complex coordination issues related to equipment, systems interface, ancillary spaces and construction sequencing. His expertise in design is amplified by his knowledge of the California Building Codes and other building standards. Enrique has been responsible for review of various building designs for code compliance as it relates to Fire/Life Safety, accessibility standards, and energy standards including coordinating with local municipal codes. Enrique has experience not only in new projects, but also in various renovation projects on existing facilities where the scope involves preparing reports for conditions of code compliance as it relates to ADA and fire/life safety and provides advice or recommendations for the renovation of work required for code compliance. Chris Rauch, Sr. Architect Chris has a broad range of design engineering expertise for schools, public facilities, transportation, emergency operation control centers, public work, data centers, advance technology, and research & development. System design experience includes complete HVAC systems including (VAV) air conditioning units, precision air conditioning units, direct expansion (DX) AC systems, high efficiency (HEPA) air filtration, preaction sprinklers, gas suppression (FM200), and systems requiring redundant equipment (N+1) backed up by emergency generator systems. In his multiple project engineering roles, involvement begins in conceptual/ SD and continues thru until completion with the construction administration/ commissioning phases. Edgardo Del Rosario, Sr. Mechanical Designer Edgar has over 30 years of experience in the design and specification of building plumbing systems for transit, commercial, military, institutional, educational, industrial, and medical facilities. He has a Bachelors of Mechanical Engineering from Mapua Institute of Technology, Manilla. His project responsibilities included complete design supervision of plumbing systems from initial design to project completion and final shop drawings. He recently completed the Plumbing design for Vista Canyons new Metrolink Station. Raymundo Cruz, PE, Sr. Electrical Engineer Ray is an experienced registered Electrical Engineer with local and international experience in the design, construction support and equipment commissioning of electrical systems. He has a Masters of Electrical Engineering from the University of Southern California (USC). He has a demonstrated ability to quickly learn and apply new concepts, easily adapts to change, mentors others, and possesses excellent communication skills. Experienced in high and low -voltage electrical power systems, he is an effective team member working closely and coordinating with other departments, agencies and regulators. He recently completed the electrical design for Vista Canyons new Metrolink Station and is working on Via Princessa Park. Gregorio Del Rosario, Sr. Electrical Designer/Lighting Designer Greg has over 35 years of electrical design experience in transit industry. He has a Bachelors of Electrical Engineering from Feati University, Manilla. He has extensive experience with rail agencies and recently complete the lighting design for Vista Canyons new Metrolink Station and is working on Via Princessa Park. Warren Arata, ASLA, Sr. Landscape Architect (Irrigation) Warren has over 30 years of experience on schools, stations, civic spaces, highway & transit corridors. Warren is a certified nurseryman and Landscape Architect. He received a Bachelor in Landscape Architecture from Cal Poly Pomona. His botanical knowledge of plant materials extends from plant design selection to soils adaptations as well as suitable species selection based on specific environments. He has worked on multiple high traffic, vandal prone landscapes and landscapes within Public areas of excessive wear and tear where low maintenance is inevitable. In addition, his expertise in efficient irrigation systems concurrent with the latest low water use technology which matches varying soil types is of paramount importance. Warrens background is supplemented by his hands-on, practical experience including several years of work as a Landscape Contractor and Nurseryman. He has worked with private clients and public agencies such as the LA Metro and California Department of Transportation. His experience includes transportation systems, community and regional parks, residential and commercial developments as well as industrial and institutional complexes. Responsibilities include handling all aspects of design, document development, field, and deliverables for his diverse project portfolio. He has been directly accountable for development, coordination, quality control, and submittal of full construction document sets. Through his experiences Bret has worked closely with clients and interdisciplinary design teams in building many successful design projects. As a certified LEED AP, Bret has a passion for implementing sustainable principles and is a former USGBC-OC Board member and President of the Emerging Green Builders of Orange County. Also, through professional and organization experiences Bret has become an accomplished public speaker before community, volunteer, & industry based groups. Stephanie Kennedy, Landscape Architect Stephanie is a landscape architect with more than 15 years experience. She has worked extensively with major theme parks, Developers and Architects, and brings exceptional skills in design for a broad range of projects throughout the United States and Asia. Her early work includes community and university campus projects with AECOM, followed by over a decade of work on five different Walt Disney theme parks. In 2018, she moved to King County to pursue her master's degree in urban planning and design and focus her design efforts on community projects closer to home. Her knowledge of the latest design technology has helped clients clearly and effectively communicate design concepts with the public, municipalities, engineers and contractors. Matt Britten (CivilPros), Senior Civil Engineer Matt has over 30 years of experience in general civil, environmental, and transportation engineering. His wide base of experience ranges from complete project management to supervision of engineering work, including hydraulic design and system implementation; hydrologic issues; drainage and erosion control; earthwork; public works; light rail transit and transit facilities; environmental compliance issues; bid documentation and processing; special provisions; cost estimating; scheduling; construction management; and funding allocation. This work experience involved multiple clients coming from the federal, public, and private sectors. Matt is experienced in providing oversight for CADD operations, evaluation of bids, and engineering support during construction, and prepares technical reports. His recent work includes projects for SANDAG, NCTD, MTS, City of National City, and UPRR and BNSF Railroads. Chris Haight (Coffman Engineers), PE, SE, Senior Structural Engineer Chris is a Structural Engineer with over 26 years of experience in structural engineering on a wide range of transportation and infrastructure projects, including highways; in the seismic design of structures throughout the Western United States. He has provided structural design for new construction projects, performed structural analysis, seismic strengthning and retrofit of existing structures, led risk assessment progrms for large portfolios, and managed comlex projects requiring oversight and approval from the Division of State Architect and California Department of Health Care Access and Infromation. Chris is well versed in all major construction materials and methods, including concrete, steel, masonry, timber, energy dissipation, and tilt -up construction. The 10-mile section encompasses the Milpitas and Berryessa Stations. The challenge with this design build project is to design all three underground stations to work within the urban fabric of their respective neighborhoods and to meet the desires of the communities surrounding them, while also supporting existing buildings and infrastructure. This project required close collaboration with audio and lighting specialists because it's on the parade route. Jim helped coordinate light and audio systems, and also contributed his extensive knowledge of Southern California plants and hardscape materials. Completion date: 2012 Downtown Disneyland Hotel Jim Keenan also worked on the Disneyland Hotel in Anaheim, CA. On this project, part of the challenge was to make well -designed connections between other parts of the resort and the surrounding community. This hotel also focused on guest comfort Completion date: 2005 Ayodhya Design Competition, India Ayodhya is the birthplace of Ram, an important figure in the Hindu culture. This design competition challenged participants to create a comfortable, park -like space where 100,000 visitors per day could view the various temples, vendors and visitors' center. This part of the park is of course, based on the movie Avatar. Using unique planting palettes, including some "bioluminscent" plants, interactive elements and sound effects, guests enjoy a truly immersive experience. Completion date: 2017 Gateway to LA at LAX Jim Keenan worked on the iconic 100' tall light pylons at LAX as an urban designer and principal in charge. The goal was to recapture the charm of Los Angeles in the 1920's, 30's and 40's, when the city emerged as a horticultural focal point for the world and to celebrate the diverse culture of the City. Completion date: 2000 Green Valley Ranch, Henderson, NV For American Nevada Corporation, Jim Keenan served as Project Manager for Green Valley Ranch in Henderson, Nevada. Helped prepare the Master Overlay District Master Plan, Design Guidelines, and Development Standards. He developed several designs and construction packages for the major landscape framework within the 1,300- acre, Spanish/Mediterranean-style development. These packages consisted of the streetscapes, neighborhood parks, custom housing neighborhood, information center, and community signage.
