CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: A,1 DATE: April 26, 2022 SUBJECT: AWARD CONTRACT FOR UV AIR DISINFECTION SYSTEMS DEPARTMENT: Neighborhood Services PRESENTER: Adrian Aguilar RECOMMENDED ACTION City Council: Award a contract to United Safety and Survivability Corporation for the purchase and installation of UV air disinfection systems on the City of Santa Clarita's local, commuter, and paratransit fleet in the amount of $414,655, and authorize a 10 percent contingency in the amount of $41,466, for a total contract not to exceed $456,121. 2. Appropriate funds in the amount of $456,121 to expenditure account 7007402-516101, increase Miscellaneous Federal Grants revenue account 700-442409 by $364,897, and increase Municipal Operator Service Improvement Program revenue account 700-442207 by $91,224. 3. Authorize the City Manager or designee to execute all contract documents, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND To help combat the spread of COVID-19, the Centers for Disease Control and Prevention recommends a layered approach to disinfect crowded public spaces, including public transportation vehicles. One highly effective strategy is the application of ultraviolet (UV) air disinfection systems, which are capable of killing 99.9 percent of viruses and bacteria in enclosed spaces. The City of Santa Clarita's (City) local, commuter, and paratransit transit fleet is composed of 119 buses, whose riders can benefit from this additional layer of advanced air disinfection. This project will allow the City to improve air quality and safety for passengers and take advantage of Page 1 Packet Pg. 35 O advanced technology that enables the units to be housed completely inside existing HVAC systems. The proposed system also reduces the need to sanitize the fleet multiple times per day, allowing those resources to be directed to other areas of the operation. Similar UV technology has been installed at nearly all City facilities. A Request for Proposal (RFP) was released on BidNet on February 4, 2022, and a solicitation was advertised on TransitTalent on February 10, 2022. The notice of the RFP's availability was sent to vendors who have contacted and registered with the City through BidNet. The RFP was downloaded 42 times through BidNet and four proposals were submitted. The RFP was conducted in compliance with federal procurement standards. Vendors were asked to submit the pricing for the hardware with and without installation options. The following proposals were received. As a result, that proposal was determined to be non -responsive and was not included in the evaluation process. The remaining proposals were reviewed by a panel of internal and external representatives. Scores were awarded based on several factors including quality of equipment, understanding of project requirements, cost, and references. The three proposals were ranked as follows: Company Score (/100 pts) United Safety and Survivability Corp. 97.66 Delos Living LLC. 67.00 Amalgamated Services Inc. 62.00 As a result of the overall evaluation process, staff recommends that the project be awarded to United Safety and Survivability Corporation. Their implementation, training, and support plans were the most detailed and they offer the most experience and proven efficacy with thousands of devices in use world-wide. United Safety is ISO 9001 certified and they have extensive experience working with other California -based transit agencies. It is staff s position that United Safety provides the best value to the City, and their pricing includes a one-year supply of replacement UV bulbs. The City has programmed Federal 5307 Transit grant funds earmarked for COVID-related capital expenses to cover 80 percent of the total project costs.
